Mountain repeatedly means kingdom(nation) or government in prophetic language. The Kingdom of God shal be established in the foremost nation of nations. For out of Zion shall go forth the law. And the word of the LORD from Jerusalem. 4 He shall judge between the nations, And rebuke many people; They shall beat their swords into plowshares, and their spears into pruning hooks; nation shall not lift up sword against nation, neither shall they learn war anymore. 5 O house of Jacob, come and let us walk in the light of the LORD." D&C 65:2 The keys of the KINGDOM of God are committed unto man on the earth, and from thence shall the gospel roll forth unto the ends of the earth, as the stone which is cut out of the MOUNTAIN without hands shall roll forth, until it has filled the whole earth. (The stone will grow and become a great mountain that fills the whole earth)
