I have been thinking about this movie and the argument that was made for requiring the Avengers to come under United Nations oversight. The reason as I saw it was this:

Because you tried to help, yet couldn't help everyone, you are responsible for all the harm that be fell those you couldn't help.

I think this is retarded.

I also agree with Captain America's reasons are valid:

Signing to be regulated by the United Nations was giving up their agency.

Having, faith in the individual is more reliable that faith in the collective. This is exactly what Heaven Father has done with us here in mortality. This whole test here on earth is a test of the faith of the individual. Even the atonement was an exercise if faith in the individual, Jesus Christ. Every act of marriage is an act of faith in the individual, one person is having faith in their spouse that they will live up to their vows.
