Passport without Sign of Satin Number

Yesterday we recieved my duaghters passport in the mail.

When I applied for her passport I didn't put down SSN#. As you can read here How to Apply For A USA Passport As A "National" http://famguardian.org/Subjects/Taxes/C ... ssport.htm

The first clerk at court house wanted to send me a way. But I just kept saying no you can't send me a way and refering to the 1974 Privacy Act. She endup getting her boss who said they would process the paper work. Then a third clerk told me in a low voice that yes there was no law requiring me to give a Sign of Satin Number. From what I've read and comprehend the clerk is required to ask for it. But that does not mean I have to give.

No questions ask by the department of state about my duaghters none-citizen National status.

Just more clues as to what the law really is.
