Branding Hoover's FBI
How the Boss's PR Men Sold the Bureau to America

Matthew Cecil

Hunting down America’s public enemies was just one of the FBI’s jobs. Another—perhaps more vital and certainly more covert—was the job of promoting the importance and power of the FBI, a process that Matthew Cecil unfolds clearly for the first time in this eye-opening book. The story of the PR men who fashioned the Hoover era, Branding Hoover’s FBI reveals precisely how the Bureau became a monolithic organization of thousands of agents who lived and breathed a well-crafted public relations message, image, and worldview. Accordingly, the book shows how the public was persuaded—some would say conned—into buying and even bolstering that image.

Just fifteen years after a theater impresario coined the term “public relations,” the FBI under J. Edgar Hoover began practicing a sophisticated version of the activity. Cecil introduces those agency PR men in Washington who put their singular talents to work by enforcing and amplifying Hoover's message. Louis B. Nichols, overseer of the Crime Records Section for more than twenty years, was a master of bend-your-ear networking. Milton A. Jones brought meticulous analysis to bear on the mission; Fern Stukenbroeker, a gift for eloquence; and Cartha “Deke” DeLoach, a singular charm and ambition. Branding Hoover’s FBI examines key moments when this dedicated cadre, all working under the protective wing of Associate Director Clyde Tolson, manipulated public perceptions of the Bureau (was the Dillinger triumph really what it seemed?). In these critical moments, the book allows us to understand as never before how America came to see the FBI’s law enforcement successes and overlook the dubious accomplishments, such as domestic surveillance, that truly defined the Hoover era.

“In the present day, when Edward Snowden’s journalistic salvo has exposed the National Security Agency for peering over every digital shoulder, Hoover’s FBI offers key insights into the origins of the still contentious boundaries between the members of the Fourth Estate and the modern police state that Hoover began to build 90 years ago.”

—Annals of Iowa

“Ultimately, as a history book, Hoover’s FBI and the Fourth Estate should be required for all young and aspiring journalists. Just as Hoover and the FBI used journalists to burnish a public image that lasted for decades, so too are today’s reporters subject to similar forces, especially inside access to get the story. Let us hope history does not repeat itself here.”

______________________________________________________________________________________

COINTELPRO Techniques for dilution, misdirection and control of a internet forum..

There are several techniques for the control and manipulation of a internet forum no matter what, or who is on it. We will go over each technique and demonstrate that only a minimal number of operatives can be used to eventually and effectively gain a control of a 'uncontrolled forum.'

Technique #1 - 'FORUM SLIDING'

If a very sensitive posting of a critical nature has been posted on a forum - it can be quickly removed from public view by 'forum sliding.' In this technique a number of unrelated posts are quietly prepositioned on the forum and allowed to 'age.' Each of these misdirectional forum postings can then be called upon at will to trigger a 'forum slide.' The second requirement is that several fake accounts exist, which can be called upon, to ensure that this technique is not exposed to the public. To trigger a 'forum slide' and 'flush' the critical post out of public view it is simply a matter of logging into each account both real and fake and then 'replying' to prepositined postings with a simple 1 or 2 line comment. This brings the unrelated postings to the top of the forum list, and the critical posting 'slides' down the front page, and quickly out of public view. Although it is difficult or impossible to censor the posting it is now lost in a sea of unrelated and unuseful postings. By this means it becomes effective to keep the readers of the forum reading unrelated and non-issue items.

Technique #2 - 'CONSENSUS CRACKING'

A second highly effective technique (which you can see in operation all the time at http://www.abovetopsecret.com) is 'consensus cracking.' To develop a consensus crack, the following technique is used. Under the guise of a fake account a posting is made which looks legitimate and is towards the truth is made - but the critical point is that it has a VERY WEAK PREMISE without substantive proof to back the posting. Once this is done then under alternative fake accounts a very strong position in your favour is slowly introduced over the life of the posting. It is IMPERATIVE that both sides are initially presented, so the uninformed reader cannot determine which side is the truth. As postings and replies are made the stronger 'evidence' or disinformation in your favour is slowly 'seeded in.' Thus the uninformed reader will most like develop the same position as you, and if their position is against you their opposition to your posting will be most likely dropped. However in some cases where the forum members are highly educated and can counter your disinformation with real facts and linked postings, you can then 'abort' the consensus cracking by initiating a 'forum slide.'

Technique #3 - 'TOPIC DILUTION'

Topic dilution is not only effective in forum sliding it is also very useful in keeping the forum readers on unrelated and non-productive issues. This is a critical and useful technique to cause a 'RESOURCE BURN.' By implementing continual and non-related postings that distract and disrupt (trolling ) the forum readers they are more effectively stopped from anything of any real productivity. If the intensity of gradual dilution is intense enough, the readers will effectively stop researching and simply slip into a 'gossip mode.' In this state they can be more easily misdirected away from facts towards uninformed conjecture and opinion. The less informed they are the more effective and easy it becomes to control the entire group in the direction that you would desire the group to go in. It must be stressed that a proper assessment of the psychological capabilities and levels of education is first determined of the group to determine at what level to 'drive in the wedge.' By being too far off topic too quickly it may trigger censorship by a forum moderator.

Technique #4 - 'INFORMATION COLLECTION'

Information collection is also a very effective method to determine the psychological level of the forum members, and to gather intelligence that can be used against them. In this technique in a light and positive environment a 'show you mine so me yours' posting is initiated. From the number of replies and the answers that are provided much statistical information can be gathered. An example is to post your 'favourite weapon' and then encourage other members of the forum to showcase what they have. In this matter it can be determined by reverse proration what percentage of the forum community owns a firearm, and or a illegal weapon. This same method can be used by posing as one of the form members and posting your favourite 'technique of operation.' From the replies various methods that the group utilizes can be studied and effective methods developed to stop them from their activities.

Technique #5 - 'ANGER TROLLING'

Statistically, there is always a percentage of the forum posters who are more inclined to violence. In order to determine who these individuals are, it is a requirement to present a image to the forum to deliberately incite a strong psychological reaction. From this the most violent in the group can be effectively singled out for reverse IP location and possibly local enforcement tracking. To accomplish this only requires posting a link to a video depicting a local police officer massively abusing his power against a very innocent individual. Statistically of the million or so police officers in America there is always one or two being caught abusing there powers and the taping of the activity can be then used for intelligence gathering purposes - without the requirement to 'stage' a fake abuse video. This method is extremely effective, and the more so the more abusive the video can be made to look. Sometimes it is useful to 'lead' the forum by replying to your own posting with your own statement of violent intent, and that you 'do not care what the authorities think!!' inflammation. By doing this and showing no fear it may be more effective in getting the more silent and self-disciplined violent intent members of the forum to slip and post their real intentions. This can be used later in a court of law during prosecution.

Technique #6 - 'GAINING FULL CONTROL'

It is important to also be harvesting and continually maneuvering for a forum moderator position. Once this position is obtained, the forum can then be effectively and quietly controlled by deleting unfavourable postings - and one can eventually steer the forum into complete failure and lack of interest by the general public. This is the 'ultimate victory' as the forum is no longer participated with by the general public and no longer useful in maintaining their freedoms. Depending on the level of control you can obtain, you can deliberately steer a forum into defeat by censoring postings, deleting memberships, flooding, and or accidentally taking the forum offline. By this method the forum can be quickly killed. However it is not always in the interest to kill a forum as it can be converted into a 'honey pot' gathering center to collect and misdirect newcomers and from this point be completely used for your control for your agenda purposes.

CONCLUSION

Remember these techniques are only effective if the forum participants DO NOT KNOW ABOUT THEM. Once they are aware of these techniques the operation can completely fail, and the forum can become uncontrolled. At this point other avenues must be considered such as initiating a false legal precidence to simply have the forum shut down and taken offline. This is not desirable as it then leaves the enforcement agencies unable to track the percentage of those in the population who always resist attempts for control against them. Many other techniques can be utilized and developed by the individual and as you develop further techniques of infiltration and control it is imperative to share then with HQ.

Twenty-Five Rules of Disinformation

Note: The first rule and last five (or six, depending on situation) rules are generally not directly within the ability of the traditional disinfo artist to apply. These rules are generally used more directly by those at the leadership, key players, or planning level of the criminal conspiracy or conspiracy to cover up.

1. Hear no evil, see no evil, speak no evil. Regardless of what you know, don't discuss it -- especially if you are a public figure, news anchor, etc. If it's not reported, it didn't happen, and you never have to deal with the issues.

2. Become incredulous and indignant. Avoid discussing key issues and instead focus on side issues which can be used show the topic as being critical of some otherwise sacrosanct group or theme. This is also known as the 'How dare you!' gambit.

3. Create rumor mongers. Avoid discussing issues by describing all charges, regardless of venue or evidence, as mere rumors and wild accusations. Other derogatory terms mutually exclusive of truth may work as well. This method which works especially well with a silent press, because the only way the public can learn of the facts are through such 'arguable rumors'. If you can associate the material with the Internet, use this fact to certify it a 'wild rumor' from a 'bunch of kids on the Internet' which can have no basis in fact.

4. Use a straw man. Find or create a seeming element of your opponent's argument which you can easily knock down to make yourself look good and the opponent to look bad. Either make up an issue you may safely imply exists based on your interpretation of the opponent/opponent arguments/situation, or select the weakest aspect of the weakest charges. Amplify their significance and destroy them in a way which appears to debunk all the charges, real and fabricated alike, while actually avoiding discussion of the real issues.

5. Sidetrack opponents with name calling and ridicule. This is also known as the primary 'attack the messenger' ploy, though other methods qualify as variants of that approach. Associate opponents with unpopular titles such as 'kooks', 'right-wing', 'liberal', 'left-wing', 'terrorists', 'conspiracy buffs', 'radicals', 'militia', 'racists', 'religious fanatics', 'sexual deviates', and so forth. This makes others shrink from support out of fear of gaining the same label, and you avoid dealing with issues.

6. Hit and Run. In any public forum, make a brief attack of your opponent or the opponent position and then scamper off before an answer can be fielded, or simply ignore any answer. This works extremely well in Internet and letters-to-the-editor environments where a steady stream of new identities can be called upon without having to explain criticism, reasoning -- simply make an accusation or other attack, never discussing issues, and never answering any subsequent response, for that would dignify the opponent's viewpoint.

7. Question motives. Twist or amplify any fact which could be taken to imply that the opponent operates out of a hidden personal agenda or other bias. This avoids discussing issues and forces the accuser on the defensive.

8. Invoke authority. Claim for yourself or associate yourself with authority and present your argument with enough 'jargon' and 'minutia' to illustrate you are 'one who knows', and simply say it isn't so without discussing issues or demonstrating concretely why or citing sources.

9. Play Dumb. No matter what evidence or logical argument is offered, avoid discussing issues except with denials they have any credibility, make any sense, provide any proof, contain or make a point, have logic, or support a conclusion. Mix well for maximum effect.

10. Associate opponent charges with old news. A derivative of the straw man -- usually, in any large-scale matter of high visibility, someone will make charges early on which can be or were already easily dealt with - a kind of investment for the future should the matter not be so easily contained.) Where it can be foreseen, have your own side raise a straw man issue and have it dealt with early on as part of the initial contingency plans. Subsequent charges, regardless of validity or new ground uncovered, can usually then be associated with the original charge and dismissed as simply being a rehash without need to address current issues -- so much the better where the opponent is or was involved with the original source.

11. Establish and rely upon fall-back positions. Using a minor matter or element of the facts, take the 'high road' and 'confess' with candor that some innocent mistake, in hindsight, was made -- but that opponents have seized on the opportunity to blow it all out of proportion and imply greater criminalities which, 'just isn't so.' Others can reinforce this on your behalf, later, and even publicly 'call for an end to the nonsense' because you have already 'done the right thing.' Done properly, this can garner sympathy and respect for 'coming clean' and 'owning up' to your mistakes without addressing more serious issues.

12. Enigmas have no solution. Drawing upon the overall umbrella of events surrounding the crime and the multitude of players and events, paint the entire affair as too complex to solve. This causes those otherwise following the matter to begin to lose interest more quickly without having to address the actual issues.

13. Alice in Wonderland Logic. Avoid discussion of the issues by reasoning backwards or with an apparent deductive logic which forbears any actual material fact.

14. Demand complete solutions. Avoid the issues by requiring opponents to solve the crime at hand completely, a ploy which works best with issues qualifying for rule 10.

15. Fit the facts to alternate conclusions. This requires creative thinking unless the crime was planned with contingency conclusions in place.

16. Vanish evidence and witnesses. If it does not exist, it is not fact, and you won't have to address the issue.

17. Change the subject. Usually in connection with one of the other ploys listed here, find a way to side-track the discussion with abrasive or controversial comments in hopes of turning attention to a new, more manageable topic. This works especially well with companions who can 'argue' with you over the new topic and polarize the discussion arena in order to avoid discussing more key issues.

18. Emotionalize, Antagonize, and Goad Opponents. If you can't do anything else, chide and taunt your opponents and draw them into emotional responses which will tend to make them look foolish and overly motivated, and generally render their material somewhat less coherent. Not only will you avoid discussing the issues in the first instance, but even if their emotional response addresses the issue, you can further avoid the issues by then focusing on how 'sensitive they are to criticism.'

19. Ignore proof presented, demand impossible proofs. This is perhaps a variant of the 'play dumb' rule. Regardless of what material may be presented by an opponent in public forums, claim the material irrelevant and demand proof that is impossible for the opponent to come by (it may exist, but not be at his disposal, or it may be something which is known to be safely destroyed or withheld, such as a murder weapon.) In order to completely avoid discussing issues, it may be required that you to categorically deny and be critical of media or books as valid sources, deny that witnesses are acceptable, or even deny that statements made by government or other authorities have any meaning or relevance.

20. False evidence. Whenever possible, introduce new facts or clues designed and manufactured to conflict with opponent presentations -- as useful tools to neutralize sensitive issues or impede resolution. This works best when the crime was designed with contingencies for the purpose, and the facts cannot be easily separated from the fabrications.

21. Call a Grand Jury, Special Prosecutor, or other empowered investigative body. Subvert the (process) to your benefit and effectively neutralize all sensitive issues without open discussion. Once convened, the evidence and testimony are required to be secret when properly handled. For instance, if you own the prosecuting attorney, it can insure a Grand Jury hears no useful evidence and that the evidence is sealed and unavailable to subsequent investigators. Once a favorable verdict is achieved, the matter can be considered officially closed. Usually, this technique is applied to find the guilty innocent, but it can also be used to obtain charges when seeking to frame a victim.

22. Manufacture a new truth. Create your own expert(s), group(s), author(s), leader(s) or influence existing ones willing to forge new ground via scientific, investigative, or social research or testimony which concludes favorably. In this way, if you must actually address issues, you can do so authoritatively.

23. Create bigger distractions. If the above does not seem to be working to distract from sensitive issues, or to prevent unwanted media coverage of unstoppable events such as trials, create bigger news stories (or treat them as such) to distract the multitudes.

24. Silence critics. If the above methods do not prevail, consider removing opponents from circulation by some definitive solution so that the need to address issues is removed entirely. This can be by their death, arrest and detention, blackmail or destruction of their character by release of blackmail information, or merely by destroying them financially, emotionally, or severely damaging their health.

25. Vanish. If you are a key holder of secrets or otherwise overly illuminated and you think the heat is getting too hot, to avoid the issues, vacate the kitchen

Eight Traits of the Disinformationalist

1) Avoidance. They never actually discuss issues head-on or provide constructive input, generally avoiding citation of references or credentials. Rather, they merely imply this, that, and the other. Virtually everything about their presentation implies their authority and expert knowledge in the matter without any further justification for credibility.

2) Selectivity. They tend to pick and choose opponents carefully, either applying the hit-and-run approach against mere commentators supportive of opponents, or focusing heavier attacks on key opponents who are known to directly address issues. Should a commentator become argumentative with any success, the focus will shift to include the commentator as well.

3) Coincidental. They tend to surface suddenly and somewhat coincidentally with a new controversial topic with no clear prior record of participation in general discussions in the particular public arena involved. They likewise tend to vanish once the topic is no longer of general concern. They were likely directed or elected to be there for a reason, and vanish with the reason.

4) Teamwork. They tend to operate in self-congratulatory and complementary packs or teams. Of course, this can happen naturally in any public forum, but there will likely be an ongoing pattern of frequent exchanges of this sort where professionals are involved. Sometimes one of the players will infiltrate the opponent camp to become a source for straw man or other tactics designed to dilute opponent presentation strength.

5) Anti-conspiratorial. They almost always have disdain for 'conspiracy theorists' and, usually, for those who in any way believe JFK was not killed by LHO. Ask yourself why, if they hold such disdain for conspiracy theorists, do they focus on defending a single topic discussed in a NG focusing on conspiracies? One might think they would either be trying to make fools of everyone on every topic, or simply ignore the group they hold in such disdain.Or, one might more rightly conclude they have an ulterior motive for their actions in going out of their way to focus as they do.

6) Artificial Emotions. An odd kind of 'artificial' emotionalism and an unusually thick skin -- an ability to persevere and persist even in the face of overwhelming criticism and unacceptance. This likely stems from intelligence community training that, no matter how condemning the evidence, deny everything, and never become emotionally involved or reactive. The net result for a disinfo artist is that emotions can seem artificial.

Most people, if responding in anger, for instance, will express their animosity throughout their rebuttal. But disinfo types usually have trouble maintaining the 'image' and are hot and cold with respect to pretended emotions and their usually more calm or unemotional communications style. It's just a job, and they often seem unable to 'act their role in character' as well in a communications medium as they might be able in a real face-to-face conversation/confrontation. You might have outright rage and indignation one moment, ho-hum the next, and more anger later -- an emotional yo-yo.

With respect to being thick-skinned, no amount of criticism will deter them from doing their job, and they will generally continue their old disinfo patterns without any adjustments to criticisms of how obvious it is that they play that game -- where a more rational individual who truly cares what others think might seek to improve their communications style, substance, and so forth, or simply give up.

7) Inconsistent. There is also a tendency to make mistakes which betray their true self/motives. This may stem from not really knowing their topic, or it may be somewhat 'freudian', so to speak, in that perhaps they really root for the side of truth deep within.

I have noted that often, they will simply cite contradictory information which neutralizes itself and the author. For instance, one such player claimed to be a Navy pilot, but blamed his poor communicating skills (spelling, grammar, incoherent style) on having only a grade-school education. I'm not aware of too many Navy pilots who don't have a college degree. Another claimed no knowledge of a particular topic/situation but later claimed first-hand knowledge of it.

8) Time Constant. Recently discovered, with respect to News Groups, is the response time factor. There are three ways this can be seen to work, especially when the government or other empowered player is involved in a cover up operation:

a) ANY NG posting by a targeted proponent for truth can result in an IMMEDIATE response. The government and other empowered players can afford to pay people to sit there and watch for an opportunity to do some damage. SINCE DISINFO IN A NG ONLY WORKS IF THE READER SEES IT - FAST RESPONSE IS CALLED FOR, or the visitor may be swayed towards truth.

b) When dealing in more direct ways with a disinformationalist, such as email, DELAY IS CALLED FOR - there will usually be a minimum of a 48-72 hour delay. This allows a sit-down team discussion on response strategy for best effect, and even enough time to 'get permission' or instruction from a formal chain of command.

c) In the NG example 1) above, it will often ALSO be seen that bigger guns are drawn and fired after the same 48-72 hours delay - the team approach in play. This is especially true when the targeted truth seeker or their comments are considered more important with respect to potential to reveal truth. Thus, a serious truth sayer will be attacked twice for the same sin.

Today a new Federal Reserve Chairman was appointed: "Hello. This is Jay Powell. A short time ago, I took the oath of office to become Chairman of the Federal Reserve. I am humbled and honored by this opportunity to serve the American people..." --Jay Powell Sworn In As Fed Chair, Issues Statement The sentence in red text shows one of the many illusions Americans live under. The authoritative quotes below expose the illusion for what it actually is.

“This Act (the Federal Reserve Act, 1913) establishes the most gigantic trust on earth. When the President (Woodrow Wilson) signs the Bill, the invisible government of the Monetary Power will be legalised... The worst legislative crime of the ages is perpetrated by this banking and currency Bill.” --Congressman Charles A. Lindbergh, Sr.

"Most Americans have no real understanding of the operation of the int’l money lenders. The accounts of the Federal Reserve System have never been audited. It operates outside the control of Congress and manipulates the credit of the United States." -- Sen. Barry Goldwater (Rep. AZ)

"Some [Most] people think the Federal Reserve Banks are the US govt's institutions. They are not gov’t institutions. They are private credit monopolies which prey upon the people of the United States for the benefit of themselves and their foreign swindlers." --Congressional Record, Congressman Louis T. McFadden, Chairman of the Committee on Banking and Currency (12 years), 1932

"A great industrial nation is controlled by its system of credit. Our system of credit is concentrated in the hands of a few men. We have come to be one of the worst ruled, one of the most completely controlled and dominated governments in the world-- no longer a government of free opinion, no longer a government by conviction and vote of the majority, but a government by the opinion and duress of small groups of dominant men." --President Woodrow Wilson, excerpt from 1912 campaign speech. [Of course, the Federal Reserve Act, income tax, and WWI were all achieved under the W. Wilson Administration, arguably our most duped president ever.]

I have a Remington Model 870 Wingmaster shotgun made around 1953. 35 bucks back then. About 10x that much today (and the manufacturing of this is much less labour intensive than it was in 1953.). How many other manufactured goods cost 10x as many U.S. dollars today as they cost 50-60 years ago. --- Lundbaek

The Editorial Board writes how Section 50-a of the State Civil Rights Law prevents the public from knowing an administrative judge’s decision on whether officer Daniel Pantaleo should be fired for using a prohibited chokehold that led to the death of Eric Garner and waves of protest over police brutality five years ago. The Board emphasizes that a full repeal is necessary and discusses the transparency issue.

Ramsey Clark: Godfather of CIA’s CHAOS and FBI’s COINTELPRO Programs

COMMENT: For decades, we have pointed out the documented fact that much of the so-called progressive sector drools and slobbers over a great many obvious, heinous wolves-in-sheep’s clothing.
One of those is former Attorney General of the United States Ramsey Clark, who continues to enjoy a reputation as a liberal/progressive icon.
Nothing could be further from the truth.
In addition to covering up the assassinations of both Martin Luther King and Robert Kennedy–whose murders occurred during his tenure as A.G.–Clark frustrated New Orleans District Attorney Jim Garrison’s investigation of the JFK assassination.
Although his efforts were dismissed and attacked at the time, both the results of the House Select Committee on Assassinations (which recommended that the Department of Justice investigate David Ferrie and the anti-Castro Cubans in New Orleans) and other disclosures (such as former CIA director Richard Helms’ admission that Garrison defendant Clay Shaw worked for the Agency) have supported the validity of Garrison’s efforts.

In addition to being a serial killer with some portentous blood on his hands, Clark helped spawn some of the worst abuses of the contemporary intelligence apparatus.
In a useful volume titled The CIA as Organized Crime, author Douglas Valentine supplements analysis of Clark’s tenure as the country’s highest law enforcement official.
Best known for his seminal work on the Phoenix program in Vietnam, Valentine details the evolution of the evolution of the counter-terrorism apparatus in the U.S. political and national security establishments.
Building on his work on the Phoenix program, Valentine sets forth the parallel evolution of the Phoenix program and domestic and illegal espionage against dissenting American citizens.
Ramsey Clark mid-wived the evolution of our present-day counter-terrorism institutions.
” . . . . Ramsey Clark, formed the Interdepartmental Intelligence Unit (IDIU) within the Department of Justice. The IDIU’s job was to coordinate the elements of the CIA, FBI and military that were investigating dissenters. . . . The Phoenix program was created simultaneously in 1967 and did the same thing in Vietnam; it brought together 25 agencies and aimed them at civilians in the insurgency. . . . Starting in 1967, White House political cadres, through the IDIU in the Justice Department, coordinated the CIA’s Chaos program, the FBI’s COINTELPRO Program, and the military’s domestic spying programs. . . .”
The CIA as Organized Crime by Douglas Valentine; Clarity Press [SC]; Copyright 2017 by Douglas Valentine; ISBN 978–0‑9972870–2‑8; pp. 158–159.
. . . . The events that led to the formation of the current Counterrorism Center began in 1967, when US security services began to suspect that the Cubans and the Soviets were infiltrating the anti-war movement. Lyndon Johnson wanted to know the details, so his attorney general, Ramsey Clark, formed the Interdepartmental Intelligence Unit (IDIU) within the Department of Justice. The IDIU’s job was to coordinate the elements of the CIA, FBI and military that were investigating dissenters. The White House wanted to control and provide political direction to these investigations.
The Phoenix program was created simultaneously in 1967 and did the same thing in Vietnam; it brought together 25 agencies and aimed them at civilians in the insurgency. It’s political warfare. It’s secret. It’s against the rules of war. It violated the Geneva Conventions. . . .
. . . . Starting in 1967, White House political cadres, through the IDIU in the Justice Department, coordinated the CIA’s Chaos program, the FBI’s COINTELPRO Program, and the military’s domestic spying programs. . . .”

Oregon Supreme Court Shuts Down Pretextual Traffic Stops; Says Cops Can't Ask Questions Unrelated To The Violation
Legal Issues
from the expecting-a-large-downturn-in-asset-forfeiture-funds dept
Mon, Dec 2nd 2019 3:35pm — Tim Cushing
The Supreme Court's Rodriguez decision took a lot of fishing line away from law enforcement officers. Thousands of traffic statutes are violated every day. (Or not broken, in some cases.) All an officer needed to do was follow someone around until they violated one and then turn the traffic stop into a Q&A session with an eye on obtaining consent to search drivers, passengers, and vehicles.
The Supreme Court said pretextual stops are fine, but once the objective has been achieved (citation or warning given), the stop is over. No further questions.

Paul Henderson and DPA,
** Note that all of your responses (including disclosed records) may be automatically and instantly available to the public on the MuckRock.com FOIA web service used to issue this request (though I am not a MuckRock representative). Redact your responses correctly - once you send them to us there is no going back. Nothing herein is legal, IT, or professional advice of any kind. The author disclaims all warranties, express or implied, including but not limited to all warranties of merchantability or fitness. In no event shall the author be liable for any special, direct, indirect, consequential, or any other damages whatsoever. The digital signature, if any, in this email is not an indication of a binding agreement or offer; it merely authenticates the sender. Please do not include any confidential information, as I intend that these communications with the City all be public records.**
This is a new Immediate Disclosure Request under the San Francisco Sunshine Ordinance and the CPRA, made on November 27, 2019, to Paul Henderson as an individual custodian of public records and to the Department of Police Accountability as a public agency.
This is also an SFAC 67.21(c) request for statements of quantity, nature, existence, and form (even if content is exempt) of records responsive to each of 1 and 2 -- you must provide these statements within 7 days without any form extension.
All records must be provided in a rolling fashion (SFAC 67.25).  If you use a web portal, you must publish all records openly without login or terms and conditions; or you may provide records as attachments to emails.  You may not impose any conditions on me beyond than those of the CPRA (including any conditions that I must use a private entity's website which imposes terms and conditions).
A warning: every record you release to this publicly viewable email mailbox may become automatically visible to the public via the Muckrock.com FOIA service, and via other journalistic services that publish FOIA and public records documents for searching and indexing online. Please be absolutely certain you have correctly redacted all records prior to transmitting them to us, because there is no going back.
Please read carefully the exact wording of my request. Please follow the Sunshine Ordinance and CPRA precisely as I am auditing your agency's public records regimen. As the City is aware, every violation of the Sunshine Ordinance or CPRA will be appealed immediately, including:
- any untimely or incomplete response, failure to provide records in a rolling fashion as soon as they are available, or failing to indicate whether you have responsive records or not for each request and whether you withheld any records for each request (SFAC 67.21, 67.25, Gov Code 6253(c)),
- withholding more than the minimum exempt portion of any record (SFAC 67.26),
- failure to justify with "clear reference" to an exemption statute or case law for each and every redaction or withholding, including any so-called 'metadata' (SFAC 67.26, 67.27),
- failure to provide "exact copies" of records (Gov Code 6253(b)),
- failure to provide the "electronic format in which [you] hold[] the information" (Gov Code 6253.9),
- failure to provide any "easily generated" format that we requested (SFAC 67.21(l)),
- refusing to provide the quantity of exempt records (SFAC 67.21(c)),
- unlawful use of the exemptions prohibited by SFAC 67.24, including but not limited to GC 6255, any public interest balancing test,
- redacting or withholding information whose exemption you have already waived by producing it to the public before (Gov Code 6254.5).
Please provide:
1) IMMEDIATE DISCLOSURE: all responsive records DPA has already provided under SB 1421 to any other requestor. Since you should not redact more information for me than you have provided any other member of the public (Gov Code 6254.5), you should be able to immediately provide these.
2) REGULAR DISCLOSURE: every record retained, owned, prepared, or used by DPA of: all records of officer's discharge of a firearm at a person, all records of an officer's use of force that results in death or great bodily injury, sustained findings of officer's sexual assault of a member of the public, sustained findings of officer's dishonesty that are disclosable under DB 1421. This is of course a very large request, and you may provide rolling responses. You stated in a letter (https://sfgov.org/sunshine/sites/defaul ... item12.pdf, page 12) that others have made similar expansive requests and I expect you to treat me with no less priority than anyone else. Please note, I expect you to redact these records in accordance with the Sunshine Ordinance - and you must justify each and every redaction or withholding with a clear reference, such as a footnote (SFAC 67.26), to a statute or case law (SFAC 67.27). If you provide only a general list of justifications, I will appeal, and you will eventually have to do all of the redaction work again as other City agencies have had to do. (For example, consider the functionality of Adobe Acrobat that allows you to put a redaction code in every redaction.) Please do not destroy any records during the pendency of my request or appeals. All records must be provided in their original electronic record, or .EML/.MSG formats, and with all metadata and headers. Please perform record production correctly the first time, as appeals and Orders from Court, SOTF, or Sup. of Records, will be quite time-consuming to have to re do.
For the sake of building a good record for any appeals I would ask that you issue formal letters detailing your expected timelines and a notice if you would like to negotiate any part of this request, if you need to.
Please provide only those copies of records available without any fees. If you determine certain records would require fees, please instead provide the required notice of which of those records are available and non-exempt for inspection in-person if we so choose.
I look forward to your immediate disclosure.
Sincerely,
Anonymous

Attorney General Designate Ramsey Clark Makes a Statement

Had Clay Shaw been investigated by the FBI?

Oliver Stone's JFK attributes significance to a statement made by Attorney General Designate Ramsey Clark soon after Clay Shaw's arrest:

JUSTICE DEPARTMENT CONFERENCE ROOM
The acting Attorney General speaks to the press.

ATTORNEY GENERAL
Yes, Mr. Shaw was included in our investigation and there was no connection found at all between Shaw and the President's assassin.

GARRISON'S OFFICE - CONFERENCE ROOM (1967)
Jim confronts a packed room. Bill [fictional investigator "Bill Broussard"] is with him.

JIM
If Mr. Shaw had no connection to the assassination, why did the FBI investigate him? And why, if they did, is his name not mentioned once in the entire 26 volumes of the Warren Report, even it if is to clear his name? I doubt this Attorney General would qualify for my staff.(1)

In her landmark study of the Garrison investigation, False Witness, Patricia Lambert writes:

The day after he arrested Shaw, Garrison again benefited from the hand of fate. United States Attorney General Designate Ramsey Clark had a blundering encounter with the press in Washington and provided Garrison with another credibility boost. Emerging from a Senate confirmation hearing on his nomination, Clark answered questions about events in New Orleans by saying that Clay Shaw had been investigated by the FBI in 1963 and cleared. Clark's statement was a simple mistake. He should have said "Bertrand" had been investigated. Shaw at first took comfort in the report. Assuming he had been investigated because of Oswald's pamphleteering in front of the Trade Mart, Shaw told reporters he had not known about the FBI investigation but was delighted and pleased that he had been cleared by them. That same day, the bureaucratic snafu was compounded when a befuddled spokesman for the Department of Justice, pressed on the issue, said of Bertrand and Shaw, "We think it's the same guy."
As the government paper trail now shows, this was a sensitive matter, an error of some magnitude by the brand new Attorney General of the United States.(2) The problem heated up when Shaw's attorney, Edward Wegmann, requested the information obtained by the FBI in its investigation of Shaw. Since there had been no investigation, both Clark and the FBI were now on the spot. As one exasperated Department of Justice employee told a friendly reporter who called asking for an explanation, "We can't very well say that Clark has wood in his head." Responding finally to Wegmann's request for a "public clarification," the Department of Justice explained that in 1963 "nothing arose indicating a need to investigate Mr. Shaw" and that Clark's statement had been in error.(3) This innocent explanation was never accepted by Garrison. Today, the incident is part of the lore of his case, one of those quirky events that fueled the possibility he might really be on to something.(4)

Will Trump and His Enablers Ever Face Accountability for the Coronavirus Massacre?

This week, we've published two new handy resources about COVID-19 and the criminal justice system. And we've logged several updates about what state and local governments are doing to prevent the virus from spreading in jails and prisons. (See sidebar).

Explainer: We can safely release thousands of people from prison right now — history proves it

Most prisons and many jails have done very little to reduce the population density that puts both incarcerated people and staff at grave risk. To justify their lack of action, we’re hearing officials imply that saving the lives of people behind bars is not worth the inevitable public safety cost of releasing them. This talking point is simply out of step with history.
In a new briefing, we show that large-scale releases have been common throughout U.S. and international history for a variety of legal, political and health reasons. We offer a (non-exhaustive) summary of 14 notable examples.
Read more and see the 14 examples at https://www.prisonpolicy.org/blog/2020/ ... -releases/.

New spreadsheet: tracking the statements of Departments of Corrections on the COVID-19 virus

We released a 50-state spreadsheet showing what each state Department of Corrections has told the public about its virus response plan. The spreadsheet includes:
• Links to each state’s COVID-19 page or its archive of press releases
• Links to the infection and fatality trackers for each state (about half of all states have this)
• Notes on whether each state is addressing 15 separate topics, including the suspension of visits, increased access to hygiene materials, isolation plans, etc.
Read more and see the full spreadsheet at https://www.prisonpolicy.org/blog/2020/ ... tatements/.

Fact-checking Fantasies, or how Google, Facebook and other big data companies outsource lying
Yesterday I received a phone call from FactCheck.org demanding I answer a myriad of questions about the facts and opinions I expressed in the documentary Plandemic 2: Indoctornation, which had been released hours earlier. I referred the caller to my blog posts for documentation supporting what I had said. I then looked up Factcheck.org's funding, most of which came from Facebook and Google during the past year ($423,745) and past quarter ($187,265).

It seems that those who "check" the "facts" did not actually check any facts, because they were all working off the identical script, which they dutifully regurgitated, to smear me and the film. Who gave them all the same talking points, which were outdated and fail to acknowledge the current controversy among scientists, intel professionals and others regarding the provenance of the SARS-2 virus?

Politics406, AFP, checkyourfact, healthfeedback, TechTimes, Politifact all reference the exact same March article in Nature Medicine (that I and others debunked at the time), which claimed to prove SARS-CoV-2 came from a bat. The hack authors used a straw man argument that essentially said, if we were going to design a lethal coronavirus, we would have done it this way. But it wasn't done that way, so it came from a bat and not a lab. Please ignore the fact we have been unable to find a similar virus in bats, and we certainly cannot explain why this virus is so much better adapted to humans than bats. Trust us anyway.

The link Checkyourfact uses to claim scientific consensus, in fact discusses the scientific disagreement on the origin of the virus. And while the Office of the Director of National Intelligence said in April it believed the virus came from nature, Sir Richard Dearlove (former head of Britain's MI6) said the opposite, in the same story Checkyourfact linked to, to support its claim of consensus regarding the natural origin theory. Fact checkers don't have enough time to check their own facts apparently.

Who gave all these so-called fact-checking sites the identical set of talking points? And could this level of coordination be evidence of a conspiracy to suppress the film and smear those appearing in it?

UPDATE: A tweet from Professor Richard Ebright from February was used as evidence against a lab origin in one of the fact-check articles. Professor Ebright has since clarified his opinion that the virus could have come from a lab with the following:

https://twitter.com/R_H_Ebright/status/ ... 0322066433
https://twitter.com/R_H_Ebright/status/ ... 4526790656
https://twitter.com/R_H_Ebright/status/ ... 9103118343
https://twitter.com/R_H_Ebright/status/ ... 0202607617
https://twitter.com/R_H_Ebright/status/ ... 5141367809

https://news.sky.com/story/former-head- ... y-12021693

"Professor Richard Ebright of the Waksman Institute of Microbiology at Rutgers University in New Jersey was dismissive of the Dalgleish-Sorensen paper but he took issue with Professor Andersen's piece in Nature too, describing it as opinion.

"The op-ed's conclusion that SARS-CoV-2 genome shows no signatures of purposeful human manipulation is correct," he said in an email exchange. [Professor Ebright is referring to the article I challenged in March and April, which was mentioned by every one of the fact-check pieces to claim I was wrong.--Nass]

"The absence of signatures rules out the possibility the virus was engineered using methods that leave signatures. However, the absence of signatures of manipulation does not rule out the possibility the virus was engineered using widely employed - including at WIV - methods that do not leave signatures. The op-ed does not even address the possibility that an unpublished WIV bat coronavirus… could be the progenitor of SARS-CoV-2."

UPDATE: Just in case you still do not think there is a conspiracy to suppress the documentary, here is what Politifact wrote:

Soon after the live feed started, Facebook blocked its users from sharing the link in posts and private messages. TikTok appeared to block searches for the term "Plandemic." Twitter added a warning message saying the link is "potentially spammy or unsafe." Still, according to CrowdTangle, a social media insights tool, Facebook and Instagram posts with the term "Plandemic" have received tens of thousands of combined interactions since Aug. 17...
Tens of millions of people saw the shorter [Plandemic] video before social media platforms removed it for violating their policies against harmful COVID-19 misinformation. This version hasn’t received as many views, because the tech platforms were expecting it.

Politifact is owned by the Poynter Foundation. While Poynter claims to share its tax returns, the section of the return where contributors must be listed is blank. Poynter does acknowledge Facebook having contributed over 5% of revenue elsewhere on its website.

POWERFUL MOBILE PHONE SURVEILLANCE TOOL OPERATES IN OBSCURITY ACROSS THE COUNTRY
CellHawk helps law enforcement visualize large quantities of information collected by cellular towers and providers.
Sam Richards
December 23 2020, 9:31 a.m.

UNTIL NOW, the Bartonville, Texas, company Hawk Analytics and its product CellHawk have largely escaped public scrutiny. CellHawk has been in wide use by law enforcement; the software is helping police departments, the FBI, and private investigators around the United States convert information collected by cellular providers into maps of people’s locations, movements, and relationships. Police records obtained by The Intercept reveal a troublingly powerful surveillance tool operated in obscurity, with scant oversight.
CellHawk’s maker says it can process a year’s worth of cellphone records in 20 minutes, automating a process that used to require painstaking work by investigators, including hand-drawn paper plots. The web-based product can ingest call detail records, or CDRs, which track cellular contact between devices on behalf of mobile service providers, showing who is talking to whom. It can also handle cellular location records, created when phones connect to various towers as their owners move around.
Such data can include “tower dumps,” which list all the phones that connected to a given tower — a form of dragnet surveillance. The FBI obtained over 150,000 phone numbers from a single tower dump undertaken in 2010 to try and collect evidence against a bank robbery suspect, according to a report from the Brennan Center for Justice at NYU.

How Cops Can Secretly Track Your Phone
Police use CellHawk to process datasets they routinely receive from cell carriers like AT&T and Verizon, typically in vast spreadsheets and often without a warrant. This is in sharp contrast to a better known phone surveillance technology, the stingray: a mobile device that spies on cellular devices by impersonating carriers’ towers, tricking phones into connecting, and then intercepting their communications. Unlike the stingray, CellHawk does not require such subterfuge or for police to position

"Grand County Coroner Raises Concern On Deaths Among COVID Cases
By Danielle Chavira
December 15, 2020 at 8:28 pm
KREMMLING, Colo. (CBS4) – Grand County isn’t the first to report a data discrepancy with COVID-19 deaths, but following a murder-suicide in the region the coroner is talking about the impact it may have.
“These two people had tested positive for COVID, but that’s not what killed them. The gunshot wound killed them and it’s very misleading for you to put numbers out there saying these people died from COVID when that’s not what they died from,” said Coroner Brenda Bock.
Bock said her investigation wasn’t finalized when the State of Colorado listed the two victims as dying with COVID-19.
“I realize yes, you’re trying to keep count of the numbers, but you need to do it right, and these people did not die of COVID, they died of gunshot wounds and that’s how it needs to be listed,” she said.
The state classifies COVID deaths in two ways:
·       Deaths caused by COVID-19:
·       The vital records death data is based on CDC coding of death certificates, and it reflects the number of deaths due to COVID-19, based on the expert judgment of health care providers and coroners.
·       The number comes from death certificates where COVID-19 is listed as the cause of death or a significant condition contributing to death.
·       This number is determined by the CDC and is updated daily for dates through the previous Saturday.
·       Deaths among people who died with COVID-19:
·       The epidemiological death data reflects people who died with COVID-19, but COVID-19 may not have been the cause of death listed on the death certificate. It comes from two sources:
·       From health care providers and laboratories that report cases to the state using a national case definition.
·       From state-reviewed death certificates where COVID-19 is listed as the cause of death or a significant condition contributing to death. These death certificates may not yet have been coded by the CDC.
·       This information is required by the CDC and is crucial for public health surveillance, as it provides more information about disease transmission and can help identify risk factors among all deaths across populations.
The state’s website states, “The number of deaths due to COVID-19 are not necessarily included in the number of deaths among people with COVID-19. After review, at either the state or national level, some deaths may not be counted as COVID-19 deaths. This is rare, and the expectation is that in the end the numbers will closely align.” [sic]
The state will often collect data before the death certificates are signed, because that process can take weeks. This gives epidemiologists a faster and better picture of how serious the spread is and how it’s impacting the general population.
“Today, Colorado’s reporting 4,156 COVID deaths, these are actually deaths among cases. Then they show 3,230 deaths due to COVID, and so they’re differentiating that, but I think it can maybe go a little further and I think the policy could be changed,” said Richard Cimino, Grand County Commissioner for District 1.
Cimino says while the state is doing a decent job at making a discrepancy, he agrees with Bock. It could be done better, and while the death count won’t impact where Grand County sits on the states dial, for a rural community, just one death from COVID impacts public perception.
“If they could let the coroners weigh in and take a little bit of time and make that determination early on you won’t have those big swings in numbers that might really alarm our population.”
Currently, the state has five deaths from COVID-19 listed in Grand County, while the Grand County website shows one.
Bock says she reached out to other coroners across the state with questions, “And I got replies back from 80% of the coroners in the state all stating the same thing. They’ve all had the same problems, and these are in small counties, so it’s easy for us to keep track of our numbers.”
She said she reached out to the state asking for the recent deaths to be discounted from the COVID-19 death toll, but hasn’t heard back. She hopes other counties speak up and help influence change in the way deaths are counted.
“I can’t do it alone they need to step up to the plate, too, they need to back me on this; they need to fix the way that they’re reporting the numbers,” she said.
CBS4 reached out to the CDPHE for comment, and was directed to classification information on its website. More information can be found here: cdc.gov/nchs/nvss/covid-19.htm#understanding-the-numbers."

FBI’s Newest Prerogative: Shooting Subway Passengers
BY JAMES BOVARD

Was the torrent of media editorials and exposes denouncing police violence earlier this year all a sham?
Thirty-six years ago, Bernie Goetz pulled a pistol and shot four youths who were shaking him down on the New York subway. This was front-page news for weeks and spurred a deluge of anti-gun denunciations as well as condemnations of routine subway violence. Goetz was later acquitted by a jury on criminal assault and attempted murder charges.
Last Tuesday, an FBI agent pulled out his gun and repeatedly shot a passenger on the Washington subway. At the bottom of B6 in Saturday’s Washington Post – buried past an article headlined, “Despite the upcoming solstice, winter has already arrived” is a short piece headlined: “Police:‘Verbal exchange’ preceded Metro shooting.” There were zero news reports or disclosures for the two days after the shooting – except for a brief FBI note that there had been an “officer-involved shooting” on the subway.
What did the passenger say that provoked the shooting? It’s a secret – at least for the time being.
Did the FBI agent “go postal” after being taunted about J. Edgar Hoover wearing dresses?
Did the guy who was shot say “Black Lives Matter” or, even more recklessly, “All Lives Matter?”
Did the FBI agent lose control because someone violated Metro rules by eating an Egg McMuffin on the train?
Did the victim forget to say “Thank you for your service” to the FBI agent?
The Washington Post blocked all comments on the article, an unusual step that occurs when readers are prone to expose the cravenness or servility of Post articles that merely recycle government talking points on potentially explosive subjects.
If someone had shot an FBI agent without provocation on the subway five days ago, we would already know all about the shooter’s life – how many cat videos he liked on Twitter, how many crude jokes he told in h

Reporters at major newspapers and magazines are hard to reach by telephone. Today it is increasingly hard to converse with them about timely scoops, leads, gaps in coverage, and corrections to published articles.
We just started an online webpage: Reporter’s Alert. From time to time, we will use Reporter’s Alert to present suggestions for important reporting on topics that are either not covered or not covered thoroughly. Reporting that just nibbles on the periphery won’t attract much public attention or be noticed by decision-makers. Here is the second installment of suggestions:

FBI FILES SHOW HOOVER'S DEEP TIES TO PAUL HARVEY
The men communicated and collaborated often, official records show.

Previously confidential files show that Harvey, who died in February at 90, enjoyed a 20-year friendship with FBI director J. Edgar Hoover, often submitting advance copies of his radio script for comment and approval. Harvey wrote Hoover and his deputies regularly. Hoover, in turn, helped Harvey with research, suggested changes in scripts and showered the broadcaster with effusive praise.

FBI-LEEDA is pleased to present a 4 1/2-day course on media and public relations. Police cannot succeed without the support of the community they are sworn to protect. The image of an agency as a professional and ethical organization is vitally important. By promoting a consistent, positive public image of your department, your community will come to perceive their police as an agency they can depend on and trust.

Israeli TV: Vaccine offers virtually no protection from infection; it may prevent more serious disease

In the Israeli TV news report below, the ugly truth comes out: The Vax'd can get and spread  COVID to others JUST AS BADLY AS UN-VAXXED. And the reporter asks why are we not checking the vaccinated for infection when we know they are just as likely to be infected and just as likely to spread the infection, maybe even more so, than the unvaccinated.
It seems to be a big experiment:  will the vaccines put enough pressure on the virus to generate escape mutants that are vaccine resistant? (There is some evidence this has happened with the Mu variant.)
Will recipients of more doses have more side effects, as would be expected?
Will Americans have to get their top-up vaccinations or monoclonal antibodies the way we change the oil in our cars?

It's clear it came from a lab. The only question is whether it was a leak or an intentional release. New DRASTIC document release.

I have been remiss by not reporting much on the significant leak of data that was shared with the DRASTIC team, and written about elsewhere.  I just didn't (and don't) have time to review a lot of it, but it is very important material.
Here is a link to the collection:
https://drasticresearch.org/2021/09/21/ ... documents/
Below is a link to an unfunded proposal to DARPA by EcoHealth Alliance.  Remember:
a) EHA and collaborators in 31 countries are the prime collectors of dangerous viruses, sharing them with "Biodefense" organizations in an unknown number of countries,
b) they are a $ pass-through organization to give Fauci etc. cover when he wants to fund research he should not be funding at WIV and elsewhere, and
c) they masquerade as an ecology charity.
https://drasticresearch.files.wordpress ... liance.pdf
Important new pieces of information are the deliberate, explicit creation of human pathogens via passage in humanized mice; the idea of spraying a "vaccine" into bats; and the clear performance of GOF research, which did not go through the GOF committee at HHS and is arguably banned by the Biological Weapons Convention.

CDC urges Covid-19 vaccination in pregnancy; FDA wants infants to be jabbed

If you did not know that CDC is a criminal agency by now, this ought to get you going.  Remember, Covid vaccines are associated with high rates of miscarriages. Thank goodness most women have too much sense to follow these recommendations for vaccines that have not been approved in pregnancy and are very dangerous.
https://emergency.cdc.gov/han/2021/han00453.asp

Low Covid-19 vaccination rates among pregnant people have sparked an urgent CDC health advisory targeting people who are now pregnant, trying to become pregnant, and breastfeeding. Covid-19 doubles the risk of ICU admission and increases the risk of death by 70% while also elevating the chances of preterm birth, stillbirth, and NICU admission for newborns. According to CDC data, 31% of pregnant people have been vaccinated against Covid-19. Rates vary by race and ethnicity: They are highest among Asian people (46%), lower among Hispanic or Latino people (25%), and lowest among Black people (16%). Through Sept. 27, there were more than 125,000 confirmed Covid-19 cases in pregnant people, including more than 22,000 hospitalizations and 161 deaths.
And let's not forget FDA.  In August, FDA wrrote to BioNTech regarding testing of its Covid vaccine in babies, and is having Pfizer conduct a trial in babies under 6 months old.  The trial for kids 6 months to 12 years had its final protocol submitted to FDA by Feb. 8, 2021 and the final protocol for babies under 6 months must be submitted by January 31, 2022.  FDA has required Pfizer to conduct these studies.  Whose babies will be targeted?

YouTube Bans All ‘Harmful Vaccine Content’ From Its Platform

YouTube Bans All ‘Harmful Vaccine Content’ From Its Platform
BY JACK PHILLIPS
 September 29, 2021 Updated: September 29, 2021
Google-owned YouTube said on Sept. 29 that it will ban all “harmful vaccine content” from its platform, including claims that vaccines are ineffective at reducing transmission of disease, prompting concerns that the firm will escalate censorship of dissenting viewpoints.
“We’ve steadily seen false claims about the coronavirus vaccines spill over into misinformation about vaccines in general, and we’re now at a point where it’s more important than ever to expand the work we started with COVID-19 to other vaccines,” YouTube wrote in a blog post.
So far, the Bay Area-based company said it has removed 130,000 videos for violating its policies that it claims were created in tandem with various “experts” to deal with alleged “COVID-19 and medical misinformation.”
Now, videos that allege “approved vaccines are dangerous and cause chronic health effects, claims that vaccines do not reduce transmission or contraction of disease, or contains misinformation on the substances contained in vaccines,” YouTube stated on its blog, saying that its policy will now apply to content that questions the efficacy of all vaccines, not just COVID-19 ones.
“These policy changes will go into effect today, and as with any significant update, it will take time for our systems to fully ramp up enforcement,” the company also wrote, adding: “Personal testimonials relating to vaccines will also be allowed, so long as the video doesn’t violate other Community Guidelines, or the channel doesn’t show a pattern of promoting vaccine hesitancy.”

A spokesperson for the company confirmed to news outlets that accounts operated by Joseph Mercola and Robert F. Kennedy Jr., who have frequently raised questions about vaccines over the years, were banned from the platform.
Russian state-backed broadcaster RT’s German-language channels were also deleted from YouTube, the broadcaster announced. YouTube told Reuters that the channels violated its COVID-19 policies, while Russian officials threatened to block YouTube.
Russian President Vladimir Putin’s press secretary, Dmitry Peskov, said the YouTube ban on RT’s channel may have broken Russian law.
“In fact, it has been broken very brazenly,” he told reporters on Sept. 29. “Because of this, it is a case of censorship, and of obstructing the dissemination of information by the media, and so on.”

A quantitative description of FBI public relations
Author links open overlay panel
Dirk C. Gibson
Abstract
Of all federal government agencies in the U.S. from the 1930's to the 1980's, the Federal Bureau of Investigation probably had the most successful media relations program. The Bureau's leaders seemed to be masters at getting good publicity and avoiding bad.
By describing a quantitative analysis of the FBI's publicity over that 50-year period, this article attempts to show why those efforts were so successful. It identifies the themes that typified the verbal component of Bureau publicity, and the broad spectrum of mass communication channels that were tapped.

The FBI and Domestic Intelligence: Technocratic or Public Relations Triumph?
Tony G. PovedaView all authors and affiliations
Volume 28, Issue 2
https://doi.org/10.1177/001112878202800202
Abstract
It is argued that domestic intelligence operations in the Hoover FBIserved essentially organizational and public relations functions for theBureau. The Hoover FBI's unique position in the federal governmentwas a direct result of its domestic intelligence responsibilities and theparticular way internal security concerns were used for ends self-serving to the organization. The disparity between the Bureau's carefullycultivated image as a fighter of enemies of the state and its domesticintelligence performance was not revealed until the late 1960s, whenthe Nixon Administration became dissatisfied with the Bureau's inability to anticipate the plans of domestic dissenters. This dissatisfaction culminated in the Huston Plan of 1970. The real "failure" of FBIdomestic intelligence under Hoover appears to be that it did not produce useful information for anticipating and managing dissent. The"new" FBI which has emerged in the post-Watergate era has beencareful to dissociate itself from the abuses of the Hoover era. It ispointed out that the "reform" of domestic intelligence which hastaken place has been largely administrative and internal to the executive branch. The reform has not been designed primarily to prohibit past abuses, but rather to ensure executive control of intelligenceoperations. A reconstituted Bureau with domestic intelligence operations centrally guided and coordinated by the executive, and with fewexternal checks and balances because of national security concerns, could pose a greater threat to civil liberties than did the Hoover Bureau.

The FBI massively erred about civilians stopping active shooters
By Andrea Widburg
I’m one of those who believes that what stops a bad guy with a gun is a good guy with a gun. Sometimes, that good guy is a police officer, and sometimes, the good guy is a civilian. Leftists claim that the good guys’ contribution is so inconsequential that it doesn’t justify honoring citizens’ Second Amendment to keep and bear arms. New Mexico governor Michelle Grisham certainly agrees with that viewpoint. Leftists look to FBI statistics to support their arguments—so will you be surprised to learn that the FBI’s statistics are wrong? And, as always, that the error works to support leftist ideology and political positions?
The Crime Prevention Research Center (“CPRC”) has done a deep dive into the FBI’s Active Shooting Reports from 2014-2022 and discovered that the reports grossly underestimate the number of times armed civilians have stopped active shootings. The FBI says that civilians stop fewer than 5% of active shooters, while the actual data say that civilians, on average, stopped over 35% of active shooters, with the number going up to 63.5% if you include defensive use of guns outside of “gun-free guns” (which I call “shooting fish in a barrel” zones

The FBI and Justice Department also received concerned letters from Florida, Michigan, and elsewhere. Eventually, six FBI field offices got involved, with agents interviewing record executives and the song's composer, Richard Berry — but not singer Jack Ely, according to "The Mind of the Censor and the Eye of the Beholder: The First Amendment and the Censor's Dilemma." The FBI scientists slowed the recording down and sped it up, "but it was indecipherable at any speed," Predoehl told NPR.

Why 2% Is the Most Dangerous Number No One Is Talking About
The sheer quantity of chemicals being dumped into the environment is quickly growing—and we only be seeing the beginning of the harm they are doing to us.
RICHARD HEINBERG

Common Dreams
We’ve had a summer from hell, with July 2023 temporarily claiming the title of hottest month on record. But while the klaxons of Earth’s climate system have riveted nearly everyone’s attention, something else is silently happening to us and other species that could turn out to be just as big a disaster.
Nature is increasingly stewing in air- and water-borne toxins originating in industrial processes. Tens of thousands of chemicals, only a tiny proportion of which have been tested for safety, are making their way into the environment—from pharmaceuticals that have passed through human bodies, to plastics, pesticides, solvents, fire-retardants, and chemicals used in making cookware coatings.
Recent research shows that whole classes of these chemicals are affecting sexuality and disrupting reproduction—not just in humans, but in a host of other animal species as well. But the whole

DHS receives a copy of the Terrorist Screening Database (TSDB), the U.S. Government’s consolidated database maintained by the Department of Justice (DOJ) Federal Bureau of Investigation (FBI) Terrorist Screening Center (TSC), to facilitate DHS mission-related functions, such as counterterrorism, law enforcement, border security, and inspection activities. In July 2010, DHS launched an improved method of transmitting TSDB data from TSC to DHS through a service called the DHS Watchlist Service (WLS). WLS maintains a synchronized copy of the TSDB, which contains personally identifiable information (PII) and disseminates TSDB records it receives to authorized DHS Components. DHS is updating this Privacy Impact Assessment (PIA) to add the United States Citizenship and Immigration Services (USCIS) Fraud Detection and National Security-Data System (FDNS-DS) as an authorized recipient of TSDB data via the WLS.

The consequences of being placed on a government watchlist can be far-reaching. They can include questioning, harassment, or detention by authorities, or even an indefinite ban on air travel. And while the government keeps the evidence it uses to blacklist people in this manner secret, government watchdogs have found that as many as 35 percent of the nominations to the network of watchlists are outdated and tens of thousands of names were placed on lists without an adequate factual basis. To make matters worse, the government denies watchlisted individuals any meaningful way to correct errors and clear their names.

Wall Street, the Supermob, and the CIA
Jonathan Marshall
2022, Lobster magazine
This article probes hitherto overlooked evidence of CIA connections to underworld-linked private foundations used by the Agency to launder funds to seemingly independent student, labor, religious, publishing, and other organizations involved in international operations. It demonstrates how CIA-protected foundations helped seemingly upstanding business leaders and Wall Street institutions collaborate with shady operators and outright criminals in pursuit of profit and political advantage. Their deals helped drive the wild bull market of the 1960s and produced the largest wave of corporate mergers since the beginning of the 20th century. Although the 1960s merger wave has been the subject of many academic studies, none has identified the role of criminal money in fueling its progress. The stories that follow illustrate that organized crime was an important force in 20th century U.S. business history.

The EU is currently updating eIDAS (electronic IDentification, Authentication and trust Services), an EU regulation on electronic identification and trust services for electronic transactions in the European Single Market. That’s clearly a crucial piece of legislation in the digital age, and updating it is sensible given the fast pace of development in the sector. But it seems that something bad has happened in the process. Back in March 2022, a group of experts sent an open letter to MEPs [pdf] with the dramatic title “Global website security ecosystem at risk from EU Digital Identity framework’s new website authentication provisions”. It warned:
The Digital Identity framework includes provisions that are intended to increase the take-up of Qualified Website Authentication Certificates (QWACs), a specific

Twenty Five Years Of The DMCA: Some Good, But Mostly Bad

Somehow I missed this (and I’m surprised it didn’t get much attention) but last month was the 25th anniversary of the Digital Millennium Copyright Act (DMCA) being signed into law. I only spotted it because The Register just had an article looking back at 25 years of the DMCA.
Given how central to various internet debates the DMCA was for the first decade of the 2000s, it’s kind of amazing how little attention it has received over the past few years, as more and more attention has shifted away from the DMCA and towards other aspects of internet policy, from Section 230 of the CDA to new attempts to regulate the internet like KOSA or the Earn It Act.
But, the DMCA is still a really important law, and its history is important as well. While many people know that the DMCA was passed to get the US in compliance with the 1996

Online Safety Bill Is Official. Now We See What Enforcement Looks Like
Policy
from the uk-censorship-bill-activated dept
Fri, Nov 3rd 2023 03:44pm - Mike Masnick
After being discussed for years and years, the Online Safety Act in the UK is now law, after receiving “royal assent” last week. Hilariously, the UK’s announcement declared that children and adults will now be safer online, as if that’s absolutely true. It’s not, though. The law includes many provisions that will make both children and adults less safe, including age verification (a privacy nightmare), potential limits on encryption, and tools that can lead to the suppression of important speech. What the law actually does is let the political class claim they made the internet safer, without actually doing so.
The Office of Communications (Ofcom), the agency in charge of enforcement (which is a very different role than it has had historically, where it has generally been roughly equivalent to our FCC), has announced that it is moving to implement the law. Over the last few years,

Teleconference video, Dec. 27, 2023: Ruff on disinformation part 2 and McKee on the erasure of AE911Truth
Our final teleconference of the year featured two presentations that looked at different aspects of how the deep state infiltrates and manipulates political movements. Adam Ruff followed up on his presentation from last month with part 2 tonight, looking at the importance of language and the power of neuro-linguistic programming.
Craig McKee followed this with an overview of the efforts to pressure, influence, and ultimately marginalize Architects & Engineers for 9/11 by those who do not seem to be working in the best interests of the Truth Movement.
We’d love to have your comments below. And we’d be thrilled to have your suggestions for future speakers. And let us know if you would like to present something on the teleconference.

Guy Banister
Guy Banister was born in Monroe, Louisiana, on March 7, 1901. After studying at the Louisiana State University he joined the Monroe Police Department.
In 1934, Banister joined the Federal Bureau of Investigation (FBI). Originally based in Indianapolis, he later moved to New York City where he was involved in the investigation of the American Communist Party. J. Edgar Hoover was impressed by Banister's work and in 1938 he was promoted to run the FBI unit in Butte, Montana. He also served in Oklahoma City, Minneapolis and Chicago before he retired from the FBI in 1954.
Banister moved back to Louisiana and in January 1955 became Assistant Superintendent of the New Orleans Police Department where he was given the task of investigating organized crime and corruption within the police force. It later emerged that he was also involved in looking at the role that left-wing political activists were playing in the struggle for black civil rights in New Orleans.
Banister developed extreme right-wing views and worked as an investigator for the Louisiana Un-American Activities Committee. He also published the racist Louisiana Intelligence Digest. Banister had a deep hatred of the civil rights movement and believed that the policy of racial integration was part of a a plan formulated by Joseph Stalin to create racial conflict in America.
Bannister claimed that members of the American Communist Party were involved in a plot to contaminate crops in the United States. He also told the Special Committee of the Arkansas State Legislature that left-wing activists were behind the race riots in Little Rock.
Banister was suspended by the New Orleans Police Department (NOPD) for an incident with a gun in a bar. His suspension ended in June 1954, but when he refused to be transferred to the NOPD's Planning Department, he was dismissed from the force. After leaving the police he established his own private detective agency, Guy Banister Associates.
In 1963 Banister and David Ferrie began working for the lawyer G. Wray Gill and his client, Carlos Marcello. This involved attempts to block Marcello's deportation to Guatemala.
Later Banister was linked to the plot to assassinate John F. Kennedy. On 9th August, 1963, Lee Harvey Oswald distributed leaflets that supported Fidel Castro and his government in Cuba. On these leaflets was the address 544 Camp Street, New Orleans. This was also the office

Ten months after the assassination of John F. Kennedy, the Warren Commission reported that Lee Harvey Oswald, alone, killed the president on November 22, 1963 in Dallas, Texas. Oswald had no confederates, nor did any foreign power aid him in his deadly deed. Case closed. However, what most Americans do not know is that one day after the assassination, the FBI deported a known French assassin-a member of the militant, anti-Charles de Gaulle organization called the OAS. Jean Souetre was sent to either Mexico or Canada. He was involved in anti-de Gaulle terrorist activities in Europe and even tried to recruit the CIA in his efforts to oust the French President. During his career, he used at least 11 identities, including those of two real people. Why was a known French assassin in Dallas on the exact day that the president of the United States was killed, and what role, if any, did he play in the monstrous deed? This book delves into three major areas of study: (1) the investigation of Jean Souetre and the two other men whose identities he used; (2) the investigation of the identities of two European assassins, QJ/WIN and WI/ROUGE, and their use in the CIA’s assassination unit called ZR/RIFLE-Executive Action; and (3) the role of the CIA in the drug trade after World War II. Chapters include: The First Assassin; The Mafia and Uncle Sam; The Heroin Trail; MKULTRA; QJ/WIN and Patrice Lumumba; The US Senate Select Committee on Intelligence “Assassination Reports'-The CIA and Lumumba; Who Was Souetre?; Who Was Mertz?; The Steve Rivele Investigation; The Guns of Dallas

Body Cam Report Shows Fewer Agencies Are Allowing Cops To View Footage Before Making Statements
Legal Issues
from the good-news-from-an-unexpected-source dept
Wed, Dec 27th 2023 07:48pm - Tim Cushing
The Police Executive Research Forum (PERF) published a report on body cam use by law enforcement agencies in 2014. It not only presented stats on body cam use around the nation, but also attempted to create a set of best practices for the agencies utilizing them.
Since then, body cams have become as commonplace as dash cams. While often touted as a tool to increase transparency and accountability, the truth is a bit more complicated. Many law enforcement agencies refuse to release body cam recordings to public records requesters, negating some of the hoped for transparency. Police unions helped erase some of the accountability, striking deals that allowed officers to view footage before writing reports or making statements to investigators.
What cops may have feared would become an unblinking witness of their bad behavior, capable of costing them their positions, if not their actual jobs, the reality is that body cams became cops’ best friends. Footage cleared officers wrongly accused of misconduct. Better yet, body cam recordings captured plenty of evidence to use against defendants. And when it looked like something bad might be caught on camera, officers were free to pretend they had forgotten to activate them or that the devices had simply malfunctioned.
That’s the bad news. Fortunately, PERF isn’t interested in ensuring body cam footage remains something more useful to the police and less useful to the communities they serve. It appears

Congress watches the “watchlists” — but will Congress act?
Earlier this month  CBS News broadcast an in-depth report confirming that more than two million names (up from 1.75 million names in 2019) are now on U.S. government blacklists (euphemistically described as “watchlists”) restricting travel and other rights.
CBS also interviewed some of the U.S. citizens who, without ever being accused of any crime or having their day in court, and for no reason they know or that the government will tell them, have been stopped at gunpoint, delayed, or prevented from flying.
Less than a week later, the Senate Homeland Security and Government  Affairs Committee (HSGAC) released a detailed staff report on the same issue, “Mislabeled as a threat: How the terrorist watchlist & government screening practices impact Americans“.
The Chair of the HSGAC, Sen. Gary Peters (D-MI), also sent a formal request to the Inspectors General of each of the Federal departments that participate in the “Watchlisting Council”,   asking the Inspectors General to “coordinate on an assessment of the full implementation of the Terrorist Screening Dataset.”
“I have heard from my constituents, and in particular my Arab and Muslim American constituents, that they face undue levels of scrutiny and screening atairports, other ports of entry, and in their daily lives, which they believe is the result of their placement on the terrorist watchlist,” Sen. Peters  noted. “Inspectors General have not conducted

In reality, Rowe had been an FBI informant that reported on activities the KKK was involved in. However, at the time, and well after his death in 1998, many questions have been asked on Rowe’s involvement with the KKK. How was he involved in violent fights while working

House Republican Unveil Measure to Reauthorize, Reform FBI’s Controversial Surveillance Tool
FBI cyber crime agents, via FBI.
By Steve Neavling
House Republicans introduced a measure Monday to reauthorize and reform one of the FBI’s most controversial surveillance tools.
Late last year, the House temporarily extended Section 702 of the Foreign Surveillance Intelligence Act (FISA), which allows the bureau to conduct warrantless surveillance abroad.
FISA is set to expire in April.
Under the proposed new legislation, the number of FBI employees who could use the database would be severely limited, The Hill reports.
The legislation stops short of requiring a warrant, but it does mandate that law enforcement obtain a warrant to search the database for evidence of a crime.
The legislation also is intended to protect members of Congress and other high-profile officials. One provision would require the bureau to alert a member of Congress if they’ve been searched in the database.
Republicans and Democrats have expressed concerns that Section 702 would be used to gather information on Americans.
Last year, the three-member Privacy and Civil Liberties Board, an independent agency within the executive branch, said the bureau and other government agencies should receive court approval to review communications of U.S. citizens collected through Section 702.
The White House supports the reauthorization of FISA, saying

Report: Average US Taxpayer Paid Over $5,000 Toward Militarism in 2023

Of this, $2,974 of the average taxpayers’ money went to the Pentagon alone. And because defense contractors receive more than half of the Pentagon budget — fueling skyrocketing profits, CEO pays and stock buyback budgets in recent years — they were able to pilfer $1,748 from the average taxpayer in just one year. Lockheed Martin, which is profiting directly from Israel’s genocide, received $249 from the average taxpayer, more than the typical weekly food expenses for an American household, the report found.

Court Calls Out BS ‘Driving While Black’ Traffic Stops While Tossing Felony Possession Conviction
Legal Issues
from the another-pretext-vanishes-under-scrutiny dept
Mon, Apr 8th 2024 03:41pm - Tim Cushing
While it’s not ultimately a factor in the court’s decision, it’s nice to see a court call out biased policing while discussing the merits of the case. This decision [PDF], handed down by an Illinois state appellate court, makes it pretty clear the court believes this stop would never had happened if the driver happened to be white. (via FourthAmendment.com)
It’s futile to believe biased policing isn’t the norm in the United States. There’s simply too much data to dispute. In this decision, even more data is presented that makes it clear “driving while black” (DWB) is considered reasonable suspicion for a traffic stop and, often, a vehicle search by far too many US law enforcement officers.
This one starts with a pretext: a minor traffic violation three officers hoped to convert into a search of the vehicle the black man was driving.
Deshaun Carpenter was driving an “older model” Dodge Nitro with one broken taillight and a small object suspended from the rearview mirror when three officers curbed the car, ordered Carpenter out, and asked whether “narcotics” or “weapons” were in the vehicle.
As courts have often noted in cases like these, any pretext will do as long as the pretext holds up. In this case, it didn’t. As soon as the officers were questioned in court during the trial, the pretext fell apart.
An officer admitted on cross-examination that a single broken taillight was not a lawful basis for a stop.
There goes that pretext. The officers had a backup plan, though. It was the “small object suspended from the rearview mirror.” And that

New Net Neutrality Rules Won’t Harm Telecom Giants In The Slightest
Broadband
from the cry-more dept
Tue, Apr 9th 2024 05:24am - Karl Bode
The FCC is expected to vote to restore net neutrality rules on April 25. And while there’re early indications that the rules may be slightly weaker than those stripped away by the Trump administration — and absolutely no indication the rules could meaningfully impact telecom revenues — telecom giants have already begun their whining about “burdensome regulation” in earnest.
Revolving door poster child Michael Powell, who once led the FCC but now lobbies for the cable industry, was quick to once again insist that the basic net neutrality rules would result in a parade of horribles:
Powell, the CEO of cable lobby group NCTA-The Internet & Television Association, was the FCC chairman under President George W. Bush. Powell said the FCC must “reverse course to avoid years of litigation and uncertainty” in a reference to the inevitable lawsuits that industry groups will file against the agency.
The NCTA said in another statement that the FCC “is pushing unnecessary regulation that will slam the brakes on Internet for all and deny millions—especially in rural areas—the important opportunities that high-speed Internet brings.”
As is usually the case with net neutrality fights, none of that is actually true. The courts have already ruled that it’s well within the FCC’s right to impose or repeal net neutrality rules provided their arguments are based in factual reality. The only thing the FCC can’t do is abdicate its federal consumer protection authority, then try and tell states what to do (something the Trump FCC tried and failed to accomplish).
Meanwhile, the rules generally give ample leeway for big ISPs to engage in dodgy and anti-competitive behavior — if they’re just slightly creative about it. And the FCC, regardless of
