Govorner Lilburn Boggs

Questions: is there any proof or evidence to suggest that Governor Lilburn Boggs was colluding with Satan and/or was introduced to the Secret Combinations that led to the Extermination Order?

I've never read any such evidence, however Boggs' "Executive 44" extermination order on October 1838 was the result of Sidney Rigdon's own extermination order earlier that year on July 4, 1838 at their 4th of July celebration at Far West:
We take God and all the holy angels to witness this day, that we warn all men in the name of Jesus Christ, to come on us no more forever. For from this hour, we will bear it no more, our rights shall no more be trampled on with impunity. The man or the set of men, who attempts it, does it at the expense of their lives. And that mob that comes on us to disturb us; it shall be between us and them a war of extermination; for we will follow them till the last drop of their blood is spilled, or else they will have to exterminate us: for we will carry the seat of war to their own houses, and their own families, and one party or the other shall be utterly destroyed.—Remember it then all MEN.
We will never be the aggressors, we will infringe on the rights of no people; but shall stand for our own until death. We claim our own rights, and are willing that all others shall enjoy theirs.
No man shall be at liberty to come into our streets, to threaten us with mobs, for if he does, he shall atone for it before he leaves the place, neither shall he be at liberty, to vilify and slander any of us, for suffer it we will not in this place.
Sidney's bold declaration does not appear to be out of line with the revelation given in D&C 98 five years earlier on the same month, which is relevant and noteworthy in light of the situation. But his speech certainly alarmed the local nonmembers who were in attendance of the celebration. Had Sidney not said what he did, how he did, things might have been different. There were times when the saints seem to devolve into an eye for an eye where suffering all things for the Lord would have produced more powerful results. But I can understand, again in light of D&C 98, where some people can only take so much before they've had enough.

Super interesting post - thank you. Bearing in mind the prophecies of Isaiah, Sidney Rigdon's warning does seem to align at least somewhat to the prophecies of the end times where the Lord's people will trample under their feet their adversaries.
Isaiah 26:5 For he bringeth down them that dwell on high; the lofty city, he layeth it low; he layeth it low, even to the ground; he bringeth it even to the dust.
6 The foot shall tread it down, even the feet of the poor, and the steps of the needy.
In stories - books, movies, etc. - the protagonist is often trampled early on by the antagonist only to triumph in the climatic act. This seems to be very much the case with the Lord's people in the end times prophecies.

As for Governor Boggs, an extermination order against the Lord's people is collusion with Satan--overtly or otherwise.
Moroni 7:17 But whatsoever thing persuadeth men to do evil, and believe not in Christ, and deny him, and serve not God, then ye may know with a perfect knowledge it is of the devil; for after this manner doth the devil work, for he persuadeth no man to do good, no, not one; neither do his angels; neither do they who subject themselves unto him
