Interesting theory HeirofNumenor, but in my mind...not necessarily...Bush was not as photogenic, nor as good an actor...could not "fool" the "conservatives" nearly as well...as Reagan did for 8 years and all the years since. He is still held up as the quintessential conservative of the century by many so-called-conservatives to this day.
...besides, numerous accounts report six .22 rounds recovered -- including the round that entered James Brady's head...and the rounds that wounded two other men that were present. It appears that what entered Reagan was a fragment from a ricochet bullet from the door-jam area of the limousine.
In my mind, if you're really going to go to all the trouble of sending a mind-controlled-assassin and risk the aftermath and investigation of a shoot-out...you might as well give the order to use a caliber that will "get the job done".

They had a "caliber" to get the job done....and nearly got the job done but the pleshette missed due to reflection off a rib. Even then they delayed the hospital visit by over 10 minutes and multiple other stunts....and had not the doctor take direct responsibility for Reagan at the hospital and kept them from moving him to another hospital....odds are he wouldn't have made it.
There's a good book on the cabinet war that ensured in the midst of that chaos....can't remember it right now off the top of my head. Reagan definitely became a puppet after that!!!
