Williams, Dennis O. Fidelity Bravery Integrity No Way! Dorrance Publishing Company 2009

In 1979 FBI Supervisory Special Agent Dennis O. Williams moved across the country when he was promoted from the FBI’s Los Angeles Division to a supervisory position at FBI Headquarters. Soon after his arrival, Williams discovered that the mover had defrauded the FBI by billing for a higher weight of his household goods than actually existed. As Williams pursued the matter, he discovered a cover-up at FBI HQ; his attempts to expose this conspiracy resulted in his receiving threats and becoming the subject of retaliation. Though an investigation by the FBI Washington Field Office demonstrated that Williams was correct in his suspicions, the cover-ups continued for decades, eventually leading to a conspiracy to deceive the Senate Judiciary Committee regarding an inquiry into the involvement of Thomas J. Pickard.

Pickard was the acting director of the FBI when 9/11 occurred, despite Williams’ repeated warnings to the White House that Pickard did not have the integrity for such a position. The 9/11 Commission report reflects that the Phoenix Division of the FBI produced a memorandum dated July 10, 2001, advising FBI HQ that an inordinate number of supporters of Osama Bin Laden had attended civil aviation universities and colleges and would be in a position to conduct terror activity against civil aviation targets. Williams believes that Pickard’s testimony that no managers at FBI headquarters saw the Phoenix memo before September 11 constitutes a red flag indicating a conspiracy to defraud the 9/11 Commission.

Dog Killing FBI Agent Gets a “Slap on the Wrist” VIDEO
By Deanna, on July 12th, 2009

Lovett Leslie Ledger indicted for shooting dead of neighbor's dogThere are times when I’m not sure why I ever actually expect more from our justice system. Last February, a Waco, TX FBI agent, a sniper and member of the FBI SWAT team, Lovett Leslie Ledger, Jr. shot and killed a neighbor’s little 3-lb chihuahua named Sassy, with a pellet rifle and although indicted for felony animal cruelty the only ones who paid for this crime were the dog with its life and the family who lost their tiny little furry family member.

Think of it in a larger scale.
I am concerned about how the institutions we create and how they shape the evolution
of our species.
In this case we have hired bodyguards to protect us including the FBI, and local police, DEA, ATF, State Police.etc
Because of this many of us have forgotten how to deal with violence and aggression because we have
contracted it out to third party vendors.
Yes I am suggesting we all take part in patrolling our own communities on a volunteer basis where our organizational
model would be based on Restorative Justice. see http://www.restorativejustice.org/" onclick="window.open(this.href);return false;
We would hire third party forensic investigators to solve crimes we couldn't.

Here is an essay I wrote several years ago

for the uneducated and the uneducable

high school dropout can't find work so he joins the Marines to Semper Fi
and collect some money.
High school dropout is sent to Paris Island to be all he can be. He is trained to kill women and children and a occasional freedom fighter trying to protect his wife from being raped by Mr Semper Fi.
High school dropout ships out to invade Iraq for USEmpire and US oil companies.
American oil companies are struggling with the problem of Peak Oil.
Peak oil means we no longer have a infinite supply of oil.Maybe you saw the documentary film END OF SUBURBIA see
http://www.endofsuburbia.com/previews.htm" onclick="window.open(this.href);return false;

high school drop out didn't because his high school teachers were too busy DUMBING him down
see
http://www.johntaylorgatto.com/bookstor ... nblum1.htm" onclick="window.open(this.href);return false;

High School dropout manages to kill a couple hundred women and children while throwing in a occasional rape. Mr Sempi Fi has now been transformed into Mr serial killer.
Mr high school dropout/serial killer now begins to experience extreme depression from his actions. Mental Wealth workers call it Post Traumatic
Stress Syndrome. But the only people who experience traumatic stress in Iraq are the Iraqi women being raped by Semper Fi's before they shot and killed them.
Good thing serial killer/high school dropout has never read the research
of Ian Stevenson MD whose groundbreaking study of 3,000 children who remember previous lives provides the science for the existence of reincarnation. see
http://www.telegraph.co.uk/news/obituar ... enson.html" onclick="window.open(this.href);return false;

What this means for high school dropout is that he will be coming back
again for another life . Of course so will the people he murdered , so for practical purposes he has another couple hundred lives he has to live getting "wacked" by the life forms he semper fi'd.

The difference this time is the raped and murdered have had some time to ponder while they wait for him to pass over, how they will "do" Mr Semper Fi- the high school drop out serial killer.

Mr high school dropout comes back from Iraq out of work unless he re-enlists. There are not to many job openings for serial killers until he lands a job working with his be all you can be buddies at the local police department or the FBI.

Crow Indians’ Lawsuit Against F.B.I. Agent Can Proceed

Two families from the Crow Indian Reservation in Montana can proceed with a lawsuit against an F.B.I. agent that accuses him of failing to properly investigate crimes against Native Americans on and around the reservation, the United States Supreme Court has ruled.

The court’s decision upholds a 2010 federal court ruling that said the F.B.I. agent, Matthew Oravec, did not have qualified immunity from legal action, a protection usually given to government employees when acting in an official capacity — and a status sought by the Justice Department, which had appealed the ruling by the Ninth District Court of Appeals.

“The decision puts federal and state law enforcement agents on notice that they may be held personally liable if they discriminate against Indians in investigating crimes against them,” said Patricia S. Bangert, a Denver lawyer who is representing one of the families.

Thanks, msfreeh, for the explanation. I applaud your efforts. Although I also don't believe all FBI agents are bad, I do believe the whole setup puts a lot of pressure on them to abuse their authority, just as you described. Interesting take on reincarnation. I had never thought of evil being perpetuated in that way.

I suspect people working in law enforcement see reincarnation payback every day.
How many times have you heard them say " the murder was senseless"
Unfortunately there is no connect with them and their personal lives.
Your belief system that all FBI agents are not all bad can be put in the collection of
quotes where people in Germany once said " not everyone in the gestapo was bad". eh?
You also might want to look at the crime family called the FBI and their organizational
model. I suspect you will find it is that of a death squad.

The issues I am trying to raise here have to do with making you a smart consumer of the
criminal justice system. After all you pay taxes and own the system but have no say in
how it is run, yet you are the primary consumer of a system that produces more vicious and competent
criminals.

RFK assassination witness tells CNN: There was a second shooter
Author: By Michael Martinez and Brad Johnson CNN
Apr 28 2012

As a federal court prepares to rule on a challenge to Sirhan Sirhan's conviction in the Robert F. Kennedy assassination, a long overlooked witness to the murder is telling her story: She heard two guns firing during the 1968 shooting and authorities altered her account of the crime.

Nina Rhodes-Hughes wants the world to know that, despite what history says, Sirhan was not the only gunman firing shots when Senator Kennedy was murdered a few feet away from her at a Los Angeles hotel.

"What has to come out is that there was another shooter to my right," Rhodes-Hughes said in an exclusive interview with CNN. "The truth has got to be told. No more cover-ups."

Her voice at times becoming emotional, Rhodes-Hughes described for CNN various details of the assassination, her long frustration with the official reporting of her account and her reasons for speaking out: "I think to assist me in healing -- although you're never 100% healed from that. But more important to bring justice."

"For me it's hopeful and sad that it's only coming out now instead of before -- but at least now instead of never," Rhodes-Hughes told CNN by phone from her home near Vancouver, Canada.

Sirhan, the only person arrested, tried and convicted in the shooting of Kennedy and five other people, is serving a life sentence at Pleasant Valley State Prison in Coalinga, California.

The U.S. District Court in Los Angeles is set to rule on a request by the 68-year-old Sirhan that he be released, retried or granted a hearing on new evidence, including Rhodes-Hughes' firsthand account.

At his 1969 trial, Sirhan's original defense team never contested the prosecution's case that Sirhan was the one and only shooter in Kennedy's assassination. Sirhan testified at his trial that he had killed Kennedy "with 20 years of malice aforethought," and he was convicted and sentenced to death, which was reduced to life in prison in 1972.

Their current battle has prosecutors and Sirhan's new lawyers engaging directly the merits of new evidence -- as well as witness recollections such as Rhodes-Hughes' account -- never argued before a judge.

Prosecutors under the attorney general are contending that Rhodes-Hughes heard no more than eight gunshots during the assassination. In court papers filed in February, Harris and prosecutors argue that Rhodes-Hughes was among several witnesses reporting "that only eight shots were fired and that all these shots came from the same direction."

Sirhan's lawyers are challenging those assertions.

In a response also filed in federal court in Los Angeles, the defense team led by New York attorney William Pepper contends that the FBI misrepresented Rhodes-Hughes' eyewitness account and that she actually had heard a total of 12 to 14 shots fired.

"She identified fifteen errors including the FBI alteration which quoted her as hearing only eight shots, which she explicitly denied was what she had told them," Sirhan's lawyers argued in February, citing a previously published statement from Rhodes-Hughes.

The FBI and the California attorney general's office both declined to comment to CNN on the controversy over Rhodes-Hughes' witness account since the matter is now being reviewed by a federal judge.

Rhodes-Hughes was a television actress in 1968 who worked as a volunteer fundraiser for Kennedy's presidential campaign.

The FBI report indicates that Rhodes-Hughes was indeed inside the kitchen service pantry of the Ambassador Hotel during the crucial moments of the Kennedy shooting, but she contends the bureau got details of her story wrong, including her assertions about the number of shots fired and where the shots were fired from.

Rhodes-Hughes, now 78, tells CNN she informed authorities in 1968 that the number of gunshots she counted in the kitchen pantry exceeded eight -- which would have been more than the maximum Sirhan could have fired -- and that some of the shots came from a location in the pantry other than Sirhan's position.

Robert Kennedy was the most seriously wounded of the six people shot inside the hotel pantry on June 5, 1968, only moments after the New York senator had claimed victory in California's Democratic primary election. The presidential candidate died the next day; the other victims survived.

The Los Angeles County coroner determined that three bullets struck Kennedy's body and a fourth passed harmlessly through his clothing. Police and prosecutors declared the four bullets were among eight fired by Sirhan acting alone.

Rhodes-Hughes tells CNN the FBI's eight-shot claim is "completely false." She says the bureau "twisted" things she told two FBI agents when they interviewed her as an assassination witness in 1968, and she says Harris and her prosecutors are simply "parroting" the bureau's report.

"I never said eight shots. I never, never said it," Rhodes-Hughes told CNN. "But if the attorney general is saying it then she's going according to what the FBI chose to put into their report."

"There were more than eight shots," Rhodes-Hughes said by phone. She says that during the FBI interview in her Los Angeles home, one month after the assassination, she told the agents that she'd heard 12 to 14 shots. "There were at least 12, maybe 14. And I know there were because I heard the rhythm in my head," Rhodes-Hughes said. She says she believes senior FBI officials altered statements she made to the agents to "conform with what they wanted the public to believe, period."

"When they say only eight shots, the anger within me is so great that I practically -- I get very emotional because it is so untrue. It is so untrue," she said.

Contacted by CNN for comment, Sirhan lead attorney William Pepper called the alleged FBI alteration of Rhodes-Hughes' story "deplorable" and "criminal" and said it "mirrors the experience of other witnesses."

Other witnesses also mentioned more than eight shots

Law enforcement investigators have always maintained that only eight shots were fired in the RFK assassination, all of them by Sirhan. His small-caliber handgun could hold no more than eight bullets.

But released witness interview summaries show at least four other people told authorities in 1968 that they heard what could have been more than eight shots. The following four witness accounts appear not in FBI reports but in Los Angeles Police Department summaries:

-- Jesse Unruh, who was speaker of the California Assembly at the time, told police that he was within 20 to 30 feet behind Kennedy when suddenly he heard a "crackle" of what he initially thought were exploding firecrackers. "I don't really quite remember how many reports there were," Unruh told the LAPD. "It sounded to me like somewhere between 5 and 10."

-- Frank Mankiewicz, who had been Kennedy's campaign press secretary, told police that he was trying to catch up to the senator when he suddenly heard sounds that also seemed to him to be "a popping of firecrackers." When an LAPD detective asked Mankiewicz how many of the sounds he'd heard, he answered: "It seemed to me I heard a lot. If indeed it had turned out to have been firecrackers, I probably would have said 10. But I'm sure it was less than that."

-- Estelyn Duffy LaHive, who had been a Kennedy supporter, told police that she was standing just outside the kitchen pantry's west entrance when the shooting erupted. "I thought I heard at least about 10 shots," she told the LAPD.

-- Booker Griffin, another Kennedy supporter, told police that he had just entered the pantry through its east entrance and suddenly heard "two quick" shots followed by a slight pause and then what "sounded like it could have been 10 or 12" additional shots.

An analysis of a recently uncovered tape recording of the shooting detected at least 13 shot sounds erupting over a period of less than six seconds. The audiotape was recorded at the Ambassador Hotel by free-lance newspaper reporter Stanislaw Pruszynski and is the only known soundtrack of the assassination.

Audio expert Philip Van Praag told CNN that his analysis establishes the Pruszynski recording as authentic and the 13 sounds electronically detected on the recording as gunshots.

"The gunshots are established by virtue of my computer analysis of waveform patterns, which clearly distinguishes gunshots from other phenomena," he said in an e-mail. "This would include phenomena that to human hearing are often perceived as exploding firecrackers, popping camera flashbulbs or bursting balloons."

Van Praag's Pruszynski recording findings are now a major point of controversy among new evidence being argued between the two sides in the Sirhan federal court case. Harris contends that his findings amount to an "interpretation or opinion" that is not universally accepted by acoustic experts.

CNN initially reported on Van Praag's audio analysis in 2008 and then with additional details in a BackStory segment in 2009.

Shots fired from two different locations

California prosecutors have argued that witnesses heard shots coming from only one location, but Rhodes-Hughes tells CNN that while the first two or three shots she heard came from Sirhan's position several feet in front of her, she also heard gunshots "to my right where Robert Kennedy was."

According to the autopsy report, the coroner concluded that the senator's body and clothing were struck from behind, at right rear, by four bullets fired at upward angles and at point-blank range. Yet witnesses said Sirhan fired somewhat downward, almost horizontally, from several feet in front of Kennedy, and witnesses did not report the senator's back as ever being exposed to Sirhan or his gun.

In his analysis of the Pruszynski sound recording, Philip Van Praag found that five of the gunshots captured in the tape were fired opposite the direction of Sirhan's eight shots. Van Praag also concluded that those five shots -- the third, fifth, eighth, 10th and 12th gunshots within a 13-shot sequence -- displayed an acoustical "frequency anomaly" indicating that the alleged second gun's make and model were different from Sirhan's weapon.

A chance meeting with Robert Kennedy

The path that eventually led Nina Rhodes-Hughes to the Ambassador Hotel kitchen pantry began 2½ years earlier during a chance meeting with Robert Kennedy at NBC-TV studios in Burbank, California. She was being made up for her co-starring role in the daytime drama "Morning Star" when Kennedy suddenly entered the makeup room. The actress was starstruck. "I saw Robert Kennedy and everything else disappeared from view," she said. "There was an aura about him that was very captivating. He kind of pulled you in. His eyes were very deep set and they were very blue. And when you looked at him, you got very drawn in to him."

As Rhodes-Hughes remembers it, the senator had arrived to pre-record an interview on "Meet the Press" and the two discussed political issues while awaiting their separate TV appearances. "Here I am, just an actress in a soap opera, and he took the time to have an in-depth conversation with me," said Rhodes-Hughes, who was then known professionally by her screen name Nina Roman.

As impressed as Rhodes-Hughes was with Robert Kennedy, she says the senator indicated that he himself was impressed with her ability to quickly memorize many pages of TV script. She says he confided to her that he had no such talent himself but that his older brother, the assassinated President John F. Kennedy, had possessed similar skills.

"Our conversation basically was the clincher for me," Rhodes-Hughes told CNN. "I said to him, 'You know, I have followed your career in politics and I really believe in you and I love all the things that you did -- and are trying to do, and propose to do -- and so if ever you declare yourself a candidate for the presidency, I will work for you, heart and soul.' And he smiled and said, 'Well, I don't know if that's going to happen.' And he was very humble and very sweet."

Rhodes-Hughes says that later, in the spring of 1968, shortly after Kennedy announced his candidacy for the presidency, she helped form a campaign support group in Los Angeles called "Young Professionals for Kennedy" and assisted in raising funds for the California phase of the senator's White House bid.

Weeks later, as he claimed victory in the California primary, addressing hundreds of supporters in the Ambassador Hotel's Embassy Room shortly after midnight on June 5, Kennedy paid tribute to the many volunteers, like Rhodes-Hughes, who had assisted his campaign. Referring to his own role during his brother's successful run for the presidency in 1960, Kennedy told them, "I was a campaign manager eight years ago. I know what a difference that kind of an effort and that kind of a commitment makes."

Trying to keep Kennedy from heading to the pantry

For Rhodes-Hughes there was one more commitment to keep. She had promised Kennedy aide Pierre Salinger that following the candidate's victory speech she would try to meet the senator as he exited the ballroom and usher him to a backstage area where Salinger had been keeping abreast of the California primary returns. She says although she and another campaign volunteer made sure to carefully position themselves to greet the candidate, the opportunity never came. According to Rhodes-Hughes, shortly after Kennedy completed his remarks in the Embassy Room, he was whisked away by others down a corridor and toward the kitchen pantry while she scurried to catch up.

"No, no, that's the wrong way!" Rhodes-Hughes tells CNN she shouted to the senator and his escorts as she chased after them in an unsuccessful effort to turn them around. "It's this way! Come back! You're going the wrong way!"

Kennedy and Sirhan almost face-to-face

Rhodes-Hughes says that after she entered the kitchen pantry's west entrance, she could see Kennedy in left profile, "greeting" well-wishers a few feet ahead of her. She says a moment later she was looking at the back of the senator's head, as he continued onward, when suddenly the first two or three shots were fired.

"I saw his left profile. And then, very, very quickly, he was through greeting, and he turned and went into the original direction that he was being ushered to," Rhodes-Hughes told CNN. "At that point, I saw the back of his head and part of his shoulders and back."

"My eyes were totally on him, and all of a sudden I started hearing popping sounds, which I thought at first were flashbulbs from a camera," she said. It was Rhodes-Hughes' account of Kennedy's movements in the pantry that Sirhan's lawyer Pepper focused on in particular when CNN asked him to comment on Rhodes-Hughes' account of the shooting.

"This observation is vital," said Pepper. "Her clear recollection of being some short distance behind the Senator and seeing his left profile and then seeing him quickly turning so that the back of his head was in her sight at the time the shooting began -- this reveals that the Senator was almost directly facing Sirhan just before he took three shots, from behind, in his back, and behind his right ear at powder burn range, making it impossible for Sirhan to have been Robert Kennedy's shooter," the defense attorney said in an e-mail to CNN. "It clearly evidences the existence of a second gunman who fired from below and upward at the Senator."

Rhodes-Hughes says that while she was behind Senator Kennedy, looking at the back of his head and hearing the first two or three gunshots, Kennedy did not appear to be struck by bullets at that point.

Still believing the first shots were merely flashbulbs, she says she then took her eyes off the senator, while turning leftward, and caught her first glimpse of Sirhan standing in front of Kennedy and to the candidate's left.

She told CNN that the 5-foot-5-inch tall Sirhan was propped up on a steam table, several feet ahead of her and slightly to her own left. Rhodes-Hughes says part of her view of Sirhan was obstructed and she could not see the gun in his hand but she says that, as soon as she caught sight of Sirhan, she then heard more shots coming from somewhere past her right side and near Kennedy. She told CNN that at that point she was hearing "much more rapid fire" than she initially had heard.

In his recent analysis of the Pruszynski recording, Philip Van Praag found that some of the tape's 13 captured shot sounds were fired too rapidly, at intervals too close together, for all of the gunshots in the pantry to have come from Sirhan's Iver Johnson revolver alone.

Sirhan's lawyers report in their federal court papers that gunshot echoes have been ruled out as the cause of the Pruszynski recording's "double shots." Ricochets also are ruled out according to Pasadena, California, forensic audio engineers who verified Van Praag's Pruszynski findings for the 2007 Investigation Discovery Channel television documentary "Conspiracy Test: The RFK Assassination."

'They've killed him! They've killed him!'

Rhodes-Hughes told CNN she heard gunshots coming from some place not far from her right side even while Sirhan was being subdued several feet in front of her. "During all of that time, there are shots coming to my right," she said. "People are falling around me. I see a man sliding down a wall. Then I see Senator Kennedy lying on the floor on his back, bleeding. And I remember screaming, 'Oh no! Oh, my God, no!' And the next thing I know, I'm ducking but also in complete shock as to what's going on.

"And then I passed out," she said.

Rhodes-Hughes says that, moments later, while she was regaining consciousness from having fainted to the floor, she noticed that her dress was wet and that she was missing a belt and one of her shoes. It was clear to her that she had been trampled, but she was unhurt.

She then looked across the room and saw Kennedy once again, lying on the floor and bleeding, this time with his wife Ethel kneeling and trying to comfort him. Rhodes-Hughes says the sight horrified her, sending her screaming out of the pantry and back through the corridor, where she was attended to by her then-husband, the late television producer Michael Rhodes.

"I'm running out of the pantry and I'm yelling, 'They've killed him! They've killed him! Oh, my God, he's dead! They've killed him!'" Rhodes-Hughes told CNN. "Now, the reason I said, 'they' is because I knew there was more than one shooter involved."

L

Rhodes-Hughes describes the events of early June 1968 as "the most iconoclastic experience" of her life.

"Although it was 44 years ago, I will swear that this is exactly what happened. I remember it like it was almost yesterday, because you don't forget something like that when it totally changes your life forever," she said. "It took a great toll on me. For a while, even the backfiring of a car would send me into tears."

Never called to testify

Despite the fact her FBI interview summary indicates Nina Rhodes-Hughes was inside the kitchen pantry during the assassination, she was never called to testify at Sirhan's 1969 trial or at any subsequent inquiry over the years. Rhodes-Hughes says she made a point of telling two FBI agents in 1968 that she would be willing to make herself available to appear as a witness anywhere at anytime and to testify "that there were more shots."

"They never wrote that down," she says of the FBI agents who conducted the interview in her Los Angeles home. She also says that when the pair of agents departed following their visit, they forgot to take along their attaché case and, minutes later, had to return to her residence and retrieve it.

Rhodes-Hughes says that, in the months following the June 5, 1968 assassination, she and some others who had been at the Ambassador Hotel refused news media interviews so as to avoid interfering with preparations for Sirhan's trial. It wasn't until the 1990s that Rhodes-Hughes was asked whether she would ever be willing to testify under oath -- an invitation coming not from a prosecutor or law enforcement official but from author Philip H. Melanson, a chancellor professor of policy studies at the University of Massachusetts Dartmouth.

At Melanson's request, Rhodes-Hughes reviewed her 1968 FBI interview summary for the first time and found it contained more than a dozen inaccuracies. She provided Melanson with a statement, but the professor died some years later and Rhodes-Hughes once again missed her opportunity to testify. Before his death, Melanson published Rhodes-Hughes' statement in "Shadow Play," a book he co-authored with William Klaber in 1997 and one of several Melanson wrote on the Robert Kennedy assassination.

Rhodes-Hughes recounted the Kennedy shooting and her initial contact with Melanson in a 1992 interview on "Contact," a local TV program carried at the time in Vancouver by Rogers Cable.

Defense attorney William Pepper calls Rhodes-Hughes' recollections "significant verification" of new assassination evidence that the Sirhan legal team is currently presenting. "It provides further verification of a dozen or more gunshots and mirrors the experience of other witnesses which confirms the existence of the cover-up efforts," he told CNN.

"Along with all of the other evidence we have provided, one wonders why it has taken so long for this innocent man to be set free, a new trial to be ordered or, at least, a full investigatory hearing to be scheduled," Pepper said. "Nothing less than the credibility and integrity of the American criminal justice system is at stake in this case."

Sirhan Sirhan's current legal team is doing something his original lawyers never did. They are asserting that Sirhan did not shoot Kennedy.

Sirhan's original defenders had decided at the outset that Sirhan was the lone shooter. Because Sirhan's initial lawyers presented a diminished capacity case in 1969, they never pursued available defenses. Evidentiary conflicts, and issues such as a possible second gun, simply were not addressed at Sirhan's 1969 trial. Most of the original prosecution's evidence was stipulated by the original defense team, which agreed that Sirhan had killed the presidential candidate.

Nina Rhodes-Hughes opposes freedom for Sirhan Sirhan, whom she regards as one of two gunmen firing shots inside the Ambassador Hotel kitchen pantry. "To me, he was absolutely there," she said. "I don't feel he should be exonerated."

Rhodes-Hughes insists the full truth of Robert Kennedy's murder has been suppressed for decades, and says she hopes that it will now finally come out and that the alleged second shooter will be identified and brought to justice.

"There definitely was another shooter," said Rhodes-Hughes. "The constant cover-ups, the constant lies -- this has got to stop."

CNN exclusive: FBI misconduct reveals sex, lies and videotape

By Scott Zamost and Kyra Phillips, CNN Special Investigations Unit
January 27, 2011

Washington (CNN) -- An FBI employee shared confidential information with his girlfriend, who was a news reporter, then later threatened to release a sex tape the two had made.

A supervisor watched pornographic videos in his office during work hours while "satisfying himself."

And an employee in a "leadership position" misused a government database to check on two friends who were exotic dancers and allowed them into an FBI office after hours.

These are among confidential summaries of FBI disciplinary reports obtained by CNN, which describe misconduct by agency supervisors, agents and other employees over the last three years.

FBI agent charged with hacking
Russia alleges agent broke law by downloading evidence

In a first in the rapidly evolving field of cyberspace law, Russia’s counterintelligence service on Thursday filed criminal charges against an FBI agent it says lured two Russian hackers to the United States, then illegally seized evidence against them by downloading data from their computers in Chelyabinsk, Russia.

IGOR TKACH, an investigator with Russia’s Federal Security Service, or FSB, started criminal proceedings against FBI Agent Michael Schuler for unauthorized access to computer information, according to the Interfax news agency.

The agency reported the complaint had been forwarded to the U.S. Justice Department and that the FSB was awaiting a response.

Did I mention the following was funded by your tax dime?

We brought attorney John Clark to speak in our community about his lawsuit

The federal investigative records on this web site prove the existence of an FBI / Independent Counsel / Media cover-up of the murder of deputy White House counsel Vincent Foster. We have been told that Foster's death has been thoroughly investigated by our government and media. They have lied to the public.

Three federal judges attached evidence of the murder to Independent Counsel Kenneth Starr's Report on Foster's death. Starr's lead investigator, Assistant U.S. Attorney Miquel Rodriguez, admits in taped telephone conversations that Robert Fiske and Kenneth Starr's office covered-up the murder. The media was informed and remains silent.

Vol. 2 No. 11 (November, 1992) pp. 187-188

CLOAK AND GAVEL: FBI WIRETAPS, BUGS, INFORMERS, AND THE SUPREME COURT by Alexander Charns. Champaign, Illinois: University of Illinois, 1992. 206 pp. Cloth $24.95.

Reviewed by David M. O'Brien, Department of Government and Foreign Affairs, University of Virginia.

This engaging and often disturbing book sheds new light on the illegal and unethical activities of the Federal Bureau of Investigation (FBI), along with some Supreme Court justices' highly questionable associations and unethical collaboration with the bureau. Based primarily on FBI files, Alexander Charns, a practicing attorney, begins by recounting his eight year-long litigation battle to force the bureau to release under the Freedom of Information Act its files on the Supreme Court and individual justices. In addition, Charns draws on several of the justices' papers at the Library of Congress and, notably, obtained access to Justice Abe Fortas's papers, which are located at Yale University and closed to the public until the year 2000.

The obsession of FBI director J. Edgar Hoover with combating Communism and Left-wing "subversives" through infiltration, wiretapping, and bugging has been well documented elsewhere. But, the extent to which Hoover directed his campaign at the Court has not received much attention. That, of course, has been largely because the FBI's files have remained secret. And that is where Charns's persistence and research makes a genuine contribution. His story of the FBI and federal judges' collaboration remains far from complete, to be sure, due to the bureau's secret filing systems, destruction of records, and censorship of materials that have been made available. Yet, Charns reveals that Hoover made it a practice to try to curry favor with some justices, to promote or cut short the careers of others, and to otherwise influence the federal judiciary. Moreover, between 1945 and 1974 at least twelve justices were overheard in more than 100 wiretapped conversations and Charns establishes some highly inappropriate connections between Hoover and members of the Supreme Court and the federal judiciary.

Not surprisingly, as with much of the Washington community Hoover sought covert access to and influence in the Court. And as the Warren Court moved in more liberal directions when dealing with alleged Communists in the 1950s and then the rights of the accused in the 1960s, Hoover became increasingly concerned. Hoover persuaded Court employees to inform FBI agents about the Court's deliberations, for example, in the case of Ethel and Julius Rosenberg. Later, he directed an investigation of Earl Warren and maintained files on Justice William 0. Douglas, among other justices, that included material obtained through unauthorized wiretaps. On the basis the latter material, according to Charns, Hoover may have dissuaded President Harry Truman from elevating Justice Douglas to chief justice in 1946. But, on this score Charns's evidence appears weak and circumstantial. And the competing influences and pressures on Truman when naming his friend Fred Vinson to the Court's center chair are greater and more complex that Charns concedes. In illuminating detail, however, Charns recounts how almost two decades later Hoover armed Representative Gerald R. Ford with his file on Douglas prior to Ford's bungled attempt to impeach the justice in the House of Representatives.

More revealing and disturbing is Charns's reconstruction of events in 1966 when Hoover managed to persuade Justice Abe Fortas, whom he once considered a "sniveling liberal," to keep FBI agents abreast of the Court's deliberations in a pending case. The case involved the bureau's unauthorized bugging of the hotel room of Washington lobbyist Fred Black, a close friend of Bobby Baker, who -- like Justice Fortas -- was one of President Lyndon Johnson's intimate associates. Although Justice Fortas recused himself from the case, this story of judicial impropriety comprises the heart of Charns's book and adds another chapter to the volumes already written about Justice Fortas's indiscretions and improper activities on and off the bench.

Page 188 follows:

Admittedly, as a relentless foe of the FBI and advocate-turned-author, Charns occasionally gets carried away. The significance of the FBI's assisting various justices in making travel arrangements, running background checks on potential law clerks and judicial fellows, or helping Chief Justice Warren Burger bring Oriental rugs back to the United States from England in 1985, for instance, appears highly debatable.

Still, Charns makes a strong case for his claim that "An FBI report on a nominee's background should be viewed with as much skepticism as reports submitted by other interest groups." (p. 130) He does so by revealing Hoover's directives in the 1950s to FBI field offices to identify potential judicial nominees who appear friendly to the bureau, and which turned up the likes of Potter Stewart and Warren E. Burger. Charns also highlights the importance of the FBI's uneven reports on judicial nominees and their selective use by the bureau, as well as the FBI's occasional memos to Department of Justice attorneys suggesting that they forum shop in order to have cases heard by judges known to be sympathetic to the bureau.

Finally, and even more disturbing than Justice Fortas's indiscretions and some other revelations, is the evidence Charns unearths concerning Chief Justice Burger's links with the FBI and federal Judge Edward Tamm (a former FBI assistant director) and their efforts to recruit former FBI agents as court administrators. Alas, Charns does not fully explore these connections or what he terms Chief Justice Burger's "hidden political agenda" (p. 124) in pushing reforms in the area of judicial administration. But, his book is the place for others to begin. And his documentation of the unethical and at times illegal activities of those within the FBI and the federal judiciary underscores his concluding recommendations that the working papers of both the bureau and the justices ought to be made public after a reasonable period of time. Unfortunately, Charns's book may well contribute to precisely the opposite result: former justices destroying or censoring papers before making their collections available as public records, just as has been the FBI's practice.

Two daughters of former state and federal law enforcement official Edward Rodgers were awarded $2.319,400 yesterday, after a Denver judge and jury found that the women suffered years of abuse at the hands of their father.

The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers’ four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965.

Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA’s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children.

FBI HRT: 30 Years of Service
February 2, 2013

QUANTICO, VA - Last month marked the 30th anniversary of the FBI’s Hostage Rescue Team (HRT)—federal law enforcement’s only full-time counterterrorism unit—a highly trained group of special agents often called upon during the toughest times.

When needed, the team is prepared to deploy within four hours of notification to anywhere in the U.S. in response to terrorist incidents, hostage situations, and major criminal threats. Although the HRT has been tasked to fill a variety of roles throughout the years, its highest priority has always been to react to a major terrorist incident and to ensure the safe release of hostages.

“There is no greater mission we have than to save somebody’s life,” said Kevin Cornelius, a former HRT operator who now commands the team.

Although the HRT was originally conceived to provide a tactical response to terrorism (see sidebar), the team possesses capabilities that do not exist anywhere else in civilian law enforcement. Operators are able to fast-rope out of helicopters, parachute with full mission equipment, and conduct advanced SCUBA techniques. They are trained to be superior marksmen, proficient in a variety of breaching techniques—including explosives—and experts in close-quarter tactics. Each operator’s skill and training ensures that the HRT can launch assaults with speed, precision, and, if necessary, deadly force.

U.S. law enforcement relies on a tiered response to critical incidents such as a terrorist attack or hostage situation. First responders usually come from the local and state level and might include SWAT teams and crisis negotiators. If a situation cannot be resolved at that level, federal assets such as the HRT may be called in.

HRT operators also provide technical and tactical assistance to FBI field offices, which often leads to the apprehension of violent offenders. Most of the HRT’s operations in the U.S. occur as a result of detailed investigations conducted by special agents in the field.

Since the first generation of HRT operators were trained in 1983, team members have deployed domestically and around the globe nearly 800 times, putting themselves in harm’s way to help safeguard the nation and to save lives.

“As an elite counterterrorism tactical team for law enforcement, the HRT is one of the best, if not the best, in the United States,” said Sean Joyce, deputy director of the FBI and former HRT operator. “They are elite because of their training,” he explained. “But they are FBI agents first and foremost, and they have the ability to perform special agent duties—whether it’s obtaining evidence or interviewing an individual—anywhere in the world while being able to operate in all types of environments, no matter how inhospitable.”

Ex-Agent Accuses FBI Of Retaliation Over Race Suit

by Dina Temple-Raston

May 13, 2009

A former FBI agent at the center of one of the biggest discrimination cases in the agency's history has filed a new lawsuit, in which he says the FBI continues to exact retribution for a case he settled back in 1990.

Donald Rochon was 37 years old when he filed his landmark discrimination suit against the FBI. Rochon, who is black, was a young agent in Omaha, Neb., when some troubling things started to happen. In one incident, Rochon returned to his desk to find that someone had put a picture of monkey over his son's face in a family photograph.

Another episode took place shortly after Rochon learned to scuba dive. "Their ideology [was that] blacks couldn't swim," he says. "And they put up a photograph of me and another black person swimming in a garbage dump."

The situation escalated when Rochon and some of his tormentors were transferred to Chicago. He started getting death threats. In one instance, white agents said they would cut off his genitals. Then, about a week later, a death and dismemberment insurance policy appeared on Rochon's desk.

"That was traced back to an FBI agent," he says. The agent forged Rochon's signature on the policy.

The FBI supervisor said it was harmless fun and wrote the incidents off as pranks.

In separate investigations, the Justice Department and Equal Employment Opportunity Commission saw it differently. They found that Rochon was humiliated by agents because he was black. The former special agent in charge of the Omaha office told the EEOC that he considered the pranks to be "healthy" and a sign of "esprit de corps." He said he was aware of Rochon's racial harassment complaints, but he didn't take any formal action.

FBI arrests Malcolm X grandson en route to Iran

The grandson of the late African-American civil rights leader Malcolm X has been arrested by FBI agents on his way to Iran, Press TV reports.

Muslim civil activist Malcolm Shabazz was reportedly arrested before starting his scheduled visit to Tehran to attend a conference on Hollywoodism, sources outside the United States confirmed on Monday.

The Federal Bureau of Investigation has refused to provide any information about his whereabouts.

Tehran hosted the third Hollywoodism International Conference, on the sidelines of the 31st Fajr International Film Festival in the Iranian capital Tehran on Sunday.

Many filmmakers, directors, actors, and movie critics as well as politicians and economists took part in the conference.

Mike Gravel, a former US Senator who attended the conference, condemned Hollywood’s role in imposing imperialistic views on the people of the world.

“Hollywood is just a tool of the American government and European governments to pursue their imperialistic views whether it is in economy...culture…or religion,” Gravel stated.

The first Hollywoodism and Cinema Conference was held in Iran in 2011.

FBI director defends bureau over test cheating

By Adam Goldman and Matt Apuzzo / The Associated Press
Wednesday July 28, 2010
http://www.wacotrib.com/news/nation/FBI ... ting-.html" onclick="window.open(this.href);return false;

FBI Director Robert Mueller told Congress on Wednesday that he doesn't know how many of his agents cheated on an important test about the limitations of the bureau's powers to conduct surveillance and open cases without evidence that a crime has been committed.

The Justice Department inspector general is investigating whether hundreds of FBI agents cheated on the test — a brewing scandal that could be further embarrassment for the FBI as it continues cleaning up after years of collecting phone records without court approval.

Asked by Sen. Patrick Leahy, D-Vt., about an Associated Press report on the cheating, Mueller told the Senate Judiciary Committee he didn't know the exact number of agents involved.

In FBI records, clues about a photographer's work as an informant

February 8, 2013, 6:30 a.m.

Ernest Withers watched the trajectory of the civil rights movement from behind his camera lens.

He was in Mississippi in 1955 when an all-white jury acquitted two white men accused of brutally murdering Emmett Till, a visiting black Chicago teenager, for whistling at a white woman.

He was in Alabama a year later when Martin Luther King Jr. rode a bus on the first day the Montgomery transit system was desegregated.

He was in Memphis in the spring of 1968 to support striking black sanitation workers. And he was in King's Memphis hotel room on April 4 when James Earl Ray leaned out a nearby rooming house window and fired his rifle, assassinating the civil rights leader.

The renowned black photographer captured intimate, iconic moments. When he died in 2007 at age 85, his obituaries illustrated that he too was an icon.

Three years later, however, a Memphis newspaper broke a story that rocked the country: Its two-year investigation showed Withers had long worked as an informant for the FBI.

The Commercial Appeal article, which reporter Marc Perrusquia wrote using documents obtained from the FBI, revealed that between 1968 and 1970, Withers slipped the FBI tips and photographs “detailing an insider's view of politics, business and everyday life in Memphis' black community.”

Although the most of the documents were redacted, the newspaper pieced together key tidbits of information, including Withers’ confidential informant number - ME 338-R. The “R,” the article said, meant Withers had worked as a racial informant.

The article not only raised questions about Withers’ legacy, but it also provided a sneak peek into the labyrinth-like process of requesting information from the government.

Two months after the story broke in 2010, Perrusquia and the Memphis Publishing Co., the newspaper’s publisher, lodged a Freedom of Information Act lawsuit against the FBI. Although the early trove of documents had alluded to Withers’ work as an informant, Perrusquia wanted a copy of the confidential informant file.

The FBI refused. The agency wouldn’t even say whether such a file existed.

In a court memorandum filed last year, the FBI wrote: “To the extent plaintiff Perrusquia claims that the FBI’s release of Withers’ public corruption files disclosed information from which he could deduce Withers’ alleged status as a confidential informant, any such disclosure would have been inadvertent.”

U.S. District Judge Amy Berman Jackson in the District of Columbia ruled, however, that Withers’ status as a confidential informant had already been confirmed, and she ordered the FBI to turn over a more detailed reasoning for why it denied Perrusquia’s request.

Sex charges dropped against FBI informant in Georgia terror case

February 9, 2013

Joseph Sims

Joseph Sims

More than 100 sex-related charges have been dropped against an FBI informant in a case involving four Georgia militia members accused of plotting terrorist attacks.

As part of a plea deal reached Thursday in Anderson, Joseph Harold Sims will serve less than five months in prison for possession of child pornography. He pleaded guilty to 21 counts of third-degree sexual exploitation of a minor. According to indictments, Sims had stored images on a computer showing minors engaging in sexual activity.

But the 47-year-old Iva man will not stand trial on charges of incest, indecent exposure and disseminating obscene material to a person under 18 years of age. He also had been charged with two counts of attempting or committing a lewd act on a child under 16 years of age and dozens of additional counts of sexual exploitation of a minor, court records show.

Acting as an informant, Sims played a pivotal role in the investigation that led to the 2011 arrests of four northeast Georgia men who allegedly plotted to assassinate U.S. Attorney General Eric Holder and to make a deadly toxin, according to federal court records. The men were between 55 and 73 years old at the time of their arrests.

then you can give this list to your friend and ask him why FBI agents are allowed to investigate cases of child abuse, eh?

Buffalo FBI Agent Busted
Dec 10, 2012

BUFFALO, NY - A Special Agent working in the Buffalo office of the FBI is due in Eden Town Court later this month, after being arrested by New York State Police last Friday night, charged with exposing himself to a fellow motorist on the New York State Thruway.

State Police Lt. David Denz confirmed for WGRZ-TV that John A. Yervelli Jr., 48, of Lakeview, was charged with Public Lewdness, a class B misdemeanor, punishable by up to 90 days in jail.

According to Denz, a truck driver from central New York was traveling in the right lane while east bound on the Thruway near mile marker 442, between Exits 57 and 57A, when he noticed a grey minivan pull alongside him in the passing lane.

The trucker told police that when he looked down, he noticed the driver of the other vehicle (who had turned his dome light on) was not wearing pants.

"At that point the complainant stated that the driver of the minivan was exposing himself and making lewd gestures," Denz told 2 On Your Side.

Denz says the trucker called police, who then intercepted the minivan at the Hamburg toll plaza, where the trucker also went to identify Yervelli. Denz said it appeared Yervelli was wearing pants when he was pulled over.

"He denied exposing himself," Denz told Channel 2, but added that "inconsistencies" in the account given by Agent Yervelli lead State Police to file charges.

A source says Yervelli insisted to the trooper who pulled him over that he was attempting to relieve himself into a bottle while he was driving. However, the location where he said that occurred was within a few miles (or minutes) of the exit he was headed to, and even closer to a Thruway rest stop.

"I don't want to give you too many specifics as far as what he stated, but he made statements that would lead you to believe that the truck driver's story was credible," Denz said.

Local attorney arrested
On child indecency accusations

Monday, 20 Apr 2009

MOBILE, Ala. - Mobile Police arrested 52-year-old Phillip Kent Baxley on child indecency charges. Baxley is a local attorney in Mobile, but he's also a former coach and acting president for the Mobile Soccer Club.

"I'm surprised to hear it," said Mobile Soccer Club Director, Mohammed Elzare. "He's a former FBI agent and attorney. So we're definitely saddened to hear this."

Baxley was arrested at his Dauphin Street office on a fugitive felony warrant out of Harris County, Texas.

Texas police officers say Baxley was involved in an incident with a nine-year-old girl in 2004.
Investigators say it happened at a family member's house in a Houston suburb, but the girl waited some time before saying anything.

"When the victim, the nine-year-old made the outcry she was interviewed in another county and all of the information was forwarded to us and the investigation went from there," said Lt. Wade Conner with the Deer Park, Texas Police Department.

Mobile Soccer Club Board Members say they were blind-sided by the news on Monday. For now, the board likely plans to distance itself from Baxley.

"Stopping ties until this situation is resolved and hopefully it comes out to a good outcome," said Elzare.

But Texas investigators are confident the charges will stick, despite Baxley's background. "If they're a pedophile then we deal with them all the same," said Wade. "It doesn't matter what they do for a living."

Baxley is locked up in the Mobile County Jail. That's where he'll stay until he's extradited to Texas.

(CNN) -- A former supervisory FBI agent has been arrested and jailed on child pornography charges.

Donald Sachtleben was taken into custody and charged Monday after a nationwide undercover investigation of illegal child porn images traded over the Internet.

A federal complaint alleges 30 graphic images and video were found on Sachtleben's laptop computer late last week when FBI agents searched his home, about 23 miles north of Indianapolis.

Sachtleben is currently an Oklahoma State University visiting professor, according to his online resume. He is director of training at the school's Center for Improvised Explosives, but all references to his work have now been removed from the university's website. There was no indication from the school as to whether it had suspended him. Calls to the university and his Indianapolis attorneys were not immediately returned.

He had been an FBI special agent from 1983 to 2008, serving as a bomb technician. He worked on the Oklahoma City bombing and Unabomber investigations, according to his university biography.

A separate LinkedIn profile filled out by Sachtleben says he is an "accomplished investigator with more than 25 years of experience in FBI major case management, counter terrorism investigations, bombing prevention, post blast investigations and public speaking."

Jail for former FBI worker from Va.
Washington Post Editors

A 65-year-old former FBI employee from Prince William County was sentenced to nearly four years in prison Friday for possessing child pornography.

Samuel I. Kaplan, of Gainesville, who pleaded guilty June 2 in U.S. District Court in Alexandria, was sentenced to 46 months behind bars.

Kaplan was an information technology program manager at an FBI facility in Chantilly when authorities discovered that he had used the FBI's computer network to "facilitate sexually explict communications," the Justice Department said.

Investigators said they later found 10 to 20 images on Kaplan's home computer showing juveniles involved in sex acts.

FBI agent convicted of daughters' abuse
July 11, 1993|By Traci A. Johnson | Traci A. Johnson,Staff Writer

An FBI agent who lives in Carroll County has been convicted of sexually abusing his daughters over a 14-year period.

The agent, as part of an agreement with prosecutors, pleaded guilty Friday before Circuit Judge Francis M. Arnold to two counts of second-degree sexual offense and two counts of child abuse.

The agent's name is being withheld to protect the privacy of the victims.

In exchange for the agent's plea, the state dropped 18 other counts against him, ordered a presentence investigation and agreed to let him remain free on $125,000 bond pending sentencing Sept. 10.

The agent was suspended from the FBI's Baltimore field office when he was arrested in December.

The original indictment also charged the man with fondling his oldest daughter's friend several years ago when the girl had slept over at the agent's home.

An investigation began after one of the man's daughters told a county child-abuse investigator of at least five incidents of molestation from 1980 to 1987, court documents said.

The victims said their father performed sexual acts ranging from fondling to intercourse beginning when each was preschool age. The abuse lasted until the girls were in their early teens, said Assistant State's Attorney Kathi Hill in a statement of facts presented in court.

In February, defense attorney John E. Harris Sr. tried unsuccessfully to have the case moved out of Carroll on the grounds that pretrial publicity had damaged the defendant's chance for a fair trial.

Ms. Hill said the state will recommend a sentence of 35 years in state prison, with 15 years suspended.

Although Ms. Hill said she once argued that the agent should be incarcerated until his trial, she said Friday she was not worried about whether he will return for his sentencing.

"Even if he'd take a walk, when he eventually comes back he wouldn't have to be tried again. He'd just be sentenced," Ms. Hill said. "There's not so much fear on our part, because we don't have to prove the case again."

The state will ask the court, as part of the agent's sentence, to impose five years of supervised probation and order him to have no contact with females under 18 and to undergo psychological therapy.

Judge Arnold also accepted a plea agreement Friday in which a Mount Airy hairdresser admitted sexually abusing a teen-age boy he befriended in 1990.

David Curtis Flynn of Grimes Court in Mount Airy was immediately sentenced to four years in prison for a second-degree sexual offense.

From January 1991 to November 1992, Flynn had a sexual relationship with the boy, whose family knew and trusted the man, according to a statement of facts that Ms. Hill read in court.

The victim told authorities that Flynn talked to him before the incidents, saying he had been abused as a child, Ms. Hill said.

"I am deeply sorry . . . in my soul," Flynn said. "None of my attentions were meant as wrongdoing. I showed [the victim] the kind of love and affection I was brought up with. I'm deeply sorry for upsetting his childhood."

Judge Arnold sentenced Flynn to 10 years in state prison, then suspended six years of the term.

The judge also ordered five years of supervised probation for the defendant after the prison term and ordered him to participate in all recommended treatment programs.

Mystery Over FBI Agent's Firing
Government shrouds details of why top child porn prober got canned

Mystery Over FBI Agent's Firing

AUGUST 20--The lead FBI investigator on several of the government's highest profile child porn prosecutions has recently been fired in connection with her work on those cases, though details of why the agent was terminated have been sealed by a federal judge.

The canning of Monique Winkis, 40, was just disclosed by federal prosecutors to a Tennessee defense lawyer who represents Timothy Richards, who was convicted in a case in which Winkis was the lead FBI agent. In an August 8 U.S. District Court filing, defense lawyer Kimberly Hodde stated that prosecutors had informed her that Winkis was canned due to her 'conduct in the investigation of cases related to Defendant Richards' prosecution.'

Specific details of Winkis's firing are contained in a court filing made by Department of Justice officials, a submission that was ordered sealed last week by Judge Aleta Trauger. In her court filing, Hodde argues that Richards, pictured at left, is entitled to details about the Winkis firing since the ex-prober was the FBI case agent assigned to his prosecution.

The Winkis firing was apparently first disclosed by government lawyers during a late-June status conference, at which Trauger set dates for court pleadings 're: FBI Wincus,' according to a court filing. Winkis did not respond to a detailed message left with her mother, and the federal prosecutor handling the Richards case did not return a message left at her office. An FBI spokesperson declined comment, noting that the agency is prohibited from discussing personnel matters.

According to court records, Winkis worked for the FBI for about 13 years, most recently from the bureau's Washington, D.C. headquarters where she was a supervisor in the Innocent Images Unit. In that capacity, Winkis developed cases based on information provided by Justin Berry, who began operating an X-rated Webcam business while still a teenager. Berry's cooperation was, in large part, arranged in late-2005 by Kurt Eichenwald, then a New York Times reporter investigating online child porn businesses.

According to a December 2005 Eichenwald story, the Times 'persuaded Justin to abandon his business and, to protect other children at risk, assisted him in contacting the Justice Department.' That Times report also quoted Winkis commenting on the breadth of potential targets identified as a result of Berry's cooperation and how 'hundreds of other kids that we are not aware of yet' could be saved from sexual abuse and exploitation.

Calif. FBI agent accused of paying for prostitutes

GREG RISLING | September 24, 2012
LOS ANGELES — An undercover FBI agent has been accused in court documents of spending U.S. taxpayer dollars on prostitutes in the Philippines for himself and others during an international weapons trafficking probe last year.

Deputy Federal Public Defender John Littrell filed a motion last week asking a judge to toss an indictment against his client, Sergio Santiago Syjuco, for "outrageous government misconduct." Syjuco, 25, and two other Philippine nationals have been charged with conspiracy and face up to 20 years in prison.

The agent, who wasn't identified in court documents, paid up to $2,400 each time he went to brothels with Syjuco and others to reward them for their work to secure weapons to ship to the U.S. without a license, court documents show.

"I have never seen anything like this during my career as a criminal defense lawyer," Littrell told The Associated Press on Monday. "I hope that the Department of Justice takes these allegations seriously, does a complete investigation, and ensures that whoever authorized this outrageous misconduct is held accountable."

FBI spokeswoman Laura Eimiller declined comment Monday, but federal prosecutors acknowledged in court documents that the agent sought nearly $15,000 in reimbursements for "entertainment" and other expenses related to the investigation. The prosecutors said they don't have any receipts from the clubs, but two of them listed in the filing, "Air Force One" and "Area 51," are suspected brothels.

No charges have been filed against the agent.

Syjuco, Cesar Ubaldo and Arjyl Revereza, a Philippines customs official, were charged earlier this year with violating arms import laws by selling a grenade launcher, a mortar launcher and other weapons to the undercover agent who said he was interested in buying high-powered weapons that could be used by drug cartels in the U.S. and Mexico.

The case was part of a federal investigation of Asian organized crime groups involved in the illicit trafficking of firearms.

The weapons were eventually loaded onto a ship that arrived at the Port of Long Beach in June 2011 and the items were seized by authorities.

Littrell argues that the agent – and none of the three defendants – arranged importing the weapons to the U.S. He also questioned why the weapons were first shipped from the Philippines to China, where it wasn't known whether officials there checked the container, before arriving in the U.S.

Littrell and an investigator recently visited the Philippines and interviewed several people who claim the agent, using an alias "Richard Han," paid for himself and others to have sex with prostitutes. Alex Escosio, who worked at Area 51, told defense attorneys that Han "always paid for everything, including alcohol, private rooms, food and girls for the entire group of people he brought in," court documents show.

"Although the government represents that these expenditures were for `entertainment and cocktail (tips included),' it is impossible that the agent could not have known that they money went toward prostitutes," Littrell wrote in court documents.

Area 51 was raided in May by Philippine authorities where 60 victims of sex trafficking were rescued, some of whom were underage girls, Littrell said. At least seven people were arrested.

A task force made up of FBI agents and D.C. police officers busted Keith Dietterle. The 28-year-old will appear for a preliminary hearing Tuesday.

Dietterle is accused of sending child pornography to another man he met in a chat room frequented by individuals who have a sexual interest children. But the person Dietterle was allegedly speaking with was a D.C. police detective.

According to court documents, agents say Dietterle thought he was communicating with a man who claimed to be sexually abusing a 3-year-old nephew and 12-year-old daughter. The detective wrote he and Dietterle discussed a possible meeting with the "children" for sex. Over a two week period, Dietterle sent three images via Yahoo instant messenger depicting child pornography, court documents state.

Dietterle is accused of later sending multiple links, including a 13-minute video, images and six separate videos of underage children all being sexually abused.
