Excerpt from secret Honduran report on National Police Chief
This is an excerpt from a confidential Honduran government report that alleges Jose David Aguilar Moran, the country’s new national police chief, helped secure the delivery of a tanker truck packed with nearly a ton of cocaine. Honduran authorities have claimed that the document is a fake, but four current or former government officials confirmed elements of the report in interviews with the AP. Here is an English translation of the excerpt:


“Once he was detained, he addressed himself to us with threatening words, telling people (I am going to fire all of you shits), given the constant threats made by the Sub Commissioner Paz Murillo and due to the order and threats he received by telephone from higher-ranking officials, which he prefers to refer to or denounce before federal prosecutors or legal authorities and not in this report, Inspector Giron Miranda declares that once Sub Commissioner Paz Murillo was detained, he called Sub Commissioner Jose David Aguilar Moran, chief of intelligence for Honduras’ National Police, on his cell phone and passed the phone to him, who ordered him and threatened him to free Paz Murillo and hand over the tanker truck that was transporting the drugs, that it was an order from higher up, and to write it down as a note in the notebook at the Ceiba police station #1 and at the chief’s office at the Satuye police station, at that time, to avoid having problems with his supervisors he decided to free Paz Murillo and at the same time he handed over the tanker with the drugs that it was carrying and the truck continued on the route it had been traveling with the individuals who had been accompanying it in their vehicle who were engaged in drug trafficking for the indiv

Officer who killed unarmed teen at traffic stop is cleared


HARTFORD, Conn. — A Connecticut police officer who killed an unarmed teenager and wounded a man in a traffic stop shooting was cleared of wrongdoing on Friday, sparking protests by relatives and other supporters.

Waterbury State’s Attorney Maureen Platt said in her investigation report that Bridgeport rookie officer James Boulay was justified when he shot 15-year-old Jayson Negron and 21-year-old Julian Fyffe in May.

Supporters of Negron have called for a murder charge against Boulay. They dispute police Chief Armando Perez’s account that Boulay opened fire when a stolen SUV driven by Negron suddenly went into reverse and struck Boulay.


Fyffe was a passenger in the SUV. He has said he and Negron were left bleeding on the street for nearly 20 minutes before they received medical attention.

“Jayson Negron died tragically on May 9, 2017, after being shot by Officer James Boulay,” Platt wrote in her report. “However ... Officer James Boulay reasonably believed that the use of deadly force was necessary to defend himself from the use of deadly force — that being the Subaru operated by Jayson Negron.”

Family of rancher killed in Oregon standoff sues US, police



PORTLAND, Ore.— The family of an Arizona rancher who was killed by police during the armed occupation of a national wildlife refuge in Oregon alleged in a U.S. lawsuit Friday that he was “deliberately executed by a preplanned government ambush.”

The wrongful-death lawsuit filed in Portland on the second anniversary of Robert “LaVoy” Finicum’s death seeks at least $5 million in damages for his widow and each of their 12 children. The United States is listed as a defendant, along with the FBI, Oregon State Police, Gov. Kate Brown and others.

LAST ONE OVER THE WALL The Massachusetts Experiment in Closing Reform Schools. By Jerome G. Miller. 279 pp. Columbus: Ohio State University Press. $35.

IT'S unlikely the people who hired Jerome Miller to take over the Massachusetts youth corrections system in 1969 realized what was in store. Before his departure under pressure after a tumultuous two-year term, Mr. Miller completed a radical social experiment: he closed down virtually all of the state's large reform schools, dispersing delinquent youngsters to a broad spectrum of community programs instead.

The results were instructive. Researchers from Harvard University and the National Council on Crime and Delinquency confirmed that the closures produced no new crime wave while administering a welcome dose of humanity and common sense to the demoralized practice of juvenile justice. The rage that motivated Mr. Miller in Massachusetts burns as hotly today, as his lively memoir, "Last One Over the Wall: The Massachusetts Experiment in Closing Reform Schools," makes clear. Partly, no doubt, that is because the message of his achievement fell on politically deaf ears outside the Bay State, where the system he created remains substantially in place. Yet the questions it raises for a nation still beset by crime are more relevant than ever.

Massachusetts hired Mr. Miller, then a psychiatric social worker on the faculty of Ohio State University, to head a new Department of Youth Services that had been created to reform juvenile justice in the wake of scandals involving abuse of youngsters in the state's gothic reform schools. Plenty of scandal remained as he arrived: teen-agers stripped naked and held for days in dark concrete cells, forced to drink from toilets, made to kneel for hours on a stone floor with pencils under their knees. In one sadistic ritual, the bastinado, Mr. Miller says, "A boy's feet were strapped to a bed frame and beaten on the bare soles with wooden paddles or the wooden backs of floor brushes."

At first Mr. Miller sought to work within the system, replacing the more old-fashioned reform school directors and ordering more humanizing policies. He once ruled, for example, that a person ordering a youngster into an isolation cell had to sit with him in the cell until his release. "The rule effectively stopped use of isolation," he notes dryly.

A staff revolt was predictable, but not, perhaps, the lengths to which some would go. Mr. Miller says that many reform school staff members allowed, even encouraged, youngsters to escape in hopes that news of the runaways would discredit his administration. On occasion, he claims, he found that the press had been conveniently notified of riots in institutions before they began.

Frustration with such events fed Mr. Miller's belief that brutalizing institutions tend to protect and perpetuate themselves. "In bureaucracies with a captive clientele the pull is always away from the personal and toward the impersonal and alienating," he writes. "The pursuit is less one of public safety than of convenience. . . . [ Most ] humane administrators . . . eventually retreat to bureaucratic roles, trying to find peace in mitigating destructiveness."

Unable to live with such a role, Mr. Miller made the audacious decision to do away with the big institutions altogether. He found legal (and sometimes, he admits, dubiously legal) loopholes that permitted him to take money from institutions, combine it with money from Federal grants and use it to fund alternative programs. Once the institutions were depopulated, the community agencies became a political constituency in their own right, substantial enough to challenge the institutional lobby. The Legislature agreed to close reform schools and leave them closed.

The resulting system includes some small, secure programs for a handful of youngsters judged truly dangerous and a broad variety of programs -- everything from military schools and residential drug treatment to art schools and Outward Bound -- for the rest. The restructuring posed no threat to public safety. Massachusetts ranks 46th in juvenile crime among the 50 states. Recent research found a recidivism rate of 51 percent for youngsters in the community programs -- compared with 66 percent for those coming out of the old reform schools. Juveniles in the system account for only 1.3 percent of all arrests in the state.

MR. MILLER'S experiment handsomely vindicated his belief that the United States grossly overstates the threat of juvenile delinquency. His most provocative chapter explores "the myth of 'violent' teen-agers." Though the public likes to blame crime waves on youngsters, he asserts, statistics tell another story. Of more than 20,000 homicides prosecuted annually, he says, only 500 result in juvenile convictions. Only 4 percent of juvenile arrests are for violent offenses. Closer examination of those violent acts in a recent year reveals that only 28 percent resulted in physical injury, and only 7 percent of the injuries required hospital treatment. Even allowing for the increasing mayhem of inner-city drug gangsters, serious violence remains a microscopic element of overall delinquency.

Yet stereotypes of violent youth serve many agendas, Mr. Miller observes. "Those who run the juvenile justice system gain by defining young offenders as more violent than facts dictate. It's a kind of no-risk heroism for all concerned -- judges, superintendents, institutional staff, therapists, police and probation officers. . . . This is the correctional equivalent of the old psychiatric diagnosis of 'latent schizophrenia.' . . . If the patient improves, it can be chalked up to the therapist's skill at treatment. If, on the other hand, the patient deteriorates, the therapist looks even more sophisticated, having predicted it all along."

Today Mr. Miller heads a nonprofit group that carries on his campaign against institutions and for more humane treatment of juvenile delinquents. That remains a lonely crusade, but the powerful lessons of Massachusetts make clear that it is hardly a waste of time. REFORM BY LAWSUIT

Correctional reform in this country of lawyers and management experts has taken the form of setting minimum standards and ensuring that rules and regulations are well written and properly promulgated and enforced. Ignoring the possibilities of more basic reform, these actions try to mitigate abuse. Through a variety of suits . . . most states are under court order about or supervision over conditions in prisons and jails. Looking at the results, one wonders whether the effort was worth it. Court decisions have no doubt mod erated harsh prison conditions and softened some of the grosser brutalities . . . [ but they have ] served to reinforce reliance on the failed institutional model as our primary correctional response to crime. -- From "Last One Over the Wall."

IN THE SUMMER of last year, Essex County College adjunct professor Lisa Durden appeared on the Fox News program Tucker Carlson Tonight to debate about a Black Lives Matter group that barred non-black attendees from its Memorial Day event.

The debate was heated but polite, and hardly unusual for the sort of arguments you see on Carlson’s show. “You white people are angry because you couldn’t use your white privilege card to get invited to Black Lives Matter all-black Memorial Day celebration,” Durden proclaimed to Carlson.

“If you don’t like people excluding others on the basis of their race … then why are you doing it, why are you defending it now?” retorted Carlson, who critics accuse of racism.

On June 8, two days after the appearance, Durden went to campus, located in New Jersey, to teach a class and discovered she had been suspended, she told NJ.com on June 20. Three days later, Essex County College President Anthony Munroe issued a statement announcing that the school had terminated its relationship with Durden. After the professor’s appearance on the show, he wrote, the college “was immediately inundated with feedback from students, faculty and prospective students and their families expressing frustration, concern and even fear that the views expressed by a College employee (with influence over students) would negatively impact their experience on the campus.”

It turns out that when Munroe said Essex had been “immediately inundated” with complaints, he meant the college had received a single complaint the day after the television appearance.

The Foundation for Individual Rights in Education, which works on issues of free speech on America’s college campuses, filed an open records request seeking communications related to Durden’s firing in July.

After months of being stonewalled, FIRE sued the college on January 3 and obtained the records this week.

The college’s internal communications reveal that in the 13 days between Durden’s appearance on Carlson’s show and her suspension from the college, Essex officials received just one email objecting to her appearance on the program.

The individual who sent the email, Jeff Brogan, accused Durden of having a “level of hatred and exclusion” that should not “be educating young minds.” He vowed to not “rest until this person is no longer employed here or at any other educational institution

Not Even the Briefest of Pauses for Human-Forced Global Warming — Oceans During 2017 Were the Hottest on Record
Where does most of the heat trapped by human fossil fuel and other greenhouse gas emissions ultimately end up? Given our fixation on global surface temperatures, many people would say ‘the atmosphere.’ But this answer is incorrect. The vast majority ends up in the world ocean.

The world ocean system is the largest heat sink on our planet’s surface. This is due to the fact that liquid water contained in the oceans both has a far greater mass and overall heat capacity than the atmosphere. Just a fraction — less than 1/30th of the heat trapped by human-emitted greenhouse gasses ends up in the atmosphere. Similar portions end up getting soaked in by the land and by melting glaciers. The rest, about 90 percent, finds its way into the oceans.

The ocean is thus the best, most reliable global thermometer available. For good reason, most scientists wait for readings from this big, wet thermostat to get an idea where global temperatures are headed and how fast. And what some of the world’s top ocean researchers found this week was that during 2017 the top 6,000 feet of the world’s oceans experienced their hottest year ever recorded.

Not only was 2017 the hottest ocean year on record, the heat gain from the previous hottest ocean year (2015) was quite considerable. In all 15,100,000,000,000,000,000,000 Joules of heat energy were added by the world ocean from 2015 to 2017. By comparison, 4,184,000,000 Joules were produced by the Hiroshima bomb. The world ocean is now taking in a similar amount of heat every 3-5 seconds.

In the atmosphere, we tend to focus on El Nino years as the hot ones in an ongoing upward trend. This is because warm surface waters spreading across the Equatorial Pacific belch a bit of that huge volume of stored ocean heat back into the atmosphere. But during La Nina years, cooler surface waters across wide regions of the Equator swallow up more of the atmospheric heat. It is during these years that oceans tend to warm the most swiftly even as atmospheric warming tends to take a break. 2017 saw a weak La Nina and a comparatively strong rate of related ocean heat gain. And though atmospheric temperatures were ‘only’ the second hottest ever recorded according to NASA, ocean temperatures tracked further into uncharted territory.

It’s worth noting that ocean heat gain is presently both quite rapid and rather steady. All of the past five years were each one of the five hottest ocean years ever recorded. Global temperature gain thus hasn’t slowed. And though atmospheric temperature gain has accelerated during recent years, the ocean measure hints that overall heat gain per year has been pretty steady since the mid 1990s. At least for the top 6,000 feet of the world’s surface waters (though other measures provide some hints at acceleration [see image at top of this post]). An observation that would seem to reinforce the present decadal rate of temperature increase in the range of 0.15 to 0.20 C every ten years or about 30 to 50 times faster than the warming that ended the last ice age.

To be clear, the primary driver of what is a very rapid warming in the geological context is human fossil fuel burning and related carbon emissions in the range of 11 billion tons per year. Halting fossil fuel burning is therefore critical to slowing down and ultimately stopping the present rate of warming and dangerous related atmospheric and ocean carbon addition.

Under the Environmental Protection Agency’s new FOIA regulations which were implemented back in July, the EPA is no longer accepting request submissions via email, joining the Federal Bureau of Investigation in requiring requests be made through an online portal or snail mail.
The change was noticed by reporter Scott MacFarlane, who posted a screenshot of the EPA’s response to an emailed submission on Twitter.

Hearing examines FBI video that wasn't disclosed in terror case

Surveillance video taken on the day that two Phoenix men left for suburban Dallas to attack a 2015 Prophet Muhammad cartoon contest shows them in religious clothing, one of the men with a handgun on his hip and both carrying unspecified objects out of their apartment, an FBI agent has testified.

The footage showing Elton Simpson and Nadir Soofi outside their Phoenix apartment before the attack in Garland was the focus of a court hearing Tuesday. The FBI didn't turn over the footage until three years after a friend of Simpson and Soofi was convicted for providing the guns used in the attack.

Attorneys for Abdul Malik Abdul Kareem, who is serving a 30-year prison sentence for providing the guns and other convictions, argue the footage would have been beneficial to their client's defense. They are asking a judge to either grant him a new trial or throw out his convictions and bar prosecutors from refiling the charges.

The video wasn't played in court, but FBI agent Amy Fryberger described its contents.

As part of an earlier investigation of Simpson, Fryberger requested that a camera be installed three weeks before the Texas attack because Simpson had been in contact with a person who was overseas fighting for a terrorist organization.

The camera was installed the day that Simpson and Soofi left for the anti-Islam event. The lead FBI agent in the Kareem investigation didn't learn of the video until early 2019, prosecutors said.

Simpson and Soofi were armed with semi-automatic weapons, body armor and had a copy of the Islamic State flag when they arrived at the event. They were killed in a shootout with local police officers assigned to guard the event. A security guard was shot in the leg.

Michael Kuzma, a local lawyer, filed a federal court lawsuit seeking the release of FBI documents related to the Kent State shooting and the people, known and unknown, behind it.
The suit, filed on the anniversary of the bloodshed, seeks documents related to former FBI informant Terry Norman, the Kent State student who was carrying a pistol that day.
The FBI has already released a significant amount of documents regarding the campus shooting, but Kuzma insists there may be more that needs to be unearthed. He thinks Norman, whom the FBI has acknowledged was an informant, is the key to filling in the gaps.
“Why did he have a gun?” Kuzma asked. “We want to know to what extent the FBI controlled his actions that day.”
The FBI, citing privacy concerns, refused Kuzma’s initial request for more documents, and Kuzma followed up by filing his civil suit. Buffalo lawyer Daire Brian Irwin is representing Kuzma.

‪In August 1967, the FBI initiated a covert action program -- COINTELPRO -- to disrupt and "neutralize" organizations which the Bureau characterized as "Black Nationalist Hate Groups." [1] The FBI memorandum expanding the program described its goals as:‬
‪1. Prevent a coalition of militant black nationalist groups....‬
‪2. Prevent the rise of a messiah who could unify and electrify the militant nationalist movement ... Martin Luther King, Stokely Carmichael and Elijah Muhammad all aspire to this position....‬
‪3. Prevent violence on the part of black nationalist groups....‬
‪4. Prevent militant black nationalist groups and leaders from gaining respectability by discrediting them....‬
‪5. . . . prevent the long-range growth of militant black nationalist organizations, especially among youth. [2]‬
‪The targets of this nationwide program to disrupt "militant black nationalist organizations" included groups such as the Southern Christian Leadership Conference (SCLC), the Student Nonviolent Coordinating Committee (SNCC), the Revolutionary Action Movement (RAM), and the Nation of Islam (NOI). It was expressly directed against such leaders as Martin Luther King, Jr., Stokley Carmichael, H. Rap Brown, Maxwell Stanford, and Elijah Muhammad.‬
‪The Black Panther Party (BPP) was not among the original "Black Nationalist" targets. In September 1968, however, FBI Director J. Edgar Hoover described the Panthers as:‬
‪"the greatest threat to the internal security of the country.‬
‪"Schooled in the Marxist-Leninist ideology and the teaching of Chinese Communist leader Mao Tse-tung, its members have perpetrated numerous assaults on police officers and have engaged in violent confrontations with police throughout the country. Leaders and representatives of the Black Panther Party travel extensively all over the, United States preaching their gospel of hate and violence not only to ghetto residents, but to students in colleges, universities and high schools is well." [3]‬
‪By July 1969, the Black Panthers had become the primary focus of the program, and was ultimately the target of 233 of the total authorized "Black Nationalist" COINTELPRO actions. [4]‬
‪Although the claimed purpose of the Bureau's COINTELPRO tactics was to prevent violence, some of the FBI's tactics against the BPP were clearly intended to foster violence, and many others could reasonably have been expected to cause violence. For example, the FBI's efforts to "intensify the degree of animosity" between the BPP and the Blackstone Rangers, a Chicago street gang, included sending an anonymous letter to the gang's leader falsely informing him that the the Chicago Panthers had "a hit out" on him. [5] The stated intent of the letter was to induce the Ranger leader to "take reprisals against" the Panther leadership. [6]‬
‪Similarly, in Southern California, the FBI launched a covert effort to "create further dissension in the ranks of the BPP." [7] This effort included mailing anonymous letters and caricatures to BPP members ridiculing the local and national BPP leadership for the express purpose of exacerbating an existing "gang war" between the BPP and an organization called the United Slaves (US). This "gang war" resulted in the killing of four BPP members by members of US and in numerous beatings and shootings. Although individual incidents in this dispute cannot be directly traced to efforts by the FBI, FBI officials were clearly aware of the violent nature of the dispute, engaged in actions which they hoped would prolong and intensify the dispute, and proudly claimed credit for violent clashes between the rival factions which. in the words of one FBI official, resulted in "shootings, beatings, and a high degree of unrest in the area of southeast San Diego." [8]‬
‪James Adams, Deputy Associate Director of the FBI's Intelligence Division, told the Committee:‬
‪None of our programs have contemplated violence, and the instructions prohibit it, and the record of turndowns of recommended actions in some instances specifically say that we do not approve this action because if we take it it could result in harm to the individual. [9]‬
‪But the Committee's record suggests otherwise. For example, in May 1970, after US organization members had already killed four BPP members, the Special Agent in Charge of the Los Angeles FBI office wrote to FBI headquarters:‬
‪Information received from local sources indicate that, in general, the membership of the Los Angeles BPP is physically afraid of US members and take premeditated precautions to avoid confrontations.‬
‪In view of their anxieties, it is not presently felt that the Los Angeles BPP can be prompted into what could result in an internecine struggle between the two organizations. . . .‬
‪The Los Angeles Division is aware of the mutually hostile feelings harbored between the organizations and the first opportunity to capitalize on the situation will be maximized. It is intended that US Inc. will be appropriately and discreetly advised of the time and location of BPP activities in order that the two organizations might be brought together and thus grant nature the opportunity to take her due course. [Emphasis added.] [10]‬
‪This report focuses solely on the FBI's counterintelligence program to disrupt and "neutralize" the Black Panther Party. It does not examine the reasonableness of the basis for the FBI's investigation of the BPP or seek to justify either the politics, the rhetoric, or the actions of the BPP. This report does demonstrate, however, that the chief investigative branch of the Federal Government, which was charged by law with investigating crimes and preventing criminal conduct, itself engaged in lawless tactics and responded to deep-seated social problems by fomenting violence and unrest‬

The suicide of information activist, computer hacker and technical wunderkind Aaron Swartz has focused attention on Carmen Ortiz, the U.S. Attorney for Massachusetts, whose overzealous prosecution may have led to his death. Swartz, co-founder of a website later acquired by Reddit as well as a prime developer of the online publishing infrastructure known as Rich Site Summary (RSS), was under federal indictment for logging into JSTOR—a database of scholarly articles accessible from universities across the country—and downloading its content with the intent to distribute the articles online free of charge.
Despite JSTOR’s subsequent securing of the “stolen” content and refusal to press charges, Swartz was arrested by the feds and charged originally with four felony counts under the 1986 Computer Fraud and Abuse Act. On those charges alone, Swartz was facing a possible 35-year sentence and over $1,000,000 in fines. Just three months ago, a “Superseding Indictment” filed in the case by the U.S. attorney’s office upped the felony count from four to 13. If convicted, Swartz was looking at possibly over 50 years in prison: a conceivable life sentence.

It's the same everywhere. It was rumoured that a Trotskyite group here had a third of its members in state employ... not all of them knew who each other were, since they came from different agencies, which could lead to some curious scenarios.

Animal rights groups are apparently riddled with such agents too - and environmentalism, which seems to coincide with some globalist aims.

Anything which is a threat to the status quo will attract these people.

Nichols, 51, claims an angry McVeigh identified Larry Potts as the high-ranking FBI official "who was apparently directing McVeigh in the bomb plot.”

This book reveals the untold story of the murder of Civil Rights worker Viola Liuzzo, shot to death by members of the violent Birmingham Ku Klux Klan at the end of Martin Luther King's historic Voting Rights March in 1965. The case drew national attention and was solved almost instantly because one of the Klansman present during the shooting was Gary Thomas Rowe, an undercover FBI informant. At the time, Rowe's information and subsequent testimony were heralded as a triumph of law enforcement, but his history of collaboration with both the Klan and the FBI was far more complex. Based on previously unexamined FBI and Justice Department records, the book demonstrates that in their ongoing efforts to protect Rowe's cover, the FBI knowingly became an accessory to some of the most grotesque crimes of the Civil Rights era—including a vicious attack on the Freedom Riders and perhaps even the bombing of the Sixteenth Street Baptist Church. The story of a renegade informant and an intelligence system ill-prepared to deal with threats from within, it offers a cautionary tale about what can happen when secret police power goes unchecked.

If so, the FBI Sacramento Field Office’s Citizens Academy may have the perfect opportunity for you.
The FBI Citizens Academy, hosted by the FBI Sacramento Field Office, offers a unique experience for civil, business, religious, and community leaders residing or working within the 34-county area the field office serves. The Spring 2022 FBI Citizens Academy class will be the first to be hosted in multiple locations including Bakersfield, Chico, Fresno, Ripon, and Roseville, enabling more people the opportunity to participate.
“With more than 87,000 square miles to cover, our territory is vast. Prior classes were hosted in a single location in Fresno or Roseville, limiting our ability to connect with many of the communities we serve,” said Special Agent in Charge Sean Ragan of the FBI Sacramento Field Office. “This new concept enables us to open the FBI Citizens Academy experience to more civic, business, and community leaders from our region. This new, hybrid experience will directly connect with many communities while offering both a regional and location-specific perspective regarding the FBI’s role in federal law enforcement.”
Classes offer in-depth exploration of the FBI’s investigative priorities including terrorism, counterintelligence, civil rights, cybercrime, public corruption, and violent crime. The scheduled sessions—hosted one evening a week for eight weeks—are complemented by an optional day of in-person demonstrations by specialty teams and a firing range experience offering gun safety and an appreciation for the weapons every agent must have demonstrated proficiency with.
FBI Citizens Academy graduates have a better understanding about how the FBI Sacramento Field Office fulfills its mission within the region and how it partners with law enforcement and the community to prevent violence and investigate crime. All graduates are encouraged to join the local FBI Citizens Academy Alumni Association Chapter to continue their education and participate in crime prevention and youth education efforts that benefit their communities.
