Documents obtained from Boston City Hall through a public records request reveal that approximately 37 percent of precincts in the Boston metro area reported technological issues or system malfunctions with their voting machines in the 2012 general presidential election.

According to poll workers' reports from the 2012 election, at least 96 of the 255 precincts reported issues ranging from "lights out in voting booth" to "ballot count screwed up" and "machine shut off completely." The most common complaint that poll workers had with the voting systems was "scanner jammed."

To fix the jam, the poll workers have to call in a repairman to physically open the machine up, remove the offending ballots, and reset the system. Often, the poll workers reported consecutive jams.

In one instance, a repairman simply never showed up.

So how did this happen?

Massachusetts currently uses optical scanning equipment which takes in hand-marked paper ballots and tallies up the results at the polling location. Boston uses one of two different brands of voting equipment: the ES&S AutoMark and the Premier/Diebold (Dominion) AccuVote.

The problem is, the laws around certifying and regulating these machines are hazy.

The U.S. Election Assistance Commission (EAC) was created in 2002 as a part of the federal Help America Vote Act (HAVA) and was tasked with establishing some form of standardization for voting machines nationwide. What it came up with was the Voluntary Voting System Guidelines (VVSG) which outlines the standards and regulations that all voting machines should adhere to. The catch, of course, is that these guidelines are "voluntary."

Typically, jurisdictions will purchase their own voting systems which have been submitted for testing by the individual vendors. The vendors are responsible for assuring that the machines meet required standards (state standards at least, sometimes federal standards). After these machines are tested and approved for use, states can purchase them. However, the requirements vary from state to state.

As it stands, 37 states, including Massachusetts, require some aspect of federal testing. However, nine states have no federal testing or certification requirements whatsoever. With regard to these nine states (Florida, Maine, Montana, Nebraska, New Hampshire, New Jersey, Oklahoma, Oregon and Vermont), the National Conference of State Legislature website says:

"Statutes and/or regulations make no mention of any federal agency, certification program, laboratory, or standard; instead these states have state-specific processes to test and approve equipment (Note that even states that do not require federal certification typically still rely on the federal program to some extent, and use voting systems created by vendors that have been federally certified)."

The remaining four states refer to the federal standards but fall under other categories of certification.

But, as evidenced by the issues poll workers experienced in the 2012 election, even federal testing cannot prevent all malfunctions. At one precinct, the safety seal on the ballot box fell off.

These issues went as far as to cause discrepancies in the precinct's totals.

And in one case, an entirely new machine had to be brought in.

The source of these glitches and malfunctions wasn't cited in the reports, however, most of the issues can be attributed to aging equipment. Funding from HAVA for the voting machines was distributed to jurisdictions in a lump sum disbursement rather than in stipends over time. So, while the machines purchased with HAVA funding were all initially shiny and new, any repairs to the equipment would come at a cost to the state.

According to a study put out by the Brennan Center for Justice at the New York University School of Law, in 2016, Massachusetts will be using voting equipment that was purchased more than 15 years ago. And with each machine running a cost of around $3,000 multiplied by two units per precinct, the cost for Boston alone would near $1.5 million to replace them all.

The poll workers' reports, which can be accessed at the election department at Boston City Hall, are all handwritten and are not digitized. When asked what happens with these reports after the election concludes, Sabino Piemonte, acting elections chief for the city of Boston, said that a committee reads through them and issues a processing report citing any changes that may need to be made. That processing report was unavailable as of this article's publication.

Cincinnati Bell security supervisors ordered wire taps installed on county computers before elections in the late 1970s and early 1980s that could have allowed vote totals to be altered, a former Bell employee says in a sworn court documents

Leonard Gates, a 23-year Cincinnati Bell employee until he was fired in 1986, claims in a deposition filed Thursday in Hamilton County Common Pleas Court to have installed the wire taps.

Cincinnati Bell officials denied Gates' allegations tha are part of a six-year-old civil suit that contends the elections computer is subject to manipulation and fraud.

Gates claims a security supervisor for the telephone company told him in 1979 that the firm had obtained a computer program through the FBI that gave it access to the county computer used to count votes.

The deposition does not say if vote totals ever were changed. Gates claimed to have installed wire taps on county computers befoore the elections in 1977 through 1981 and believes, but wasn't certain, in 1982 and 1983.

Gates' allegations also have taken on political overtones. He appeared in a television commercial that aired twice Thursday on WKRC-Channel 12 for Jim Condit Jr., a Cincinnatus Party candidate for Cincinnati City Council.

The commercial also features former Bell employee Robert Draise, who was convicted of tapping a Hamilton, Ohio woman's home and fired for it and who claims he wire-tapped the homes of multi-millionaire and anti-pornography crusader Charles Keating and former Hamilton County Commissioner Allen Paul.

Gates' deposition claims he told the FBI, the U.S. Attorney's ofice in Cincinnati and U.S. Rep. William Gradison, R-Cincinnati, about the alleged wire taps.

Gradison confirmed he met with Gates about two years ago and helped him contact the U.S. Department of Justice.

The Post also learned the FBI's internal investigation arm - the Office of Professional Responsibility - is considering granting Gates immunity from prosectuion in exchange for his testimony. Local FBI officials declined comment.

U.S. Attorney D. Michael Crites declined comment Thursday on whether Gates' allegations are under investigation, but said if the claims are true, federal wire-tapping laws may have been violated.

Cincinnati Bell spokesman Chuck Shawver said: "We categorically deny any wrongdoing by Cincinnati Bell. This is a disgruntled ex-employee making allegations which have been checked and found to have no foundation." He declined further comment. Bell also denies Draise's allegations, he said.

Neither Paul nor Keating, whose homes were allegedly tapped, could be reached for comment.

Gates, 44, of Anderson Township, was fired by Cincinnati Bell on May 15, 1986. He sued in U.S. District Court to get his job back and recover $350,000. That result is pending.

Primary election rigging in the coming weeks and months is all but assured if American voters and candidates don't take steps to prevent it now. Evidence that US voting systems are wide open to fraud and manipulation should be taken seriously in light of the unprecedented high-stakes elections we're facing.

Not in recent history have American voters been presented with such radically polarized candidates, forcing a crucial choice for the direction of our future, and possibly upending long-established centers of power.
Local fixers, insider operatives, rogue hackers and even foreign countries could all rig US elections electronically.

It's no secret that US primaries have been tightly controlled by the two ruling parties, usually to the benefit of their favored candidates. If this internal manipulation (some might call it rigging) is not publicly condoned, neither is it loudly condemned.

This year, however, the primary season is shaping up to be a battle royal between the political establishment and outsider insurgencies who are challenging the party elites and defying their usual filters, money and manipulations. And it seems all bets are off.

As a brazen Donald Trump kicks down the door of the GOP, tens of millions in super PAC dark cash has (so far) failed to buy the candidacy for a lackluster Jeb Bush. Accusations abound that Democratic National Committee Chair Debbie Wasserman Schultz has stacked the deck for Hillary Clinton. Yet nothing - not even corporate media's censorship or outright hostility toward Bernie Sanders - has blunted his skyrocketing grassroots campaign.

You might ask: What is left, then, for the party powerful to ensure outcomes in 2016? Would any of them be so desperate as to actually rig the final vote count? Could they?

Indeed, they could.

But to be fair, so could a lot of other people. Local fixers, insider operatives, rogue hackers and even foreign countries could all rig US elections - in whole or part, in 50 states and most of the United States' 3,143 counties - electronically, and without detection.
Time and again, the beneficiaries of suspicious primary elections are establishment-favored candidates.

The potential for this vote-rigging cyberwar is the result of an ongoing crisis in US democracy - a silent coup of sorts. Over many decades, US elections have been quietly outsourced to a small group of private voting machine companies, some with extreme partisan ties and criminal records. They have now almost entirely replaced our publicly counted paper ballots with their secretly programmed, easily hacked electronic voting technology.

For example, the Diebold AccuVote-TS Touchscreen voting machine was recently analyzed by Princeton computer security professors. They found that malicious software running on a single voting machine can be installed in as little as one minute, spreading invisibly from machine to machine through a virus, while stealing votes with little risk of detection.

While recent laws have limited essential hand-counting audits - in some cases making them actually illegal - in 18 states voting machines are used that produce no paper ballot at all, making verification of the results impossible.

Did Hillary’s Machine Rig Iowa? The Highly Improbable Iowa Coin Tosses

Hillary Clinton “won” the Iowa caucuses, in part because of 6 coin tosses all of which she won! Six precincts, at least, ended up with a dead tie between the two candidates. The tie was broken and a winner declared based on a coin toss in each case.

What are the odds of one of two candidates winning all six coin tosses if the outcomes are random, that is, if the tosses are fair, unbiased and with honest coins?

The calculation is so simple that a schoolboy or schoolgirl can do it. The formula is simply 1/2 raised to the power of 6 – that is, 1/2 taken six times and multiplied.

The probability of winning all six tosses by chance alone is 1/64. That is 0.016 or 1.6 in 100 or 1.6%. Not even 2%! In many areas of science including many areas of biology, one must demonstrate that the result of one’s experiments is unlikely to happen by chance alone. If the probability of getting the results by chance alone is less than less than 5%, the result reported is considered to be “significant,’ that is, not likely to be a chance finding. Such a result is publishable in highly respected journals.

Since the probability of the outcome in Iowa was 1.6%, it is quite unlikely, highly improbable that the coin tosses resulted from chance and were honest. And if the results did not occur by chance alone, thin tosses were manipulated, fixed! Why has no one in the mainstream media looked into this?

It is not unusual for results of an election to be questioned based on what the facts of the matter really are. For example some may claim that voting machines are rigged but others will say no. However, everyone agrees on the fact of the six coin tosses, and the simple calculation above is based on the fundamental laws of probability, i.e., counting. That gives the conclusion that the results were rigged very strong standing. At the very least, the probabilities demand a thorough investigation.

A good scientist would, however, not rest with simply one set of results that satisfied the probability criteria outlined above. He or she would look for other observations that would shore up the conclusion and make it more convincing. Similarly we may ask whether there were other indications of cheating in the Iowa Dem primary. And indeed there were. As Justin Raimondo of Antiwar.com pointed out in his essay, “The Establishment’s Last Stand,” Democratic results went missing from nearly 100 precincts, which accounted for 5% of the vote according to the Sanders campaign. That 5% was more than enough to hand the race to Sanders. This led the Sanders to lament that the real results may never be known. And we should note that ballots have gone missing before in Iowa, notably in the 2012 Republican caucuses where Mitt Romney was falsely declared the winner.

Is it not strange that Hillary was so very lucky? It was very clear going into the polling that Sanders and Clinton were in a dead heat. Might we conclude that she and her supporters anticipating a tie in some precincts were prepared for a coin toss or to disappear some ballots, the latter having happened before in Iowa. Is Hillary’s reputation for honesty so sterling that we cannot possibly suspect that? You can answer that for yourself, dear reader.

But I will give you odds that Bernie won.

Most of us are convinced that we, as individuals, cannot make a dent in the scheme of things. Given all of the injustices in the world, it can seem near impossible to create any sort of meaningful change. It’s hardly surprising that we become hopeless or indifferent, or, at best, resign ourselves to the push-button comfort of online “slacktivism.”

But there are people who are different. People who not only believe they can make the world a better place, but also have the resolve to turn their convictions into actions. WhoWhatWhy will try to find these individuals and bring their stories to our readers.

Here is one such story:

For most of the week, Beth Clarkson is a professional statistician. She tweaks statistical models and delves into the mysteries of composite materials. But at home on the weekend, she puts on her second hat — trying to keep American elections honest.

Clarkson is fond of saying, “Data has a story to tell,” and she likes nothing better than digging out that story. But she had never applied her skills to politics — until a few years ago..

She avoided anything to do with politics, she wrote on her blog, “because I am so bad at storing and accessing that sort of information in my head.” But that hands-off attitude changed when she began to suspect a threat to our electoral system.

Her conversion to vote fraud activism began more or less by accident.
An Amazing Discovery

To enliven the statistics classes she used to teach at Wichita State University, Clarkson started discussing real-life data from the 2000 election. You remember that one: it was a cliffhanger, and ended with the Supreme Court anointing George W. Bush as president.

Over the next decade, Clarkson’s expert eye meticulously analyzed election after election, and to her surprise, found some interesting voting patterns. Clarkson found statistical anomalies that kept appearing here and there, but she thought that they could have simply been just that: anomalies or outliers.

At the time, she was an instructor in WSU’s math department while also working on her Ph.D. in statistics. In 2006, she became chief statistician of WSU’s National Institute for Aviation Research (NIAR) where she completed her degree and now produces reports for regulatory agencies such as the Federal Aviation Administration and other businesses.

Then something happened in 2012 that shook her world. One day, Clarkson came across a statistics paper on the internet titled “Republican Primary Election 2012 Results: Amazing Statistical Anomalies.”

The authors of the paper found that in elections all over the country where electronic voting machines were used, a strange pattern kept appearing: the larger the number of registered voters in the voting precinct, the larger the Republican vote. Since precinct size should have no effect on the vote distribution, the authors concluded that the data “indicates overwhelming evidence of election manipulation.”

Clarkson said she was astonished. She proceeded to reproduce the results of the study — she called it essentially a peer-review — and began to seriously question the trustworthiness of our electoral system.
Doing Something About It

The paper galvanized her to take action. First, she went to the local elections office to inquire about the voting machines in Sedgwick County, Kansas.

“While [the election officials] were very nice and very open about what they were doing, I was pretty much appalled at their lack of quality assurance, in terms of how the machines were accurately recording people’s votes and reporting the summaries of those votes,” she said. (Clarkson is a certified quality engineer.)

This motivated Clarkson in 2013 to sue for access to election records in her precinct so she could verify the accuracy of the vote.

“I was pro se, meaning I was representing myself, and it was pretty easily defeated,” she said. The judge claimed that if people were allowed access to the vote, they could tie a particular voter to a particular ballot. Clarkson responded: “not really very reasonable, but it is plausible, I guess.”

Far from being discouraged, she stepped up her efforts. Clarkson started a blog, wrote an article spelling out her voting analysis, and, most recently, sued election officials again. This time she amended her proposal to include safeguards for voter privacy, but unsurprisingly she has faced more pushback. Officials remain steadfast in their opposition.

The Elections Commissioner of Sedgwick County, Tabitha Lehman, claims that Clarkson doesn’t need the documents in question — paper records created by the electronic voting machines and known as Real Time Audit Logs (or RTALs) — to check the election results, and besides, the audit process would be too burdensome.

Clarkson contends RTALs are in fact the only way to conduct a reliable recount and that the burden of the request should fall on her, not Lehman or her staff. Lehman did not respond to requests for comment.

Lehman, as well as Kansas Secretary of State Kris Kobach, have also argued that they cannot honor Clarkson’s request because the law forbids it. Clarkson thinks this argument amounts to a Catch-22: “Basically they’re saying they can’t open the records because it’s forbidden by law without a judge’s order. It’s true, but that’s why I’m suing. It’s not a reason for them to say no,” she said.
Who Gets to Look at the Records and When? If Ever

Clarkson said it makes little sense that the records, which are there to ensure election integrity, are safeguarded so tightly.

“If I’m not allowed to, as an academic researcher, look at this and publish the results, who is ever going to look at this?” she said. “You’re not allowed to look at them during a recount. When can you look at them? What are they there for?”

Despite her growing frustration, Clarkson says there is no reason to assume the stonewalling officials are “in the know” — that is, parties to some kind of fraud. They may be simply bureaucrats defending their turf.

Clarkson is encouraged by the outpouring of support on the Internet prompted by her blog, She says some correspondents have taken it upon themselves to contribute to and advance her election analysis.

Media coverage has also been positive (though she admits that she sometimes feels uncomfortable in the spotlight). She has been interviewed multiple times on the radio, there have been editorials supporting her efforts, and she even scored a television spot on Thom Hartmann’s cable TV program,The Big Picture.

Eventually, the attention drew the interest of an attorney, who offered his services to Clarkson pro bono. To help defray some of her legal expenses in preparation for her March trial date, she founded the Show Me The Votes Foundation and set up a gofundme site.
The Fight Yields Results

Whatever the outcome of the current lawsuit, Clarkson has already had an impact on the national conversation about voting integrity. Secretary of State Kobach, who has faced criticism for his opposition to opening up Sedgwick County voting records, has proposed legislation that would mandate post-election audits starting in 2017 — a move directly in response to the lawsuit.

Clarkson is optimistic that her case will prevail in court. But even if that happens, she expects that the county will appeal, in order to delay handing over the data for as long as possible. If so, she intends to keep up the pressure for full disclosure.

“I feel like it’s just too important to drop. When we don’t have everybody represented in our voting process then the people who win those elections are not necessarily representative of the average of what the country wants,” she said.

Clarkson sees her crusade as a simple matter of good citizenship.

“We all want to make the world a better place, right? That’s kind of a universal desire,” she said. “It’s not necessarily that people want to spend all of the time, effort, and energy in activism of whatever nature, but we all like to think that our presence makes a difference and that the world is better for us having been here.”

Can We Trust the New Hampshire Vote Count?

Americans may have a reason not to trust New Hampshire as the barometer it has become for the viability of presidential candidates. The reason? Doubts about the security of the state’s voting system.

Historically, the New Hampshire primary has been a central factor in the selection of presidential candidates. A good performance here can catapult contenders to the front of the field while a bad one has brought the campaigns of one-time frontrunners to a screeching halt.

The people of New Hampshire are aware of the important role they play. Taking into account the Granite State’s size and population, no other group of Americans gets to know the presidential candidates better. In this election cycle, Republican candidates visited New Hampshire more than 300 times and spent nearly 600 days there.

But in spite of the state’s significance, it seems that New Hampshire’s government is not doing all it can to ensure the integrity of their “first-in-the-nation” primary.

The state principally uses AccuVote optical scanners, which means that voters fill out a paper ballot that is then scanned and counted by a computer. However, a few jurisdictions – mostly smaller ones – still count ballots by hand. In 2008, there were discrepancies in both parties’ primaries. Tallies for Hillary Clinton on the Democratic side and Mitt Romney on the Republican side were consistently higher when machines did the counting, and lower when humans did. In 2012, Romney again got a bump in machine-counted districts.

These discrepancies may have perfectly legitimate explanations. In 2008, a partial recount on the Democratic side uncovered nothing suspicious. On the Republican side, Romney and the big business policies he promoted might be expected to do better in cities than in rural districts.

Without Checks, Foul Play Cannot Be Ruled Out

Yet without further investigation foul play cannot be ruled out. After all, New Hampshire often holds the keys to the kingdom for nominees, and voting machines have notoriously bad security. With billions of dollars now being spent on presidential elections — and with the ultimate power in the land at stake — would it be surprising if a campaign or a Super PAC or other interested party tried to gain an advantage through tampering with voting machines?

And that’s why concerned citizens of the Granite State are petitioning their government to make some simple fixes that could ensure this important primary is won by the candidate who actually receives the most votes. However, the state government does not appear to be responsive to the concerns of its citizens. Why?

“We have a duty to our state, the country and even the world to get the count right in New Hampshire,” Deborah Sumner, who has been an activist on this issue for nearly a decade, told WhoWhatWhy. “Our system lacks the checks and balances that the people of New Hampshire deserve as well as the candidates.”

A Simple Solution

The solution, Sumner and others claim, is simple. If all jurisdictions with voting machines would do a parallel hand count, then there would be no doubt about the outcome.

Wally Fries, a former election moderator for the city of Danville, pioneered this type of verification method. He explained to WhoWhatWhy that the parallel hand count simply consists of cross-checking the results in a few select races. If the hand count for this sample matches the machine result, then election officials can be virtually certain that no foul play is involved.

“All machines are subject to error,” said Fries, who managed engineers for a living and therefore has a lot of expertise in the area. That is why, during his 25 years as election moderator, he set out to create a verification protocol that is virtually foolproof.

“I wanted to create a mechanism so that voters could have complete confidence,” he said.

In fact, all election moderators in New Hampshire have the right to order this type of verification. Or at least they used to, according to a 2010 directive that gave moderators broad discretion to initiate procedures they deemed necessary to ensure a fair count.

Recently, Sumner and others charge, state officials have discouraged some jurisdictions from using the parallel hand count.

Last year, residents of the city of Keene even sent a letter to Stephen LaBonte, the assistant attorney general in charge of election law, asking if the 2010 directive was still valid. LaBonte never responded. He also did not reply to an inquiry from WhoWhatWhy.

This unresponsiveness is one of the many reasons Sumner lacks faith in the state’s voting system. She feels too many officials value the convenience that voting machines provide over the accuracy of a hand count verification. She does have faith in the moderators, however.

A Firewall against Tampering

Elected by their local jurisdiction, New Hampshire moderators play a crucial role in the primary process, which represents an important stream of revenue for the state. Moderators put in long hours during election season and get paid next to nothing, Peter Webb, a moderator and attorney, told WhoWhatWhy.

Prior to the election, they test the voting machines and count the ballots received from the state. “Election Day is at a minimum a 6:30 AM to 9:30 PM shift, without break, for the volunteer election workers,” Webb said. Among their responsibilities are ensuring that all laws are adhered to, that the seals of the voting machines haven’t been broken, that only registered voters with the right type of ID cast ballots, that write-in votes are counted and, at the end of the day, that the numbers add up and that the ballots are boxed, sealed and safeguarded.

“We have conducted random arbitrary hand counts in the past and in each case determined that our machine count was accurate,” said Webb. “I don’t believe that [after their long day] the election officials have either the physical energy or remaining cognitive capacity to then hand count all the ballots to verify the results. An army of fresh volunteers might… do so, but practical realities such as the availability of volunteers, time constraints, human error, purity of the process, the need for finality can make that impractical.”

Fries, however, noted that even in his large jurisdiction, the parallel hand count never took more than an hour and it allowed all involved to go home knowing that the election had been properly conducted.

Everyone WhoWhatWhy spoke to for this article praised the many Granite State election volunteers. Sumner pointed out that they all swear an oath of office on Election Day. “The computer has not taken an oath and the people programming it have not,” she added.

Without the cross-checking process of the parallel hand count, Sumner believes the New Hampshire vote can be manipulated.

“It’s easy to exploit a New Hampshire election,” she told WhoWhatWhy. For example, memory cards in the machines could be switched out or software could be written in a way that allows an AccuVote machine to function perfectly during the pre-election test but then to skew the results of the actual voting.

Sumner likened this to the Volkswagen software that allowed cars to perform one way during emissions tests and another when on the road.

She would also want ballots to be made available to the public before the actual voting but Fries does not agree. In the smaller jurisdictions in New Hampshire, pre-balloting would make it too easy for a large employer to instruct employees to vote a certain way and mark their ballots so that their boss would know they had done as told.

Barring a parallel hand count, Sumner says she cannot be certain that the vote will be clean. To do her part, she has alerted the campaigns of Hillary Clinton, Bernie Sanders, Donald Trump and Rand Paul of potential problems. Only Clinton’s people got back to her. Still, Sumner hopes that the others are putting pressure on New Hampshire officials through back channels.

When asked what would be a red flag for her that the voting had been rigged, she said:

“If Bush pulls an upset.”

FBI agent arrested on indecency charges

A man identified by UA police as an FBI special agent is accused of masturbating in a women's restroom at the Student Union, an official said.

Ryan Seese, 33, was cited on suspicion of public sexual indecency, criminal trespassing and indecent exposure, said Sgt. Eugene Mejia, a University of Arizona Police Department spokesman.

According to Mejia, on May 3 a cleaning woman opened a bathroom stall to clean it and saw a man masturbating.


She then told her supervisor who notified police, Mejia said.

When officers went to the scene, Seese appeared and was caught after a short

FBI agent doesn't have to register as sex offender for peeping Tom incidents in Hershey, elsewhere, court says

A former FBI agent who admitted sneaking into bathrooms to watch girls and women use toilets doesn't have to register as a sex offender, the state Superior Court has ruled.

The decision, issued this week in response to a plea by Ryan Seese, comes nearly four years after the Derry Township man was sentenced to 1 to 23 months in Dauphin County Prison, plus 3 years of probation, for committing the crimes at the Hershey Middle School and a private gym.

In its ruling, the Superior Court concluded that Seese isn't subject to sex offender registration because of amendments the state Legislature made to the Sex Offender Registration and Notification Act, which took effect two years after his sentencing.

Seese pleaded guilty and no contest in 2010 to three charges of invasion of privacy and pleaded guilty to additional counts of criminal trespass and disorderly conduct. Police said two adult women were the victims in the incident in the women's locker room at the private gym and that Seese spied on two teens in a girl's bathroom during a concert at the middle school.

To commemorate National Whistleblower Appreciation Day this year, the oversight community is trying to send a message to those who speak out against agency waste, fraud and abuse: “We hear you, and we value you.”

“For those of us who do oversight work, they are our eyes and ears,” Michael Horowitz, Justice Department inspector general and chairman of the Council of Inspectors General on Integrity and Efficiency, said during an Aug. 1 National Whistleblower Appreciation Day event on Capitol Hill.

July 30 marked the official date of this year’s appreciation day. The Senate has passed resolutions since 2012 encouraging agencies to recognize whistleblowers and the contributions they’ve made.

But this year, agencies are responding a little differently.


“This is the first time that we have seen folks in the Executive Branch make Whistleblower Appreciation Day this much of a priority in this way and recognize the contributions of whistleblowers,” said DeLisa Lay, counsel for Sen. Chuck Grassley (R-Iowa). Grassley is a co-founder and chairman of the Senate Whistleblower Caucus.

2015 was a big year for the whistleblower community. The number of disclosures made to the Office of Special Counsel has more than doubled over the past six years, and the agency’s caseload has risen more than 50 percent, Carolyn Lerner, OSC Special Counsel, said. About 175 employees whose agencies retaliated against them received help from OSC in 2015.

“We see these increasing numbers in a very positive light,” Lerner said. “It shows that whistleblowers are more confident in OSC. We think that they know that now if they come forward, they will be protected from retaliation.”

In general, more employees are beginning to reach out to their agencies with examples of wrongdoing, the oversight community said. The Justice Department’s inspector general hotline receives more than 10,000 calls every year, Horowitz said.

“We’re usually not the first stop,” he said. “They come to us because their own organization doesn’t listen, isn’t willing to listen, or sloughs them off as troublemakers or not sufficiently with the program. And that’s wrong.”

Horowitz said his DoJ office is meeting with members of the House and Senate whistleblower caucuses, as well as components within the department, to educate employees, contractors and grant recipients about whistleblower issues and to “demonstrate the importance of a culture that is inclusive and allows people to be heard.”

As the number of complaints continues to grow, DoJ is in the process of officially reminding employees and contractors of their rights to speak to the IG, Horowitz said.

The DoJ OIG is also training FBI employees on whistleblower protections and guidelines. The training program began last summer, but the agency recently expanded it and made the program mandatory for all FBI employees. Few educational programs are mandatory for the FBI workforce, DoJ said, because the bureau’s employees can often test out of some training classes.

“Show them the importance of whistleblowing,” FBI Director James Comey said. “Show them the regulations. Show them the laws, the rules that forbid retaliation. Show them the structure that is designed to encourage people to raise

Lewis and other skeptics of the vote-fixing scenario like to insist that there has never been any evidence of a "conspiracy" to fix elections by computer. But then, most of those we interviewed on both sides of the issue had never heard of the case of Leonard Gates of Cincinnati, Ohio. An employee of the Cincinnati Bell telephone company, Gates was watching a local t.v. news story, in which a Cincinnati man named Jim Condit was charging that the election system was vulnerable to vote fraud in the Hamilton county election process.

He based his charges on his experience as a candidate for city council in 1979, when, after an election night computer crash, Condit and seven other "feisty challengers" had suddenly "fallen to the very bottom of the heap" of 26 candidates. Gates called the station and later contacted Mr. Condit, telling him he knew firsthand how his votes were robbed. They met and shared information and ultimately Gates testified in Condit’s Cincinnatus PAC (political action committee) lawsuit against the Hamilton County Board of Elections.

The suit had earlier been decided against the plaintiffs and Gates took the stand during the appeal. He swore under oath that he was ordered by his Cincinnati Bell superiors to wiretap the election headquarters’ phones lines to provide a link-up between the county’s vote-counting computers and parties unknown on another phone line somewhere in California.

The following are excerpts from the Cincinnati Post of October, 30th, 1987:

Cincinnati Bell security supervisors ordered wire-taps installed on county computers before elections in the late 1970s and early 1980s that could have allowed vote totals to be altered, a former Bell employee says in a sworn court document.

Leonard Gates, a 23-year Cincinnati Bell employee until he was fired in 1986, claims in a deposition filed Thursday in Hamilton County Common Pleas Court to have installed the wire-taps. Cincinnati Bell officials denied Gates’ allegations that are part of a six-year-old civil suit that contends the elections computer is subject o manipulation and fraud.

Gates claims a security supervisor for the telephone company told him in 1979 that the firm had obtained a computer program through the FBI that gave it access to the county computer used to count votes. [Emphasis added].

The FBI refused comment and Cincinnati Bell spokesmen vehemently denied the allegations, claiming Gates was a "disgruntled ex-employee", yet, according to Condit, the company ultimately admitted that one of its vans was involved in the wiretapping, although it claimed they were commandeered without the company’s knowledge. The Post continued:

In the deposition, Gates claims he first installed a wire-tap on a telephone line to the county computers before the 1977 election at the instruction of James West, a Bell security supervisor.

Gates contends both West and Peter Gabor, security director, told him to install wire-taps in subsequent elections. Both men declined comment Thursday.

In the 1979 election, which is the focus of the deposition – Gates said he received instructions in the mail from West about installing wire-taps on county computers in the County Administration Building at Court and Main streets.

The wire-taps were installed on the eve of the election at Cincinnati Bell’s switching control center at Seventh and Elm Streets and terminated in a conference room in the building, Gates alleges.

In the deposition, Gates described in great technical detail installation of the wire-taps.

At about 8:30 p.m. on election day – Nov. 6, 1979 – Gates said he was called by West and told something had gone wrong, causing the elections computer to malfunction. At West’s instructions, Gates said he removed the taps.

The elections computer shutdown for two hours on election evening due to what was believed to be a power failure, Condit Sr. has said.

Gates said West told him they "had the ability to actually alter what was being done with the votes."

Gates said West told him the Board of elections did not know about the taps and that the computer program for the elections computer "was obtained out of California, and that the programming had been obtained through the FBI..."

Shortly after the 1979 election, Gates said he met with the late Richard Dugan, former Cincinnati Bell president, to express his concerns that the wire-

Bob Draise/WB8QCF was an employee of Cincinnati Bell Telephone
between 1966 and 1979.  He, and others, are involved in a
wiretapping scandal of monumental proportions.  They say they
have installed more than 1,000 wiretaps on the phones of judges,
law enforcement officers, lawyers, television personalities,
newspaper columnists, labor unions, defense contractors, major
corporations (such as Proctor & Gamble and General Electric),
politicians (even ex-President Gerald Ford) at the request of
Cincinnati police and Cincinnati Bell security supervisors who
said the taps were for the police.  They were told that many of
the taps were for the FBI.
Another [radio] amateur, Vincent Clark/KB4MIT, a technician for
South-Central Bell from 1972 to 1981, said he placed illegal
wiretaps similar to those done by Bob Draise on orders from his
supervisors - and on request from local policemen in Louisville,
Kentucky...

I asked Bob how he got started in the illegal wiretap business.
He said a friend called and asked him to come down to meet with
the Cincinnati police.  An intelligence sergeant asked Bob about
wiretapping some Black Muslims.  He also told Bob that Cincinnati
Bell security had approved the wiretap - and that it was for the
FBI.  The sergeant pointed to his Masonic ring which Bob also
wore - in other words, he was telling the truth under the Masonic
oath - something that Bob put a lot of stock in.

Most of the people first wiretapped were drug or criminal
related.  Later on, however, it go out of hand - and the FBI
wanted taps on prominent citizens.  "We started doing people who
had money.  How this information was used, I couldn't tell you."

The January 29th "Newsday" said Draise had told investigators
that among the taps he rigged from 1972 to 1979 were several on
lines used by Wren Business Communications, a Bell competitor.
It seems that when Wren had arranged an appointment with a
potential customer, they found that Bell had just been there
without being called.  Wren's president is a ham [radio
operator], David Stoner/K8LMB.  I telephoned Dave...

"As far as I am concerned, the initial focus for all of this
began with the FBI.  The FBI apparently set up a structure
throughout the United States using apparently the security chiefs
of the different Bell companies...  They say that there have been
other cases in the United States like ours in Cincinnati but they
have been localized without the realization of an overall pattern
being implicated."

"The things that ties this all together is if you go way back in
history to the Hoover period at the FBI, he apparently got
together with the AT&T security people.  There is an organization
that I guess exists to this day with regular meetings of the
security people of the different Bell companies.  This meant that
the FBI would be able to target a group of 20 or 30 people that
represented the security points for all of the Bell and AT&T
connections in the United States.  I believe the key to all of
this goes back to Hoover.  The FBI worked through that group who
then created the activity at the local level as a result of
central planning."

"I believe that in spite of the fact that many people have
indicated that this is an early 70's problem - that there is no
disruption to that work to this day.  I am pretty much convinced
that it is continuing... It looks like a large surveillance
effort that Cincinnati was just a part of."

"The federal prosecutor Kathleen Brinkman is in a no-win
situation...  If she successfully prosecutes this case she is
going to bring trouble down upon her own Justice Department.  She
can't successfully prosecute the case."

About $200 million in lawsuits have already been filed against
Cincinnati Bell and the Police Department.  Several members of
the police department have taken the Fifth Amendment before the
grand jury rather than answer questions about their roles in the
wiretapping scheme.

Bob Draise/WB8QCF has filed a suit against Cincinnati Bell for
$78 for malicious prosecution and slander in response to a suit
filed by Cincinnati Bell against Bob for defamation...  Right
after they filed the suit, several policemen came forward and
admitted to doing illegal wireptaps with them.  The Cincinnati
police said they stopped this is 1974 - although another
policeman reportedly said they actually stopped the wiretapping
in 1986.

Now the CBS-TV program "60 Minutes" is interested in the
Cincinnati goings-on and has sent in a team of investigative
reporters.  Ed Bradley from "60 Minutes" has already interviewed
Bob Draise/WB8QCF and it is expected that sometime during April,
you will see a "60 Minutes" report on spying by the FBI.  We also
understand that CNN, Ted Turner's Cable News Network, is also
working up a "Bugging of America" expose.

In the 1960s there were two young men living in and around Greenwich Village (in New York City) named “Steve Landesberg.” Although they were similar in age and appearance, there were distinct differences between them. One boy, Stephen Harris Landesberg (the student), was from Queens. He was quiet, introverted, kept to himself, a bookworm, and an honor student. In the 1970s Stephen Richard Landesberg gained notoriety as an actor on the TV show, Barney Miller. The actor's relationship with Oswald motivated a number of JFK researchers, including author Carleton W. Sterling, Professor Stan Weeber (UNT, Denton, TX), attorney Carol Hewitt, author/researcher Joachim Joesten, and myself to investigate the two "Steve Landesbergs." Chaos would ensue if a vacancy emerges near Election Day.

The presidential election could be delayed or scrapped altogether if conspiracy theories become predictive and a candidate dies or drops out before Nov. 8. The perhaps equally startling alternative, if there’s enough time: Small groups of people hand-picking a replacement pursuant to obscure party rules.

The scenarios have been seriously considered by few outside of the legal community and likely are too morbid for polite discussion in politically mixed company. But prominent law professors have pondered the effects and possible ways to address a late-date vacancy.

“There’s nothing in the Constitution which requires a popular election for the electors serving in the Electoral College,” says John Nagle, a law professor at the University of Notre Dame, meaning the body that officially elects presidents could convene without the general public voting.

“It’s up to each state legislature to decide how they want to choose the state’s electors,” Nagle says. “It may be a situation in which the fact that we have an Electoral College, rather than direct voting for presidential candidates, may prove to be helpful.”

As Donald Trump starts surging again in the national polls, suddenly and without any real evidence to support the claims, the press is parroting an FBI report that the Russians are hacking our election systems and essentially wiping voters off the registration lists.

“I’m less concerned about the attackers getting access to and downloading the information. I’m more concerned about the information being altered, modified or deleted. That’s where the real potential is for any sort of meddling in the election,” said Brian Kalkin, vice president of operations for the Center for ­Internet Security,“…

James R. Clapper Jr., the director of national intelligence, has told Congress that ma­nipu­la­tion or deletion of data is the next big cyberthreat — “the next push on the envelope.” Washington Post

For those of you who don’t recall, Hillary Clinton stole the Democratic Party nomination via a number of illegal election rigging techniques, one of which was by purging hundreds of thousands of voters from the registration lists who were likely to vote for Bernie Sanders.

In California, the DNC purge of likely Sanders voters resulted in hundreds of thousands of his supporters having to fill out a provisional ballot, which of course, wasn’t counted… resulting in Hillary’s “victory” in a state where her rallies drew 500 people while his, 50,000.

Oddly enough:

“Until now, countries such as Russia and China have shown little interest in voting systems in the United States. But experts said that if a foreign government gained the ability to tamper with voter data — for instance by deleting registration records — such a hack could cast doubt on the legitimacy of U.S. elections…

For example, if a voter’s name were deleted and did not show up on the precinct list, the individual could still cast a provisional ballot, Hicks said. Once the voter’s status was confirmed, the ballot would be counted.” Washington Post

Some estimate up to a million provisional ballots were illegally shredded before they were counted by the DNC just after the California primary.

The FBI has no evidence whatsoever that the Russians hacked these systems. What they do know however, is there are millions of Americans now who fully understand that our election method of choice, unverifiable electronic voting machines, are rigged and our election system as a whole is completely illegitimate. We know that from the 2000 and 2004 elections where George W. Bush (and more importantly for their agenda, Dick Cheney) were ushered into office and we know that from such glaringly rigged examples as the Alvin Greene primary “election” in South Carolina in 2010.

Add to those examples the Hillary Clinton primary “victory” of 2016 and what you have is a broken system serving the vested interests of the billionaires and corporate oligarchs who back corrupt, tainted politicians like Dick Cheney and Hillary Clinton.

In 2008 they didn’t need to hack the system for the general election: they did it in the primary and selected the extremely unpopular John “bomb Iran” McCain to run against Mr. Peace Prize at a time when everyone, including republicans, were desperately opposed to more war in the Middle East.

This is basically the same idea they had with the selection of the extremely unpopular Donald Trump. The guy isn’t even a republican yet he won the primary easily after making as many missteps as he possibly could, leaving him to joke one day about still being the nominee after shooting someone on 5th Ave.

After calling Trump a racist every time Hillary gets caught with her hand in the Big Money cookie jar and suggesting anyone who supports him holds “KKK values“, the slander/shaming campaign of Team Corporate Whore Clinton find themselves losing ground and losing ground fast. Kinda like the TPP and the TTIP, the Clinton campaign is finding out the longer they stay out there in the public eye, the more folks understand what they are and decide they want no part of them.

Linking Clinton to these corporate “free trade” agreements is a perfectly natural comparison. Peas in a pod, if you know what I mean.

Therein lies the problem.

You see, democracy as an idea is hated by these folks. They abhor the notion that the state must be run by consensus of the majority because they view the majority of us as unwashed, ignorant cattle just sitting around waiting to be slaughtered when it best suits those masters of the universe who make such decisions, with our best interests in mind of course.

You can go back to that whole Magna Carta thing if you like, which of course is the real foundation of our constitution, or what’s left of it. In case you didn’t know, whenever our CIA successfully “democratizes” a country somewhere, in come the neoliberal technocrats to rewrite that nation’s constitution, and it NEVER gets closer to Magna Carta ideals, in fact, the new ones are decidedly anti-Carta.

Which brings us back to the TPP and the TTIP, both of which put corporate interests over and above existing legal protections, including constitutional ones. Essentially, they are considered global corporate bills of rights.

All that said, is it any wonder that the masters of the universe, who Hillary Clinton serves without fail, decided that Bernie Sanders wasn’t really the best choice to go up against Donald Trump this year? Is it any wonder that they prefer Hillary Clinton, who once said the TPP was the Gold Standard of free trade agreements over Donald Trump who said these deals cost Americans their jobs and a good measure of their quality of life?

“This TPP sets the gold standard in trade agreements to open free, transparent, fair trade, the kind of environment that has the rule of law and a level playing field. And when negotiated, this agreement will cover 40 percent of the world’s total trade and build in strong protections for workers and the environment.” Clinton said in 2012.

In summation, is it any wonder that with Clinton faltering in the polls, the masters of the universe have decided they would rather risk another stolen election than have someone opposed to their trade deals sitting in the Oval Office?

And, is it any wonder with the New McCarthyism developing in our Scoop Jackson Democratic Party of corporate @#$-wipes, that Russia would be the inevitable patsy?

On the night of Vince Foster's death, July 20, 1993, the Park Police went to the Foster home to notify the family and interview them as part of their investigation.  The police arrived at the home at the same time as Foster's sister Sheila Anthony.

Park Police Investigator John Rolla testified to the Senate Banking Committee, “Sheila Anthony was talking with us, I spoke to her, [Investigator] Cheryl [Braun] spoke with her, she was very cordial.  I remember asking her, did you see any of this coming, and she stated no.  Nobody would say anything about depression or that they noticed some signs, they were worried.”

Foster's widow Lisa was also interviewed by Investigator Rolla. His FBI interview report states,  “[Rolla] does recall eventually conversing with Mrs. Foster specifically asking her if she had any indication that anything was wrong with her husband, with Mrs. Foster responding in the negative.”
  
Four days later on July 24, the family, through Sheila's husband Beryl, was still denying Foster was depressed.   The Washington Times reported, “'Close friends told [Foster] to cool things and relax and not take things so personal,' the [anonymous] source said, citing Mr. Foster's ex-brother-in-law, former Rep. Beryl Anthony, as one who had talked to Mr. Foster about his depression...'There's not a damn thing to it.  That's a bunch of crap,' Mr. Anthony said yesterday, slamming down the telephone at his El Dorado, Ark. home.”

The Washington Post concealed that the family told the police Foster was not depressed by falsely reporting, “Police who arrived at Foster's house the night of the death were turned away after being told Lisa Foster and family members were too distraught to talk.  Investigators were not allowed to interview her until [July 29.]”

Walter Pincus, a Washington Post reporter, was at the small Georgetown townhouse when the police investigators interviewed the family for over an hour and were told Foster was not depressed.

Depression introduced

Eventually the press began to report Foster was suffering from depression.  The Washington Post reported that Foster's “weight plummeted.”  On August 9, 1993, The New Yorker published an article by Sidney Blumenthal—soon to become a Clinton confidant—that said Foster had lost 15 pounds due to depression.   Gradually family members changed their stories from what they first told the Park Police.  

The 1994 report of an FBI interview of Foster's sister Sheila, like The Washington Post, concealed that she spoke to the police the night of Foster's death by falsely stating, “ANTHONY has not been interviewed previously by either the United States Park Police (USPP) or the Federal Bureau of Investigation (FBI) regarding the death of her brother.”

Sheila's FBI interview states,  “Foster began to lose weight during the last six weeks prior to his death and weighed much less than he had weighed in January 1993.  ANTHONY is unable to estimate the amount of weight Foster lost in terms of pounds.”  

The evidence does not support the claims by Blumenthal that Foster lost 15 pounds and Sheila's account that he “weighed much less”.   Foster had a physical on December 31, 1992, before coming to Washington and he weighed 194 pounds.  At the autopsy, July 21, 1993, his body weighed 197, a net gain of 3 pounds.

Sheila's FBI report further states that her brother called her on July 16, to tell her he was “battling depression.”  Foster's widow, Lisa told the FBI “he mentioned his depression to her on approximately July 16.”  If these FBI reports are true, why did the family deny Foster was depressed when police asked them on the night of Foster's death?

Post and Sheila re-enter the fray...with Trump

The Washington Post has played an active role with the FBI in covering up the truth about the death of Vince Foster.   On May 23, 2016, The Washington Post continued the cover-up by publishing an interview in which presidential candidate Donald Trump called Foster's death “fishy” and then on May 26 publishing a column by Foster's sister Sheila scolding Trump and repeating the story that Foster was depressed.  

"[Donald] Trump cynically, crassly and recklessly insinuated that my brother, Vincent W. Foster Jr., may have been murdered...” wrote Vince Foster's sister Sheila Foster Anthony, “Vince called me at my office in the Justice Department a few days before he died.  He told me he was battling depression and knew he needed help...I told him I would try to find a psychiatrist who could help him and protect his privacy. After a few phone calls, I gave him three names. That list was found in his wallet with his body at Fort Marcy Park in McLean. I did not see a suicide coming, yet when I was told that Vince was dead I knew that he had killed himself. Never for a minute have I doubted that was what happened."

Later that same day The Washington Post then reported that Trump said Vince Foster should not be part of the presidential campaign.


Sheila's latest story again contradicts what she told the police the night of her brother's death.  But there is something new and suspicious in her latest story.  She states for the first time her brother's wallet with a list of three psychiatrists was “found with his body.”  This is a new twist.  How does she know his wallet with the list was “found with his body?”

There are multiple stories about a list of psychiatrists, some reports have said the list was found in Foster's office and others said it was found in his car.   The Park Police did not include a list of psychiatrists in their initial list of evidence recovered at the scene.  Later investigator Rolla said he found the list in Foster's wallet in his car.  Investigator Cheryl Braun reported she found Foster's wallet in his car.  White House spokesperson Dee Dee Meyers and others said it was a list of two psychiatrists. Others say it was a list of three.  Stories about this list of psychiatrists first appeared a week after Foster's death.

In her FBI interview report Sheila said she called one of the psychiatrists and spoke to him about her brother.   Rolla reported he contacted these psychiatrists and none of them knew Foster.   None of these psychiatrists mentioned any call from Foster's sister.

There is a significant problem with the contradictory police stories about finding a wallet and list in Foster's car.  Eyewitnesses at Fort Marcy Park did not see Foster's car at the park.  Associate Independent Counsel Brett Kavanaugh was asked what evidence he had to prove Foster's car was at the park and Kavanaugh said, “I guess that is an unanswerable question.”

Sheila's strange indifference

The most disturbing thing about the changing story by Foster's sister is that she ignores the overwhelming evidence of a cover-up of her brother's murder.  Even if Foster's sister believes her brother was depressed she ought to be curious about how he arrived at Fort Marcy Park without his car and all the other evidence of a cover-up.

The Special Division of the U.S. Court of Appeals ordered Kenneth Starr, over his objection, to include an appendix in his report on the death of Vincent Foster.  The appendix includes copies of twenty-five federal investigative records, proving six areas of cover-up:
1.     There was a bullet hole in Vince Foster's neck.
2.     Photographs of the bullet hole vanished.
3.     X-Rays of the bullet hole vanished.
4.     The gun did not belong to Mr. Foster,
5.     Mr. Foster's car was not in the park.
6.     Patrick Knowlton suffered grand jury witness intimidation

The appendix in Starr's report on Foster has been suppressed by the press.  The Washington Post has a link for the “full text” of Starr's Report, but if you follow the link to view the actual report it states, "This is the full text of the report on the 1993 death of White House counsel Vincent W. Foster, Jr., compiled by Whitewater independent counsel Kenneth Starr…This file does not contain the report's footnotes or appendix.”

The footnotes left out were significant.  For example, on page 21, Starr wrote that the witness Patrick Knowlton saw a “rust brown car with Arkansas license plates.”  In a footnote they say that Foster's car was a “gray Honda Accord with Arkansas plates” and Starr made nothing of the color discrepancy on the same page.   The Post dealt with this discrepancy by leaving out the footnotes.

Associate independent counsel Miguel Rodriguez, the lead investigator, resigned from Starr's staff and wrote in his resignation letter that Park Police and FBI reports of the investigation on Foster's death did not accurately reflect witness statements.  An internal memo by Rodriguez found at the National Archives stated that a gun was planted by police in Foster's hand before the crime scene was re-photographed.  Audio recordings of Rodriguez reveal how the cover-up of Foster's murder was orchestrated inside the Office of Independent Counsel and the press controlled how it would be reported.

A federal grand jury should ask Foster's sister if she made false statements to the police investigating her brother's death?  Was she telling the truth to the police when she denied her brother was depressed?  Is her FBI interview report that her brother was suffering from depression false?  How does she explain her brother's weight gain in the months before his death when her FBI interview report says he “weighed much less?”  

What are her thoughts about the court ordered appendix to The Report on the Death of Vincent W. Foster, Jr., by the Office of Independent Counsel In re: Madison Guaranty Savings & Loan Association? Is she not troubled by the clear indications of a cover-up in the case of her brother's death?  Why would she join forces with an organization like The Washington Post, which has been a major participant in the cover-up from the beginning?

Hot Climate Conjures Trio of Nasty Halloween Tricks — Heatwaves, Record-Low Sea Ice, Fall Greenland Melt
With each passing year, the effects of human-caused climate change become more and more visible. But for some reason, Halloween appears to be a preferred time for the emergence of various hothouse hobgoblins. In 2012, the Atlantic seaboard was reeling after a vicious strike from Hurricane Sandy. Over the past three years, powerful North Atlantic storms had begun to build at this time of year, setting sights on the UK and Europe. This year, as a hurricane-force low roars toward the Aleutians, the nastiness comes in the form of weird heatwaves, record-low global sea ice coverage, and hints of odd late-fall Greenland melt.

Record Heat Strikes Arctic, U.S.

NASA’s Gavin Schmidt has been warning for months that 2016 will be a global scorcher for the record books. Nowhere has this heat been more apparent than in the Arctic. Halloween only serves to reinforce the rule as today’s temperature departure for the entire region above 66 degrees north latitude hit 5.94 degrees Celsius above average:

Yesterday, those temperatures exceeded the 6-C-above-normal mark. And later this week, temperatures for the region could approach 6.3 to 6.5 C above average.

These are the average departure ranges for the entire area above the Arctic Circle. Localities within that broader region are hitting as much as 20 C (36 Fahrenheit) or more above average on an almost daily basis, bringing temperatures more typical of the Arctic during late summer than in the middle of fall.

In Barrow, Alaska, Jonathan Erdman reports that Saturday saw the proverbial mercury hit 41 F. This temperature, at about 26 degrees above average, smashed the previous daily high and pushed the latest day Barrow has ever seen a reading above 40 F fully one week forward.

Farther south, the lower 48 is experiencing what Bob Henson over at Weather Underground is calling the Halloween Heatwave. Over the past week alone, nearly 300 daytime high marks were broken. But the measure of record-high minimum temperatures — a key indicator of human-forced warming — is off the charts with 639 total records smashed over the past seven days.

What’s even more odd is a near-total lack of cool temperatures. Bob Henson finds that:

Even more noteworthy than the degree of warmth is the lack of widespread autumn chill. For example, Minneapolis has yet to dip below 36°F as of Friday, October 28. That doesn’t look likely to happen before at least next weekend (November 5 – 6). In records going back to 1873, the latest Minneapolis has ever gone before seeing its first 35°F of the autumn is November 1, way back in 1931. The city’s latest first freeze was on Nov. 7, 1900.

Reinforcing this point, NOAA finds that over the past week just 40 record low high temperatures were achieved (about one-seventh the number of record highs). Meanwhile, record low nighttime temperatures were only achieved in six instances, about one-one-hundredth the rate of record high minimum temperatures! Furthermore, at no location in the U.S. for this week, this month, or even this past year has snow depth achieved a new record high. That’s a pretty ridiculous indicator that the U.S. has reached a rather disturbing climate threshold for heat overall.

Record Low Global Sea Ice Coverage

Even as new warm temperature records were being set with amazing frequency across parts of the Northern Hemisphere, another duo of worrisome indicators were popping up in the Arctic and Antarctic. In the Arctic, the ocean has been loaded up with a ridiculous amount of heat. This heat is preventing the ocean from refreezing, creating various regional barriers to ice formation as the waters ventilate this excess heat into the atmosphere. As a result, Arctic sea-ice extent record lows continue to deepen.

Fall 2016 sea ice extent values — which have consistently lagged behind average daily refreeze rates for most of the season — are now more than 600,000 square kilometers below the previous record set during 2012. It’s, quite frankly, an insane shattering of the previous record low value; a warming-spurred melt that has erased an area of sea ice coverage nearly the size of Texas in just four years.

The Washington Post this past Friday provided a good article explaining the dynamics involved and highlighted predictions by prominent Arctic researchers that ice-free summers could occur by the 2030s. This is a marked departure from earlier estimates that had put off ice-free summers until the 2050s or even the 2080s. However, it’s worth noting that there’s a decent risk that even these more advanced predictions may prove conservative in the end. Under current trends, ice-free periods for the Arctic Ocean during summer become statistically possible as soon as the early to mid 2020s, and a strong outlier year — where an abnormally warm winter is followed by an abnormally warm summer — could produce such a result even sooner.

On the other side of the world, the Antarctic is also experiencing record-low ranges for sea ice extents. There, regional temperatures are near 4 C above average for the entire Antarctic. Though these departures are not as extreme as those currently seen in the Arctic, they are certainly enough to impact sea ice. Now, sea ice extent values there are at their second lowest ever recorded in the daily measure.

Over recent years, storminess in the Southern Ocean and an expanding fresh water lens running out from Antarctica due to glacial melt have generated a seemingly contradictory expansion of sea ice near Antarctica. This happens because fresh water at the ocean’s surface acts to deflect heat toward the ocean bottom, a feature that has enabled the melting of various glacier undersides in Antarctica. But as the global ocean and atmosphere warm in general, larger melt outflows are necessary to reinforce this surface freshwater lens effect. As a result, we appear to be experiencing a seesaw in Antarctic sea ice extent as a pulse of atmospheric and ocean warming overrides the impact of initial fresh water lensing.

The combination of significant sea ice losses in the north and second-lowest sea ice extents in the south has resulted in a global sea-ice measure that is well below anything seen in the past for this time of year. It is also one of the largest global negative sea-ice departures seen for any part of the record for any time of year — even when compared to the extreme period of Arctic sea ice loss during September of 2012.

Halloween Greenland Melt?

In addition to producing heatwaves, new temperature records, and ever more extreme sea ice melt, the odd Halloween warmth appears to also be generating flashes of surface melt over parts of northeastern Greenland. There, over the past few days, temperatures have approached or even exceeded the freezing point as warm winds have blown in from the heating Greenland Strait.

This heat has been enough to trip NSIDC’s Greenland melt indicators for the region of the Zachariæ Isstrøm glacier. These indicators, over the past couple of days, have shown relatively extensive melt in this sector of Greenland. During summer 2016, northeastern Greenland was one of the regions that saw strongest indications of surface melt. Typically isolated by sea ice from warm ocean breezes, northeast Greenland does not usually see such long-lasting periods of surface melt. This is especially true for late October as melt during this time for any portion of the Greenland Ice Sheet is practically unheard of. However, as warm ocean water has advanced further and further north, this region has become more vulnerable to invasions of warm air. And it appears that the melt-forcing effect of this ocean warming for nearby Greenland glaciers may well be extending into fall.

Though unconfirmed by NSIDC, these periods of possible melt have occurred coincident with temperature departures in the range of 10-20 degrees C above average. However, since near or above freezing temperatures have mostly been isolated to the very far northeastern sections of Zachariæ Isstrøm near the coast, it’s likely that any potential and brief periods of melt were located in a more limited band than what has shown up on the NSIDC melt maps for October 27, 28, and 29. That said, as noted above, any surface melt over glaicers in Greenland for this time of year would be very odd and concerning — no matter how isolated.

Nasty Global Warming Tricks for Halloween

Halloween heatwaves, record-low sea ice extents and possible periods of fall Greenland melt are all indicators that human-forced climate change is starting to generate more and more obvious effects. Though the most extreme impacts are hitting remote regions like Greenland, the Arctic and the Antarctic, the related abnormal warmth has filtered into the middle latitudes and is now affecting millions of people across the U.S. And what’s happening in the U.S. is linked to these related warming events on a global scale.

So happy Halloween, everyone. Enjoy the holiday. But remember that if it’s oddly warm where you are, it’s not just a freak warm weather treat, but one of the many and worsening tricks conjured up by global climate change.

Former FBI Agent: The Bureau Has a Problem With Women

FBI director James Comey is wrong. Those supporting his actions regarding Huma Abedin’s emails — which may pertain to Hillary Clinton's use of a private email server as secretary of State — are wrong. His letter to Congress about these emails and Clinton was a grave misstep, which, no matter how you spin it, interferes with next week’s presidential election.

As I'm a former special agent for the FBI, Comey's action makes me want to cry. As an ardent supporter of Clinton, it makes me furious. I'm hearing that conservative agents in the bureau were unhappy with Comey’s decision earlier this year to not recommend that criminal charges be brought against Secretary Clinton in connection with her server and pressured him to inform Congress last week about the discovery of Abedin’s emails, with no further information about what those emails contain. This is McCarthyism for the 21st century. Not only is it about Clinton’s politics, it's about her gender. I believe many agents cannot stand the idea of “Madam President.” I was a young female agent in the 1980s, and one of the things I learned about at the bureau was misogyny. Maybe things have changed, but I’ll share my experience.

The allegations of Donald Trump’s predatory sexual behavior toward women and the infamous bus recording brought up long “forgotten” personal experiences at the FBI. I was sexually harassed twice while at the bureau. The first time was during training at Quantico by a fellow trainee in my class. He was married, by the way. This guy had been after me for a while. One night at the lounge at Quantico, where beer was served to a group of us, he was there and drinking a bit too much. I got up to leave and he stuck his fingers under my rib cage. It hurt like hell. A female classmate helped me get him off me. Another time, a male classmate had to come and help me get him out of my room. There was no one to tell. It would have damaged my career, and the fact that I am a lesbian would have made it all the more risky for me. There were already rumors.

When I graduated from the FBI Academy at Quantico, I went to the Boston field office. My first supervisor wanted to take me the "Combat Zone" in Boston, an area of strip joints and so forth, because innocent young female agents should see such things under the protection and guidance of an older, experienced agent. Yeah, right. This guy had a reputation for this, and of course I said no. I was soon moved to another squad. The joke was I had tended bar at a hotel near the Combat Zone while in law school; an evening there was like the lyrics of Lou Reed’s “Walk on the Wild Side.” I had seen it all, thank you, Mr. Bureau Supervisor.

One thing I did notice in the Boston and New York field offices was the number of affairs between male and female agents. It was commonplace and almost seemed that it was expected of the female agents. That was never spoken, of course. Of course we female agents were lesser in every way. Once I served a subpoena with another young female agent, and many of the male agents were troubled that (a) we were “allowed” to do it and (b) we were successful. I left the bureau because I wanted to pursue a musical career, but I also left because of the misogyny and a desire to be open about being gay. Yes, I think even today “Madam President” is a hard pill for many of them to swallow.

In the face of Comey’s interference with the election and the advantage he has given Trump in the closing days, LGBT people must get to the polls

Artist exposes his life to resist FBI, talks intersection between art, engineering

Ironically, recording and publicizing his entire life served as a form of resistance against an FBI investigation for Hasan Elahi.
During his talk — which aimed to explore the intersection between art and science — presented by the McCormick School of Engineering and the Block Museum of Art, the Bangladeshi-American artist spoke to more than 40 people about data and art in his work.
After erroneously becoming subject to a months-long FBI investigation following 9/11, Elahi said he decided to channel the experience into an art project that tracks and publicizes his entire life.
Though he originally sent detailed emails and photos of his everyday life to his FBI agent as an alibi against suspicions, he eventually decided it would be more effective to make his life accessible to the public, he said.
“All these photos that you’re seeing are photos that I sent to the FBI, but there’s also a parallel (public) database,” Elahi said, showing a slideshow of his photos. “Obviously I have an FBI file, and the FBI has information about me, but by me giving it to you directly, it cuts out the middleman and thus it devalues the currency of the FBI.”
He compared the public database, which is called Tracking Transience and is available online, to social media platforms like Facebook, which has more than a billion users worldwide. Anyone who documents their life online is practically doing the same thing as he is, he said.
“On an individual basis, this is purely symbolic,” he said. “But if 1.6 billion people start doing this to this level of detail, it would force an entire restructuring of the intelligence system.”
Susy Bielak, Block’s associate director of engagement and curator of public practice, said Elahi was a great first speaker for the series to explore art in the context of engineering.
“Part of the work that we do at the museum is build connective tissue around the University and between the campus and civic life,” she said. “The artists who we’ve selected to come here have the kind of curiosity, vision, insight that again is that point of simultaneity between artistic practice and engineering.”
Elahi explained his artistic work — which is often referred to as media art — incorporates a variety of multimedia techniques such as probability and science to tackle interesting questions.
“I’m not interested in solving the art problem in the most direct way,” he said. “I’m interested in going around it and how to navigate it from a very different experience.”
Abraham Chen, second-year graduate student in Kellogg and member of the Segal Design Institute’s Science, Engineering Design Innovation program, said he would like to see more events like this that connect arts with science.

Arnold Mesches, a socially conscious painter whose political activities were harrassed and recorded by the F.B.I. for more than 25 years in a thick dossier that he later used for his series “The F.B.I. Files,” died on Saturday at his home in Gainesville, Fla. He was 93.

His death was confirmed by his wife, the novelist Jill Ciment.

Mr. Mesches (pronounced MESH-ees) was a scenic artist in Hollywood when his work for the Communist Party came to the attention of the F.B.I. in 1945. A file the bureau started began filling up quickly the next year, when he dropped his work as a storyboard artist on a Tarzan film and took part in a strike against the studios.

Over the years, agents and informers kept track of Mr. Mesches’s day-to-day activities, reporting to headquarters on matters large and small. If he signed a petition, it went into his file. When he turned in an illustration for Mad magazine, the fact was duly noted. One informant, noting his paint-spattered pants, wrote that Mr. Mesches “dressed like a Communist.”

In 1956 most of his artwork was stolen from his studio, including dozens of paintings and drawings inspired by the trial and execution of Julius and Ethel Rosenberg, convicted of spying for the Soviet Union. He strongly suspected that the F.B.I. was behind the break-in.

And so it went until 1972, when the surveillance sputtered to its conclusion.

In the late 1990s, Mr. Mesches obtained his file under the Freedom of Information Act and reaped a bonanza of 760 pages, with classified information ruled over in heavy black lines. They had a certain look, he decided.

“I saw other people’s files and realized they were aesthetically beautiful,” he told The New York Times in 2003. “Kind of like Franz Kline sketches. Those big, black slashes where they block things out.”

Going to work, he cut and pasted 57 of the documents into a series of collaged paintings first exhibited at P.S. 1, the Museum of Modern Art’s satellite museum in Queens, in 2003 and later at several other museums. It was, in

She first met the two narcotics officers in July 2009 when they drove her to jail after she was caught buying methamphetamine in Hollywood.

If she gave them names of drug dealers, they said, they could get her out of jail. The woman didn’t make any promises, she recounted, but took one cop’s phone number before she was booked.


Three days later, she was released. As she left a downtown Los Angeles courthouse that evening, she said, the officers were waiting outside in an unmarked police car. They rolled down a window of their Volkswagen Jetta and offered her a ride. She accepted.

What followed, the woman testified during a preliminary hearing on Friday, was a series of dark run-ins with the two officers, including an encounter weeks later while she was walking her dog in Hollywood. That night, the officers ordered her into the back seat of the unmarked police car, she said, where one unzipped his pants, pulled them down and forced her to give him oral sex. The other, meanwhile, faced forward in the front passenger seat, holding her dog, she testified.


Shocked and scared, she said, she didn’t fight back.

“He tried to kiss me after that and say it wasn’t that bad,” the woman testified, weeping at times when recounting details of the assault.

The testimony came during a two-day hearing where she and two other women gave evidence against Officers Luis Valenzuela and James Nichols, accusing the pair of raping or sexually assaulting them. Prosecutors allege that the officers targeted four women between late 2008 and 2011, forcing victims into having sex or performing oral sex, sometimes in the back seat of their unmarked police car after driving to a secluded area. The Times generally does not name victims of sexual assault.

Drug overdose deaths in the United States hit record numbers in 2014
More people died from drug overdoses in 2014 than in any year on record. The majority of drug overdose deaths (more than six out of ten) involve an opioid.1 And since 1999, the number of overdose deaths involving opioids (including prescription opioid pain relieversand heroin) nearly quadrupled.2 From 2000 to 2014 nearly half a million people died from drug overdoses. 78 Americans die every day from an opioid overdose.
We now know that overdoses from prescription opioid pain relievers are a driving factor in the 15-year increase in opioid overdose deaths. Since 1999, the amount of prescription opioids sold in the U.S. nearly quadrupled,2 yet there has not been an overall change in the amount of pain that Americans report.3,4 Deaths from prescription opioids—drugs like oxycodone, hydrocodone, and methadone—have also quadrupled since 1999.5

In Massachusetts, real time data have just been made available, and fentanyl and heroin overdose deaths outweigh those involving prescription opioids 4 to 1 and 3 to 1, respectively. Prescription opioids were only found in 20% of OD deaths.

Afghanistan had a bumper crop of opium this year, while illicit fentanyl consumption and production (which, unlike heroin, does not require opium as a raw material, and its potential production is virtually limitless) is also booming.

Flores' lawyer, Ernest Warren Jr., says testimony from FBI informants revealed that they were encouraging others to violate the law and escalate confrontations with officers.

Prosecutors said during the trial that 15 FBI informants were involved in the investigation
