Police in Franklin Township, New Jersey recently announced an innovative program “designed to improve the safety of senior citizens,” reported WCBS-TV.

Through “Operation Blue Angel,” elderly residents would leave a key to their front doors in a lockbox accessible by a combination known to police. Police doing “safety checks” of the homes would knock on the door and, if nobody responds, would use the keys to enter.

What could possibly go wrong? What does anybody have to fear from angelic armed strangers sent to check on their “welfare”?

One possible problem is demonstrated by the shooting death of a 47-year-old Prairie Village, Kansas woman this morning (March 31).

Police were sent to her apartment to conduct a “welfare check.” For some reason, the woman didn’t want to be “helped” by the friendly state functionaries with guns.

Oh, but we insist, replied the “Blue Angels,” as they summoned their khaki-clad comrades from the Tactical Squad. Eventually, because of “threats” she supposedly made against the stormtroopers, the police (in the words of a local TV reporter) “were forced to shoot her.”

In a chilling speech to Russian defense experts on March 1, Prime Minister Putin ordered the buildup of strategic weapons and warned that the growing threat of the expansion of American Communism is endangering the entire World and bringing the Motherland closer to war than at any time since the 1962 Cuban Missile Crisis.

Putin had previously warned the United States against its planned adoption of Communism during his January, 2009 speech to the World Economic Forum in Davos, Switzerland upon Obama taking office, and had stated:

“The concentration of surplus assets in the hands of the state is a negative aspect of anti-crisis measures in virtually every nation. In the 20th century, the Soviet Union made the state’s role absolute. In the long run, this made the Soviet economy totally uncompetitive. This lesson cost us dearly. I am sure nobody wants to see it repeated.”

Unfortunately though, Obama, and those Communist forces backing him, do want to see this monster of a system repeated and have in the past year accelerated the United States descent into the abyss of total state control over all aspects of Americans lives and have created one of the most all encompassing “surveillance societies” our World has ever seen.

So dire has the situation become in the United States that one of their most dissident lawmakers, US Congressman Ron Paul, took to the floor of their House of Representatives this past week and warned that Obama’s forces were now openly stating that they have the power to assassinate any American citizen they deem to be a terrorist threat against them.

And not just from the right are these warnings against Obama coming, but also from their furthest left-wing ones too as the powerful black-Muslim leader and Obama ally, Louis Farrakhan, of Chicago’s Nation of Islam warned his followers this week that America is facing “imminent disaster” and they all must start “preparing for the worst”.

Obama, however, has chosen not to listen to these warnings and this past week accelerated his Communist takeover of America by appointing the powerful head of the Service Employees International Union (SEIU), and avowed Communist, Andy Stern, to the top US government commission to oversee its economy.

'Blue code' of silence breaks after cover-up of New Orleans shootings

They are known as the Danziger Seven, a brotherhood of police officers bonded by a shameful secret but protected by a “blue code” of silence. Only now, four and a half years after they shot dead two innocent people during the anarchy that came after Hurricane Katrina, has the deceit by New Orleans police officers begun to unravel after three cracked under the pressure of a federal investigation.

On September 4, 2005, officers from the New Orleans Police Department fired at a group of unarmed survivors of the storm and flooding that had ravaged the city. One of the dead was Ronald Madison, 40, a mentally disabled man. To cover their tracks the officers and their colleagues fabricated reports, planted evidence and framed their victims. Lance Madison, 49, Ronald’s brother, who was among those injured, was jailed for several weeks on bogus charges of attempted murder after officers claimed that he had fired first, despite his never having a weapon.

Last month two homicide detectives caved in and gave evidence. “I have neither imagined nor heard of more treacherous or despicable conduct by law enforcement officers,” US District Judge Lance Africk said, after Jeffrey Lehrmann, the former lieutenant and one of the two original whistleblowers, pleaded guilty when he was charged with covering up a crime.

“You, and others like you, through an elaborate conspiracy of deceit and obstruction, have caused an inordinate degree of mental anguish and pain ... You have compounded the damage caused by Hurricane Katrina in an immeasurable way. You have disgraced your badge.”

In their testimony Lehrmann and his former colleague Lieutenant Michael Lohman, 42, described colleagues concocting statements from non-existent witnesses, making up names and details and referring to a gun that they had planted at the scene of the shooting as a “ham sandwich”.

“They treated it like a joke ... it’s absolutely stunning to hear about the casual way in which these officers went about destroying people’s lives,” said Mary Howell, a civil rights lawyer who represents the Madison family.

Yesterday one of the shooters was charged with obstruction of justice and knowledge of a crime. Michael Hunter, 33, is the first police officer present when the killings happened to face a court.

Six days after Katrina left much of New Orleans under water, devoid of communications and leadership and in a state of chaos and paranoia, police were called to the Danziger Bridge, which spans the Industrial Canal in the east of the city. They were responding to reports, which proved false, that two officers had been shot. They claim that when they arrived they came under fire and were forced to shoot in self-defence.

However, the Madisons were unarmed and had simply been attempting to cross the bridge to seek shelter at their brother’s dental surgery. Police claim that Ronald was shot once as he reached to his waistband and turned towards them to shoot. Yet a post-mortem examination found seven bullets in his body, including five in his back.

At the other end of the bridge Leonard Bartholomew, his wife Susan, their children, nephew and friend James Barsat, 19, were trying to find food when police bullets hit five of them. Mr Barsat was killed.

“We’re all on the ground and all you can see is blood everywhere. You can hear everybody hollering, moaning,” Mrs Bartholomew told National Public Radio a year later in her only interview. “My right arm was on the ground lying next to me ... it had been shot off.” Her nephew, Jose Holmes, 19, claimed that after he was struck by two bullets an officer leant over the concrete barrier where he had sought shelter, put a rifle to his stomach and pulled the trigger twice.

When other police arrived to investigate the shooting, including Lehrmann and Lohman, they realised that their colleagues had been involved in a “bad shoot” of unarmed people. The cover-up that followed included falsifying statements from the Bartholomews saying that Mr Holmes had shot at police first.

According to Lehrmann, one sergeant drafted testimony from a fictitious witness, Lakeisha Smith, that the Madisons had been looting and robbing and that Ronald had been about to shoot police when he was felled.

Meetings were held for officers to confer on getting their stories straight, spent bullet casings were kicked off the bridge to destroy evidence and officers “discussed how they could use Hurricane Katrina as an excuse for failures in the investigation of the Danziger Bridge shootings and thereby use the storm to help make the entire situation ‘go away’, ” court documents reveal.

In 2006 the seven officers involved in the shootings were charged with murder and attempted murder. However, colleagues and police unions rose in anger, vaunting them as wronged heroes. A judge dismissed the charges in 2008, citing misconduct by prosecutors. This led to public outrage and intervention by federal authorities who have promised an all-out hunt for the truth.

“The intensity of the investigation is increasing,” David Welker, a FBI special agent said, adding that the investigation would “aggressively pursue the evidence wherever it leads”.

“Going into Hurricane Katrina, the police department was already in very serious trouble,” Mrs Howell said.

“There are a number who have conducted themselves in an honest and decent way but it’s not an insignificant number that were involved in some kind of misconduct, killings and framings. It’s not a few bad apples; it’s a serious reflection on the entire department.”

She added: “This police department has to be cleaned out ... this cover-up was in cold blood, it was calculating and it involved multiple officers.”

Lehrmann and Lohman will be sentenced at a later date. Mr Hunter faces eight years in prison and a $500,000 (£330,000) fine if convicted.

Other police-involved killings and unexplained deaths are also being looked into amid accusations from the public, lawyers and community leaders that the New Orleans Police Department is “rotten to its core”.

“This has opened up a Pandora’s Box,” Dr Romell Madison, the brother of Lance and Ronald, said. “The process of closure has started, but I’m more delighted about the fact that crimes like this that didn’t only affect me but a lot of other people here in New Orleans will be looked at.

“I know members of the police force, some of them and their families are my patients and they confide in me that the truth will come out. I tell them I just hope it comes out in my lifetime.”

Obama Limits When U.S. Would Use Nuclear Arms

WASHINGTON — President Obama said Monday that he was revamping American nuclear strategy to substantially narrow the conditions under which the United States would use nuclear weapons.

But the president said in an interview that he was carving out an exception for “outliers like Iran and North Korea” that have violated or renounced the main treaty to halt nuclear proliferation.

Discussing his approach to nuclear security the day before formally releasing his new strategy, Mr. Obama described his policy as part of a broader effort to edge the world toward making nuclear weapons obsolete, and to create incentives for countries to give up any nuclear ambitions. To set an example, the new strategy renounces the development of any new nuclear weapons, overruling the initial position of his own defense secretary.

Mr. Obama’s strategy is a sharp shift from those of his predecessors and seeks to revamp the nation’s nuclear posture for a new age in which rogue states and terrorist organizations are greater threats than traditional powers like Russia and China.

In a recent report for the Centre for Strategic and International Studies (CSIS), military analyst Anthony Cordesman concluded that Israel will have to use low-yield earth-penetrating nuclear weapons if it wants to take out deeply-buried nuclear sites in Iran.

“Israel is reported to possess a 200 kilogram nuclear warhead containing 6 kilograms of weapons-grade plutonium that could be mounted on the sea launched cruise missiles and producing a Yield of 20 kilo tons,” Cordesman writes in the CSIS study he co-authored by Abdullah Toukan.

Though this Great American Genocide has been nearly erased from their people’s memories it bears their remembering as a new generation of them are unknowingly about to meet the same fate as their ancestors, and it all began in the spring months of 1932 as the economic collapse of the United States was threatening to topple their elite masters from power…something they would never allow.

Causing this wave of fear to sweep through the corridors of power in the United States was the self-named Bonus Expeditionary Force which was an assemblage of some 43,000 marchers — 17,000 World War I veterans, their families, and affiliated groups, who had assembled in Washington D.C. during the spring and summer months of 1932 demanding economic relief and equity from their officials who were protecting the giant banking and financial interests while allowing ordinary Americans to be thrown from their homes by the tens of millions and then letting them starve.

To suppress this rebellion the US Military brutally attacked and destroyed the Bonus Expeditionary Forces in July, 1932 using troops commanded by Army Chief of Staff General Douglas MacArthur, General, later US President, Dwight D. Eisenhower, and Major George Patton; all three of whom would in the next 13 years defeat the German and Japanese Empires using the same tactics of mass civilian deaths to achieve their war goals.

When it comes to that slo-mo drawdown, all the numbers turn out to be staggering. They are also a reminder of just how the Pentagon has been fighting its wars in these last years – like a compulsive shopper without a 12-step recovery program in sight. Whether it’s 3.1 million items of equipment, or 3 million, 2.8 million, or 1.5 million, whether 341 "facilities" (not including perhaps ten mega-bases which will still be operating in 2011 with tens of thousands of American soldiers, civilians, and private contractors working and living on them), or more than 350 forward operating facilities, or 290 bases are to be shut down, the numbers from Iraq are simply out of this world.

Those sorts of figures define the U.S. military in the Bush era – and now Obama’s – as the most materiel-profligate war-making machine ever. Where armies once had baggage trains and camp followers, our camp followers now help plant our military in foreign soil, build its housing and defenses, and then supply it with vast quantities of food, water, fuel, and god knows what else. In this way, our troops carry not just packs on their backs, but a total, transplantable society right down to the PXs, massage parlors, food courts, and miniature golf courses. At Kandahar Air Base in Afghanistan, there was until recently a "boardwalk" that typically included a "Burger King, a Subway sandwich shop, three cafes, several general stores, a Cold Mountain Creamery, [and an] Oakley sunglasses outlet." Atypically enough, however, a TGI Friday’s, which had just joined the lineup, was recently ordered shut down along with some of the other stores by Afghan war commander Gen. Stanley McChrystal as inimical to the war effort.

In Ripley’s terms, if you were to put all the vehicles, equipment, and other materiel we managed to transport to Iraq and Afghanistan "four abreast," they, too, might stretch a fair way around the planet. And wouldn’t that be an illustration worthy of the old Ripley’s cartoon – all those coffee makers and port-a-potties and Internet cafes, even that imported sand which, if more widely known about, might change the phrase "taking coals to Newcastle" to "bringing sand to Iraq"?

For all the sand Iraq did have, from the point of view of the U.S. military it didn’t have the perfect type for making the miles of protective "blast walls" that became a common feature of the post-invasion landscape. So, according to Stephen Farrell of the New York Times, U.S. taxpayer dollars floated in boatloads of foreign sand from the United Arab Emirates and Qatar to create those 15-ton blast walls at $3,500 a pop. U.S. planners are now evidently wondering whether to ship some of the leftover walls thousands of miles by staggeringly roundabout routes to Afghanistan at a transportation cost of $15,000 each.

When it comes to the U.S. drawdown in Iraq and the buildup in Afghanistan, in fact, the numbers, any numbers, are little short of unbelievable.

* Believe it or not, for instance, U.S. commanders in our war zones have more than one billion congressionally mandated dollars a year at their disposal to spend on making "friends with local citizens and help[ing] struggling economies." It’s all socked away in the Commander’s Emergency Response Program. Think of it as a local community-bribery account which, best of all, seems not to require the slightest accountability to Congress for where or how the money is spent.

* Believe it or not (small change department), the Pentagon is planning to spend an initial $50 million from a "$350 million Pentagon program designed to improve the counterterrorism operations of U.S. allies" on Croatia, Georgia, Hungary, Latvia, Lithuania, and Estonia, all of whom, in the latest version of the Coalition of the Billing, just happen to have small numbers of troops deployed in Afghanistan. The backdrop for this is Canada’s decision to withdraw its combat forces from Afghanistan in 2011 and a fear in Washington that the larger European allies may threaten to bail as well. Think of that $50 million as a down payment on a state bribery program – and the Pentagon is reportedly hoping to pry more money loose from Congress to pay off the smaller "allies" in a bigger way in the future.

* Believe it or not, the Defense Logistics Agency shipped 1.1 million hamburger patties to Afghanistan in the month of March 2010 (nearly doubling the March 2009 figure). Almost any number you might care to consider related to the Afghan War is similarly on the rise. By the fall, the number of American troops there will have nearly tripled since President Obama took office; American deaths in Afghanistan have doubled in the first months of 2010, while the number of wounded has tripled; insurgent roadside bomb (IED) attacks more than doubled in 2009 and are still rising; U.S. drone strikes almost doubled in 2009 and are on track to triple this year; and fuel deliveries to Afghanistan have nearly doubled, rising from 15 million gallons a month in March 2009 to 27 million this March. (Keep in mind that, by the time a gallon of gas has made it to U.S. troops in the field, its cost is estimated at up to $100.)

* Believe it or not, according to a recent report by the Pentagon inspector general, private contractor KBR, holding a $38 billion contract to provide the U.S. military with "a range of logistic services," has cost Washington $21 million in "waste" on truck maintenance alone by billing for 12 hours of work when, on average, its employees were actually putting in 1.3 hours.

* Believe it or not, the State Department has paid another private contractor, Triple Canopy, $438 million since mid-2005 simply to guard the massive, 104-acre U.S. Embassy in Baghdad, the largest on the planet. That’s more than half the price tag to build the embassy, the running of which is expected to cost an estimated $1.8 billion dollars in 2010. Triple Canopy now has 1,800 employees dedicated to embassy protection in the Iraqi capital, mainly Ugandan and Peruvian security guards. At $736 million to build, the embassy itself is a numbers wonder (and has only recently had its sizable playing field astroturfed – "the first artificial turf sports field in Iraq" – also assumedly at taxpayer expense). Fans of Ripley-esque diplomatic gigantism should have no fears about the future either: the U.S. is now planning to build another "mother ship" of similar size and cost in Islamabad, Pakistan.

* Believe it or not, according to Nick Turse of TomDispatch.com, nearly 400 bases for U.S. troops, CIA operatives, special operations forces, NATO allies, and civilian contractors have already been constructed in Afghanistan, topping the base-building figures for Iraq by about 100 in a situation in which almost every bit of material has to be transported into the country. The base-building spree has yet to end.

* Believe it or not, according to the Washington Post, the Defense Department has awarded a contract worth up to $360 million to the son of an Afghan cabinet minister to transport U.S. military supplies through some of the most dangerous parts of Afghanistan – and his company has no trucks. (He hires subcontractors who evidently pay off the Taliban as part of a large-scale protection racket that allows the supplies through unharmed.) This contract is, in turn, part of a $2.1 billion Host Nation Trucking contract whose recipients may be deeply involved in extortion and smuggling rackets, and over which the Pentagon reportedly exercises little oversight.

* Believe it or not, the staggering logistics effort underway to transport part of the American way of war from Iraq to Afghanistan is now being compared by those involved to Hannibal (not Lecter) crossing the Alps with his cohort of battle elephants, or to that ancient conqueror of conquerors, Alexander the Great ("the largest building boom in Afghanistan since Alexander built Kandahar"). It has become commonplace as well to say, as President Obama did at Bagram Air Base on his recent six-hour Afghan drop-in, that the U.S. military is "the finest military in the history of the world," or as his predecessor put it even more emphatically, "the greatest force for human liberation the world has ever known."

The Ripley-esque numbers, however, tell a somewhat different story. If war were really a Believe It or Not matter, or victory lay in the number of hamburgers transported or the price of fuel consumed, the U.S. military would have been the winner long ago. After all, it may be the most product-profligate military with the heaviest "footprint" in history. Though it’s seldom thought strange (and rarely commented upon in the U.S.), the Pentagon practices war as a form of mass consumption and so, not surprisingly, bears a striking resemblance to the society it comes from. Like the Taliban, it carries its way of life to war on its back.

Fox News host Glenn Beck’s media “empire” is the cover story of the newest issue of Forbes Magazine. In the story, Beck reveals that his media company Glenn Beck Inc. made $32 million in revenue in the period between March 2009 and March 2010. The host also explains that he sees himself much more as an entertainer than a political activist, saying that he doesn’t “give a flying crap about the political process”:

With a deadpan, Beck insists that he is not political: “I could give a flying crap about the political process.” Making money, on the other hand, is to be taken very seriously, and controversy is its own coinage. “We’re an entertainment company,” Beck says.

“I don’t necessarily believe that [what Beck says] is reflective of his own personal politics — I don’t even know if he has personal politics,” Michael Harrison, the publisher of Talkers magazine tells Forbes. “I see him as a performer.” This isn’t the first time Beck has suggested he isn’t as radically conservative as he seems. In February he told USA Weekend that “you’d have to be an idiot” to “not notice the temperature change” caused by global warming, and that he thinks mankind may play a signficant role in the phenomenon. Beck has previously described himself as “a rodeo clown” and conceded, “If you take what I say as gospel, you’re an idiot.”

Just how handsomely does it pay to be one of the most controversial men in America? For Glenn Beck, $32 million.

Beck, who became a household name in 2009, pulled in the shocking sum through a revenue stream that includes books, radio, TV, digital media, and speaking fees.

Interestingly, Forbes reports that Beck's Fox News contract is the least lucrative of all his ventures.

According to the Forbes analysis, Beck earned $12 million from book sales thanks to his "profit participation co-venture with Simon & Schuster typically reserved for authors like Stephen King." He has a five-year, $50 million contract with Premiere Radio Networks that netted $10 million for the year. His website, supported by both ads and an "Insider" subscription service as well as retail merchandise sales, brought in another $4 million. Speaking fees and events like his "Bold Fresh Tour" with Bill O'Reilly earned him $3 million, and his Fox News contract brought in $2 million. Add in a final $1 million from his Fusion magazine, and Beck had a $32 million year.

Beck told Forbes that he is more interested in the business than the politics of what he does.

"I could give a flying crap about the political process," he said. "We're an entertainment company."

'Mind-reading' brain-scan software showcased in NY

Software that uses brain scans to determine what items people are thinking about was among the technological innovations showcased Wednesday by Intel Corp., which drew back the curtain on a number of projects that are still under development.

The software analyzes functional MRI scans to determine what parts of a person's brain is being activated as he or she thinks. In tests, it guessed with 90 percent accuracy which of two words a person was thinking about, said Intel Labs researcher Dean Pomerleau.

While Intel primarily makes computer processors and other hardware, it often works to develop and demonstrate new technologies in an effort to stimulate the market and advance its reputation. Other innovations on display at Wednesday's Intel event in Manhattan included:

-Cell phone technology that would use motion, GPS and audio data gathered through users' cell phones to track what they're doing and who they're with. The technology can distinguish activities such as walking, giving a business presentation and driving. It also compares audio readings from different cell phones to determine who is in the same room.

This would allow users to share their activity information with their close friends and watch avatar versions of their friends throughout the day. It would also let users track and analyze data about how they spend their time.

Did Hawaii have any records on Obama before 2006?

(Apr. 8, 2010) — The Hawaii Department of Health continues to ignore and stonewall legitimate requests for information which under its UIPA law should be made available to a requester within ten days.

Mr. John Charlton, our Editor-in-Chief, has made three requests for such information from the Health Department beginning in early March which the Health Department either says it does not understand or to which it has failed to respond at all.

On February 26, 2010, Mr. Charlton published an article demonstrating the Health Department’s increasing reluctance to comply with UIPA requests. He had asked for copies of handwritten pages from the “Birth Index” maintained before Hawaii’s birth records were computerized and had offered to pay for the cost of obtaining them. Specifically, he was looking for anyone with the surnames Payne, Dunham, Soetoro and Obama.

Instead, the Health Department sent a PDF file of births with the parents’ names redacted. None of the names for which Mr. Charlton had asked appeared on the list, although Mr. Charlton had obtained information independently that at least one person with one of the last names had been born during the period in question.

Since that time, Mr. Charlton has made three more requests to the Hawaii Department of Health, none of which has been addressed. The PDF which Janice Okubo, the Health Department’s Public Information Officer, released to Mr. Charlton did not contain the information he had requested.

No further response from the Department of Health has been received.

Since the Hawaii Department of Health has not responded to Mr. Charlton’s recent UIPA requests, it appears that they have affirmed that there is no documentation on file to indicate that Obama was born in Hawaii in 1961, when his name should have appeared in the Birth Index. They know that if they release the information he has sought, Obama’s name will not appear in it, and Obama’s lies will be exposed to the world.

If there were nothing to hide, the Health Department would have released this information months ago to quell the rising doubts about Obama’s birth story.

Perhaps Obama presented some type of evidence to Dr. Fukino and received a COLB. Perhaps that is why the certificate number has always been obliterated: it does not correspond to the series used in 1961 because it was issued much later. According to the Western Journalism Center, there are five different ways in which a Hawaiian birth record can be obtained, including as an adult.

According to Hawaii’s UIPA law, once Fukino made a public statement about Obama’s records, the index data, or pieces of information used to formulate the statement, should have been readily available to the public upon request. Instead, the state of Hawaii continues to try to limit the public’s access or ignore requests completely despite its declarations of openness in government. Why the obfuscation if there is nothing to hide?

The Post & Email will not stop its investigation until we receive answers to these questions.

Is it possible that the Director of Health, Dr. Chiyome Fukino, granted Obama a “Certification of Live Birth” sometime in 2006 or later when he was planning to run for president? Fukino is the only person in the United States to affirm that Obama was born in Hawaii. No hospital, doctor, nurse, witness or other individual has come forward to corroborate her story.

I'm very pleased to read that a Florida man managed to gather evidence proving that the red light camera that 'caught' his wife, resulting in her being issued a traffic violation ticket, was placed at an intersection with an illegally short caution light.

About 28,000 drivers have been caught on camera running a red light in less than a year. The excuses range from bad weather to not wanting to be rear-ended.

But Collier driver Mike Mogil claims the yellow lights are simply too short. And as it turns out, he's right.

Armed with a stopwatch, Mogil may be driving a hole in the credibility of Collier County's red light camera system.

"If the county, they are not going to follow their own rules, then why should we be required to follow the rules?" he asked.

When his wife received a ticket in the mail recently, the first thing she said was the yellow light was too short.

So Mike, who works with numbers all the time as a math tutor, put it to the test.

"I said, ‘If it's really short, then you got short-changed and you got a ticket illegally,'" said Mogil.

The speed limit on Collier Boulevard, where she was cited, is 45 mph. According to county guidelines, the yellow light should be 4.5 seconds.

Mogil said he tested it 15 times with an average of only 3.8 seconds.

"And I said, ‘We've got a problem,'" he said.

He challenged the ticket Monday and a special magistrate dropped it when the county conceded the yellow wasn't long enough.

"I think it was an oversight more than anything," said Gene Calvert of the Collier County Transportation Department.

The county has already fixed the Collier Boulevard light, and says it will check 200 other intersections to make sure they meet the standard.

"There's a much, much bigger issue here and it has to be addressed," he said.

Hmm . . . let's see, now: of 65 intersections checked, and only 7 meet the caution light standard. That means fully 89% of those lights are set at the wrong interval. When one gets that high a percentage, I can't help but believe this to be a deliberate policy on the part of the county to maximize their revenue from fraudulently-issued red light tickets.

I believe that during the past 18 months, there were very few instances of serial default and contagion that could have not been contained by adequate risk-based capital and liquidity. I presume, for example, that with 15% tangible equity capital, neither Bear Sterns nor Lehman Brothers would have been in trouble. Increased capital, I might add parenthetically, would also likely result in smaller executive compensation packages, since more capital would have to be retained in undistributed earnings.

It’s notable that Alan Greenspan says 15% tangible equity would have been a good cushion for Lehman and Bear. Extrapolated across other major banks, the 15% figure implies they’d have to raise nearly $900 billion, a truly stupendous figure.

That’s so high, it’s hard to contemplate the implications. Suffice it to say, it’s not happening. Banks couldn’t come close to raising such sums even if they were commanded to by regulators. And such a draconian standard would hammer lending. I argued in my Breakingviews column yesterday (paywalled folks, sorry!) that regulators need to be concerned with raising capital standards, not lending levels, which are conflicting goals. But 15% TCE is a bit much.

But in setting a very high bar, Greenspan may have done regulators a favor. Perhaps it will give them cover to raise capital standards higher than they otherwise would. When banks inevitably complain, regulators can retort that they’re cutting them more slack than The Maestro would!

WASHINGTON – As secretary of state, Henry Kissinger canceled a U.S. warning against carrying out international political assassinations that was to have gone to Chile and two neighboring nations just days before a former ambassador was killed by Chilean agents on Washington's Embassy Row in 1976, a newly released State Department cable shows.

Whether Kissinger played a role in blocking the delivery of the warning against assassination to the governments of Chile, Argentina and Uruguay has long been a topic of controversy.

Discovered in recent weeks by the National Security Archive, a non-profit research organization, the Sept. 16, 1976 cable is among tens of thousands of declassified State Department documents recently made available to the public.

In 1976, the South American nations of Chile, Argentina and Uruguay were engaged in a program of repression code-named Operation Condor that targeted those governments' political opponents throughout Latin America, Europe and even the United States.

Based on information from the CIA, the U.S. State Department became concerned that Condor included plans for political assassination around the world. The State Department drafted a plan to deliver a stern message to the three governments not to engage in such murders.

In the Sept. 16, 1976 cable, the topic of one paragraph is listed as "Operation Condor," preceded by the words "(KISSINGER, HENRY A.) SUBJECT: ACTIONS TAKEN." The cable states that "secretary declined to approve message to Montevideo" Uruguay "and has instructed that no further action be taken on this matter."

"The Sept. 16 cable is the missing piece of the historical puzzle on Kissinger's role in the action, and inaction, of the U.S. government after learning of Condor assassination plots," Peter Kornbluh, the National Security Archive's senior analyst on Chile, said Saturday. Kornbluh is the author of "The Pinochet File: A Declassified Dossier on Atrocity and Accountability."

Jessica LePorin, a spokeswoman for Kissinger, says that the former secretary of state dealt many years ago with questions concerning the cancellation of the warnings to the South American governments and had no further comment on the matter.

Kissinger has dealt with the issue indirectly. Writing in defense of Kissinger in 2004 when the issue arose, William D. Rogers, Kissinger's former assistant secretary of state, said Kissinger "had nothing to do with" a Sept. 20, 1976 cable instructing that the warnings to Chile, Argentina and Uruguay be canceled. Rogers died in 2007.

"You can instruct" the U.S. ambassadors "to take no further action" on the subject of Operation Condor, said the Sept. 20 cable by Harry Shlaudeman, assistant secretary of state for Inter-American affairs, to Shlaudeman's deputy.

The next day, on Sept. 21, 1976, agents of Chilean Gen. Augusto Pinochet planted a car bomb and exploded it on a Washington, D.C., street, killing both former Ambassador Orlando Letelier, and an American colleague, Ronni Karpen Moffitt. Letelier was one of the most outspoken critics of the Pinochet government.

Nearly a month before the blast, the State Department seemed intent on delivering a strong message to the governments engaged in Operation Condor.

An Aug. 23, 1976 State Department cable instructs the U.S. embassies in the capitals of Chile, Argentina and Uruguay to "seek appointment as soon as possible with highest appropriate official, preferably the chief of state."

The message that was to be conveyed: the U.S. government knows that Operation Condor may "include plans for the assassination of subversives, politicians and prominent figures both within the national borders of certain ... countries and abroad."

"What we are trying to head off is a series of international murders that could do serious damage to the international status and reputation of the countries involved," Shlaudeman wrote in a memo to Kissinger dated Aug. 30, 1976. That memo is referenced in the newly disclosed Sept. 16, 1976 cable containing Kissinger's name.

Concerns among the ambassadors may have led to cancellation of the planned warning.

In the Aug. 30, 1976 memo, Shlaudeman discussed a possibility that the U.S. ambassador in Uruguay might be endangered by delivering a warning against assassination. The U.S. ambassador to Chile said that Pinochet might take as an insult any inference that he was connected with assassination plots.

A young man wearing a Hollister T-shirt, shorts and sandals picked up election signs Wednesday in Rice Lake, Wis. The 19-year-old wasn't a campaign volunteer. Romaine Quinn is the new mayor.

Quinn, who served one year on the Rice Lake City Council before being elected mayor on Tuesday, said, "Age, I don't think, necessarily makes a difference, I mean, it's about the issues."

"Apparently, a lot of people wanted change," said 78-year-old Del Hanson, who voted for Quinn.

Romaine's big win had a lot to do with what happened on Manwaring Avenue and other roads around town. "They cut down trees that were 40 and 50 years old and put in sidewalks nobody needed or wanted," said Richard Cerminar.

"They just didn't listen," said George Erickson. "Basically everybody on this street didn't want a sidewalk." The "improvements" being made by the city are effectively taking away half of Erickson's front yard.

Quinn cites Ron Paul, the libertarian-leaning Republican congressman from Texas, as his political role model. During his campaign, Quinn told voters he wants to hold the line on taxes, replace the city administrator and, of course, reconsider plans to put sidewalks all over Rice Lake.

He beat incumbent mayor Dan Fitzgerald with 53 percent of the vote.

Violence in Mexico: A Bloody Reshuffling of Drug Cartels

Between February and March, the number of homicides in Matamoros and Reynosa, two cities under siege in northern Mexico, surpassed 2009 totals. Police in the area, who only show up after the shooting has stopped, have recovered 50 abandoned trucks full of bullet holes and blood. Meanwhile, payments of $500 a month keep local journalists quiet and motivated to influence their colleagues to do the same. Those who speak out disappear.

Northern Mexico is deeply embroiled in Mexico’s ongoing violence, and as cartel members deal death to their rivals, the media blackout fuels rumor and fear — a perfect storm of misinformation allowing Mexico's newest cartel rivals to engage in a battle for control over some of Mexico's most lucrative criminal turf. The latest fronts are the states of Tamaulipas and Nuevo Leon in northeastern Mexico, nestled up against Texas.

Intense violence continues to rock these states as factions within Mexico’s criminal underworld battle for primacy. The tectonic shift between former allied cartels Los Zetas and the Gulf Cartel fuels battlefront intensity. As a result, gunmen contest northern and border cities, including Monterrey, Matamoros, Reynosa and Nuevo Laredo in a battle of ‘all against all.’

"My sense is that La Familia is cooperating with the Sinaloa Cartel and the Gulf Cartel against Los Zetas in the battle now raging in Tamaulipas and Nuevo Leon," George Grayson, a Latin American politics professor at The College of William and Mary in Virginia, US, and a senior associate at the Washington-based think tank Center for Strategic and International Studies, told ISN Security Watch.

The war of ‘all against all’ is exemplified by recent events in Tamaulipas: shootouts, grenade attacks, explosions, kidnappings and reports of large convoys with armed men freely roaming the streets. While the conflict includes clashes between Mexican police, soldiers and cartel gunmen, a major component of the violence is linked to battles between the Gulf Cartel and its former armed wing, Los Zetas.

This split is the criminal analogy to an internal corporate power struggle — in this case, competition for control of the enterprise known as ‘The Company’ — by a Gulf-Zeta duopoly focusing on drugs, human trafficking, product piracy and petroleum theft.

Henry Kissinger cancelled a warning against carrying out international political assassinations just days before a former Chilean ambassador was killed in Washington, according to a newly released State Department cable.

The declassified document revived questions about Mr Kissinger’s role in curbing the secret programme of international assassinations by South American dictators known as Operation Condor.

According to the National Security Archive, a research organisation that uncovered the document, the cable ended efforts by US diplomats to warn the governments of Chile, Uruguay and Argentina against involvement in the covert plan, which targeted political opponents at home and overseas.

In the cable, dated Sept 16, 1976, Mr Kissinger, then secretary of state, rejected a proposed warning to Uruguay about Condor operations and ordered that “no further action be taken on this matter” by his department.

Five days later, Chilean exile Orlando Letelier and a colleague were killed in the American capital in a car bombing later tied to Chilean secret police working through the Condor network.

In a statement, Mr Kissinger said that the National Security Archive had “distorted” the meaning of the cable. He said it was intended to find another way for the US ambassador in Uruguay to deliver a formal objection to Condor, after the envoy expressed fears for his own life.

Washington, DC, April 10, 2010 - Only five days before a car-bomb planted by agents of the Pinochet regime rocked downtown Washington D.C. on September 21, 1976, Secretary of State Henry Kissinger rescinded instructions sent to, but never implemented by, U.S. ambassadors in the Southern Cone to warn military leaders there against orchestrating "a series of international murders," declassified documents obtained and posted by the National Security Archive revealed today.

The Secretary "has instructed that no further action be taken on this matter," stated a September 16, 1976, cable sent from Lusaka (where Kissinger was traveling) to his assistant secretary of state for Inter-American affairs, Harry Shlaudeman. The instructions effectively ended efforts by senior State Department officials to deliver a diplomatic demarche, approved by Kissinger only three weeks earlier, to express "our deep concern" over "plans for the assassination of subversives, politicians, and prominent figures both within the national borders of certain Southern Cone countries and abroad." Aimed at the heads of state of Chile, Argentina and Uruguay, the demarche was never delivered.

"The September 16th cable is the missing piece of the historical puzzle on Kissinger's role in the action, and inaction, of the U.S. government after learning of Condor assassination plots," according to Peter Kornbluh, the Archive's senior analyst on Chile and author of the book, The Pinochet File: A Declassified Dossier on Atrocity and Accountability. "We know now what happened: The State Department initiated a timely effort to thwart a 'Murder Inc' in the Southern Cone, and Kissinger, without explanation, aborted it," Kornbluh said. "The Kissinger cancellation on warning the Condor nations prevented the delivery of a diplomatic protest that conceivably could have deterred an act of terrorism in Washington D.C."

The cable was discovered by Archive Southern Cone analyst Carlos Osorio among tens of thousands of routinely declassified State Department cables from 1976.

"We now know that it was Kissinger himself who was responsible," stated John Dinges, author of The Condor Years, and a National Security Archive associate fellow. "He cancelled his own order; and Chile went ahead with the assassination in Washington."

Only after the Letelier-Moffitt assassination did a member of the CIA station in Santiago meet with the head of the Chilean secret police, Col. Manuel Contreras, to discuss the demarche. The meeting took place the first week of October. In a secret memorandum from Shlaudeman to Kissinger—also obtained by Kornbluh under the FOIA—he reported that passing U.S. concerns to Contreras "seems to me sufficient action for the time being. The Chileans are the prime movers in Operation Condor."

The memorandum makes no mention of the CIA pressing Contreras on the issue of the Letelier-Moffitt assassination. Several years later, the FBI identified him as responsible for that atrocity, and the U.S. demanded his extradition, which the Pinochet regime refused. In November 1993, after Pinochet left power, a Chilean court found Contreras guilty for the Condor murders and sentenced him to seven years in a specially-constructed prison.

Henry Kissinger's role in rescinding the Condor demarche was at the center of a contentious controversy at the prestigious journal, Foreign Affairs (FA), in 2004. In a FA review of Kornbluh's book, Council on Foreign Relations Senior Fellow Kenneth Maxwell referred to the undelivered demarche, and Shlaudeman's September 20th instructions to the ambassadors to "take no further action." In a response, the late William D. Rogers, Kissinger's close associate, lawyer, and a former assistant secretary of State, stated—incorrectly it is now clear—that "Kissinger had nothing to do with the cable." When Maxwell responded to Rogers letter, he reiterated that the demarche was never made in Chile, and that the Letelier-Moffitt assassination "was a tragedy that might have been prevented" if it had.

In response, Kissinger enlisted two wealthy members of the Council to pressure the editor of FA, James Hoge, to allow Rogers to have the last word. In a second letter-to-the-editor, Rogers accused Maxwell of "bias," and of challenging Shlaudeman's integrity by suggesting that he had countermanded "a direct, personal instruction from Kissinger" to issue the demarche, "and to do it behind his back" while Kissinger was on a diplomatic mission in Africa. When Hoge refused to publish Maxwell's response, Maxwell resigned from his positions at FA and the Council.

In the letter that his own employer refused to publish, Maxwell wrote that, to the contrary, "it is hard to believe that Shlaudeman would have sent a cable rescinding the [demarche] without the approval of the Secretary of State who had authorized [it] in the first place."He called on Kissinger to step forward and clarify the progression of policy decisions leading up to the Letelier-Moffitt assassination, and for the full record to be declassified.

The declassification of Kissinger's September 16th cable demonstrates that Maxwell was correct. It was Kissinger who ordered an end to diplomatic attempts to deliver the demarche and call a halt to Condor murder operations.

ISLAMABAD — More than 200,000 people have fled Pakistan's latest offensive against Taliban militants in the northwest, the United Nations said Monday, as fresh clashes in the remote region killed 41 insurgents and two soldiers.

The military has pounded the Orakzai tribal region with airstrikes and artillery in an attempt to rout insurgents from the rugged, mountainous area near the Afghan border. Many Taliban fighters fled to Orakzai last year to escape a separate army offensive in their tribal stronghold of South Waziristan.

The exodus of civilians from Orakzai adds to the more than 1.3 million people driven from their homes by fighting in the northwest and unable to return.

The U.N. warned Monday it faces a severe shortfall in funding needed to aid those displaced, saying it has only received about $106 million, or 20 percent, of the $538 million appeal it launched in February for the next six months. Last year, the U.N. had received 40 percent of its appeal by this time, it said.

Frustrated by recent political setbacks, tea party leaders and some conservative members of the Oklahoma Legislature say they would like to create a new volunteer militia to help defend against what they believe are improper federal infringements on state sovereignty.

Tea party movement leaders say they've discussed the idea with several supportive lawmakers and hope to get legislation next year to recognize a new volunteer force. They say the unit would not resemble militia groups that have been raided for allegedly plotting attacks on law enforcement officers.

"Is it scary? It sure is," said tea party leader Al Gerhart of Oklahoma City, who heads an umbrella group of tea party factions called the Oklahoma Constitutional Alliance. "But when do the states stop rolling over for the federal government?"

She continued this idea in her campaign for the presidency in 2008. It was welcomed by a segment of our society, but most people were alarmed at the idea that the federal government would get involved in the raising of children. The potential intrusion into parental rights was frightening indeed.

Now, alarmingly, the new health care law does exactly what Clinton wanted and more.

While most people have been concentrating on the health care insurance aspects of the law, there’s much more buried in the measure, and some of it is starting to become more widely known. Many of its other provisions are just as dangerous to American freedom as the mandatory insurance and the tremendous increase in taxation that will occur.

But the portions dealing with children and neighborhoods are by far the most dangerous sections of the law. The federal government is mandated to start so-called wellness programs that will intrude into nearly every aspect of government and your life.

In the health care law, under “Improvements In Outcomes for Individual Families,” the government will institute local studies to be implemented into a national strategy. The list of improvements the government wants sounds good at a glance; good enough for any bleeding heart liberal to get behind, that is. But think of the intrusion into individual families, including yours, and the impact federal intrusion and management of families will have on your lives.

Met Chief Sir Ian Blair could be among 31,000 officers to receive the new electronic tracking device

Every single Metropolitan police officer will be 'microchipped' so top brass can monitor their movements on a Big Brother style tracking scheme, it can be revealed today.

According to respected industry magazine Police Review, the plan - which affects all 31,000 serving officers in the Met, including Sir Ian Blair - is set to replace the unreliable Airwave radio system currently used to help monitor officer's movements.

The new electronic tracking device - called the Automated Personal Location System (APLS) - means that officers will never be out of range of supervising officers.

But many serving officers fear being turned into "Robocops" - controlled by bosses who have not been out on the beat in years.

According to service providers Telent, the new technology 'will enable operators in the Service's operations centres to identify the location of each police officer' at any time they are on duty - whether overground or underground.

Although police chiefs say the new technology is about 'improving officer safety' and reacting to incidents more quickly, many rank and file believe it is just a Big Brother style system to keep tabs on them and make sure they don't 'doze off on duty'.

Some officers are concerned that the system - which will be able to pinpoint any of the 31,000 officers in the Met to within a few feet of their location - will put a complete end to community policing and leave officers purely at the beck and call of control room staff rather than reacting to members of the public on the ground.

Pete Smyth, chairman of the Met Police Federation, said: "This could be very good for officers' safety but it could also involve an element of Big Brother.

"We need to look at it very carefully."

Other officers, however, were more scathing, saying the new system - set to be implemented within the next few weeks - will turn them into 'Robocops' simply obeying instructions from above rather than using their own judgement.

One officer, working in Peckham, south London, said: "They are keeping the exact workings of the system very hush-hush at the moment - although it will be similar to the way criminals are electronically tagged. There will not be any choice about wearing one.

My all-time favorite former intern, Hiwa Alaghebandian, has just narrated a new Economics 101 video about the cost of the tax code for the Center for Freedom and Prosperity. I won’t spoil the surprise by giving the details, but you if you’re not angry now, you will be after watching.

In the video, Ms. Alaghebandian notes that a study from 1996 (back when the tax code was not nearly as complex) estimated that a flat tax would reduce the compliance burden of the income tax by 94 percent. In my video on the flat tax, I mostly focused on how a single-rate, consumption-base system would boost growth and competitiveness, but simplicity also would be a remarkable achievment. Not only would real tax reform reduce compliance costs by hundreds of billions of dollars, it would also put a big dent in the corrupt practice of distorting economic choices with deductions, exemptions, credits, preferences, shelters, and other loopholes. That’s a profitable game for politicians and lobbyists, but the rest of us pay the price because the tax code is even more of a nightmare.

There is also an under-appreciated connection between simplicity and fairness. My colleague Will Wilkinson sagely observed that “…the more power the government has to pick winners and losers, the more power rich people will have relative to poor people.” The tax code is a good example. Many leftists want the tax system to penalize success with high tax rates. I’ve explained why this is economically misguided in a video on class-warfare tax policy, but it’s also worth pointing out that a simple and fair tax system like the flat tax makes it much more difficult for the well-connected to take advantage of complexity. Simply stated, the tax system should not punish the rich with high rates (notwithstanding the neurotic views of self-loathing trust-fund heirs), and it shouldn’t reward them with special deals.

The good news is that we know the policies that will fix the current system. The bad news is that politicians keep making the system worse. Putting the IRS in charge of enforcing key parts of Obamacare is just the latest example of why America needs a tax revolt.

It’s hard to find a politician who isn’t eager to “do something” about high unemployment. Turns out California has found one way to save and create certain kinds of jobs—spend like mad and raise taxes.

That job-creation strategy has worked quite well for government-sector workers. Problem is the statewide unemployment rate is still among the highest in the nation, and many private-sector employers are heading to states like Texas, where taxes are lower and regulations are lighter.

“I would love to have companies calling me saying, ‘We’d like to move to California, can you help us with that relocation?’ I get none of those calls,” says business relocation coach Joe Vranich. “The calls I do get are, ‘Hello, we want to move out of California, can you help us do that?’”

Vranich says there’s no one reason why businesses leave. He calls it “death by a thousand cuts,” where job creators get fed up with everything from high taxes to traffic gridlock and legal hassles.

North American Union – Mexico to Adopt U.S. Legal System

Mexico will gradually adopt the U.S. legal system. This week, 33 Prosecutors representing each state, and the Federal District in Mexico will attend training in Providence, Rhode Island in order to begin the first steps towards the transformation of the Mexican legal system.

Rhode Island Attorney General Patrick C. Lynch will be hosting the first “U.S.-Mexico Alliance Partnership Legal Training.” The ‘ground-breaking’ legal training will consist of presentations by New York State Supreme Court Justice; John Haroldson, as well as numerous attorneys from Oregon, Texas, Colorado, and Arizona. Additional prosecutors from Lynch’s Office will also provide training and practice sessions.

Previously, the Mexican constitution and judicial system only allowed written legal statements –not oral cross-examination, nor opening, and closing statements. This practice began since the Spanish clolonial days. However, in 2008, the Mexican government approved a constitutional amendment to change the judicial system to reflect that of the United States. The agenda to begin the judicial system changes started in 2009.

Some of the most significant changes in the Mexican judicial system will be to move from closed, written proceedings to open, ‘oral’ criminal trials. Mexican prosecutors will learn to evaluate, prepare and present criminal prosecution cases the same way as U.S. prosecutors. They will learn to conduct opening and closing arguments and witness cross examinations, among other proceedings.

One of the objectives mentioned in the training curriculum is to “propel cross-jurisdictional cooperation and in instituting important initiatives that advance the efficacy of the criminal justice systems of Mexico and the United States.”

The U.S. attorneys and judges involved in the bi-national legal training will eventually train over 600 Mexican prosecutors. The total training, conducted over three years, will be funded and organized by the U.S. Agency for International Development and conducted through the National Attorneys General Training and Research Institute. The Mexican government will complete the legal system transition in eight years.

The Senate just voted 60-34 to end debate on the latest extension of unemployment benefits. The bill had been objected to before the chamber’s Easter recess by Oklahoma Republican Sen. Tom Coburn and the only way to break this latest filibuster was to get those 60 votes.

Four Republicans voted with the Democrats to allow a vote on the $9 billion bill that would once again extend jobless benefits for 30 days and also continue the subsidy for COBRA health insurance premiums. Republicans voting yes were Sens. Scott Brown of Massachusetts, Susan Collins and Olympia Snow of Maine and George Voinovich of Ohio.

The Senate is poised to vote on the actual extension later this week.

Special army unit ready to be deployed on American soil just before Nov. elections (Update)

In October of this year, one month prior to the November midterm elections, a special army unit known as 'Consequence Management Response Force' will be ready for deployment on American soil if so ordered by the President.

The special force, which is the new name being given to the 1st Brigade Combat Team of the 3rd Infantry, has been training at Fort Stewart, Georgia and is composed of 80,000 troops.

According to the Army Times,

They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack.

The key phrase is 'may be called upon to help with civil unrest.'

This afternoon a local radio talk show host reported that he had been in contact with a member of the military. This military source stated that the armed forces have been alerted to the strong possibility that civil unrest may occur in the United States this summer, prior to the midterm elections of 2010.

The source described this as 'our long, hot summer of discontent' that could be eerily reminiscent of the summer of 1968 when riots broke out in many of our largest cities.

However, the summer of 2010 could well be much worse due to the players involved. In 1968 the major players were war protesters. This time, the outrage simmering beneath the surface of American society involves a broad cross-section of the heartland, and most of them are heavily armed.

It is highly unlikely that these citizens would ever initiate armed conflict of any kind. In their view, gun rights are for self-defense--and for defense against tyrannical government, which our Founders regarded as the most dangerous force on earth.

However, it has become clear that other groups may well initiate violence in order to start an 'incident' that would give Obama and a rogue Congress a reason to implement martial law, confiscate the citizens' guns, enforce curfews, and suspend all future elections until such time as it is deemed 'safe' to proceed with human liberty as encapsulated in the right to vote.

Tea Party members, for example, have been warned in recent days that members of Andy Stern's SEIU union and members of the organization formerly known as ACORN plan to infiltrate Tea Party gatherings in order to incite some sort of incident that could result in armed conflict.

In addition, all indications point to a humiliating defeat for the Democrats and Obama in November. Not only will the House in all likelihood transfer to Republican control, but it is increasingly possible for the Democrats to lose the Senate as well.

And there are Leftwing groups in this country that would use whatever means necessary to prevent that from happening.

ACORN has already gone underground, changing its name so as to fly beneath the radar screen. How many people will the group register to vote illegally?

And with Obama's plan to naturalize between 10 and 20 million illegal aliens, a brand new voter base for the Democrats will be in place prior to November.

Add to this the growing unrest over continued high unemployment, the coming spike in interest rates and inflation, and the still-boiling outrage over the manner in which Obama and the Democrats shoved ObamaCare down the throats of the citizens, and all of the ingredients are present for a major F-5 tornado to sweep across the heartland.

To what extent would soldiers use deadly force during such 'civil unrest' should the Consequence Management Response Team be utilized? During the anti-war riots of the 1960s they killed student protesters. What about now?

The military source cited by the radio host today was asked this very question. He would merely say that the culture of the U.S. military is changing--half support Obama and the other half are dead-set against him.

His conclusion? There is no way to know for sure if they would obey an order to open fire on ordinary citizens.

Update: The Cato Institute published this warning when the program was launched in its first phase in 2008 (the program has been updated and expanded since 2008). The Founders insisted that standing armies were never to be used against American citizens on our own soil, no matter what violations of this principle have occurred in the years following. In the spirit of the Patriots and of real journalists government must be questioned constantly and held to intense scrutiny in order to preserve liberty.

Iran is buying an ultra-sophisticated missile system from Russia to protect its nuclear sites.

The S-300's surface-to-air rockets can hit many targets at once, including in-coming cruise missiles, making any Western or Israeli strike on Iran much more difficult.

News of the multi-billion pound deal with Moscow has caused fury and fear among Western powers as they desperately try to stop the country developing nuclear weapons.

A "Scud Crisis" is threatening to ignite an all-out war between Israel and Hizbullah, the Kuwaiti al-Rai newspaper reported.
The daily said that Syria has delivered to Hizbullah Scud missiles, sparking a behind-the-scenes crisis after Israel informed Washington that "it will take steps if the U.S. didn't find a solution to what the Jewish state considers a threat to its security."

The White House has warned state and local governments not to expect a "significant federal response" at the scene of a terrorist nuclear attack for 24 to 72 hours after the blast, according to a planning guide.

Why is FEMA trying to cover up NLE 10?

Public Intelligence has received a request from FEMA to remove a “For Official Use Only” document regarding the National Level Exercise 2010 (NLE 10), which was scheduled for this coming May. The exercise was to be based on National Planning Scenario 1 which simulates a nuclear detonation in a U.S. city. However, recent political pressure has led to the exercise being “scaled back” according to the Washington Post, Christian Science Monitor and a variety of other publications. At the behest of Senator Harry Reid (D-NV), the exercise’s Nevada events have reportedly been canceled and the FEMA website now shows no mention of NLE 10.

On top of this, the Obama administration has recently been emphasizing the threat of a domestic nuclear attack. President Obama’s remarks at the Nuclear Security Summit on April 13, 2010 emphasize that the threat of terrorists using nuclear weapons inside of major metropolitan cities is one of the “greatest threats” that the world faces:

Two decades after the end of the Cold War, we face a cruel irony of history — the risk of a nuclear confrontation between nations has gone down, but the risk of nuclear attack has gone up.

Nuclear materials that could be sold or stolen and fashioned into a nuclear weapon exist in dozens of nations. Just the smallest amount of plutonium — about the size of an apple — could kill and injure hundreds of thousands of innocent people. Terrorist networks such as al Qaeda have tried to acquire the material for a nuclear weapon, and if they ever succeeded, they would surely use it. Were they to do so, it would be a catastrophe for the world — causing extraordinary loss of life, and striking a major blow to global peace and stability.

In short, it is increasingly clear that the danger of nuclear terrorism is one of the greatest threats to global security — to our collective security.

NLE 10 concerned itself with exactly this scenario: the detonation of a nuclear device inside of a U.S. city. Las Vegas was to be the epicenter of this hypothetical attack and, if the exercise utilized the same circumstances as National Planning Scenario 1, it would have involved “hundreds of thousands” of casualties, more than 300,000 refugees and ultimately more than 1 million displaced persons.

The unpopularity of such a scenario, regardless of its security benefits, is obvious. What is strange is the attempt that is now being made by FEMA to eliminate references to the exercises and remove from circulation a document that has played an important role in drawing attention to the exercise. As the state of NLE 10 is unclear at the moment, it is difficult to say whether the request is truly motivated by security or whether there is a more dubious intention.

It was the first time "within living memory" that a natural disaster had caused such a halt, a spokeswoman for Britain's National Air Traffic Service (NATS) said. Even after the September 11, 2001 attacks on U.S. cities, Britain did not close its air space, she said.

Northern French airports were due to be shut in stages on Thursday evening, with Paris airports to shut by 11 p.m. (2100 GMT) at the latest, authorities there said.

Brussels, Amsterdam and Geneva airports said they had canceled a large number of flights and Eurocontrol spokesman Brian Flynn said on Thursday afternoon the problem could persist for a further 48 hours.

Massive fireball reported across Midwestern sky

(CNN) -- Authorities in several Midwestern states were flooded Wednesday night with reports of a gigantic fireball lighting up the sky, the National Weather Service said.

The fireball was visible for about 15 minutes beginning about 10 p.m., said the National Weather Service in Sullivan, Wisconsin, just west of Milwaukee.

"The fireball was seen over the northern sky, moving from west to east," said the NWS in the Quad Cities area, which includes parts of Iowa and Illinois.

"Well before it reached the horizon, it broke up into smaller pieces and was lost from sight," the service said. "Several reports of a prolonged sonic boom were received from areas north of Highway 20, along with shaking of homes, trees and various other objects including wind chimes," it said.

It said the fireball was seen across parts of Missouri, Illinois, Indiana and Wisconsin. CNN affiliate WISN-TV said that people in Ohio also saw it.

Video from WISN showed a massive ball of light exploding across the sky. The Doppler Radar from the Quad Cities weather service appeared to capture a portion of the smoke trail from the fireball at just after 10 p.m., the NWS said. It appears as a thin line extending across portions of Grant and Iowa Counties in Wisconsin.

There has been no official determination as to what caused the fireball, the NWS in Sullivan said.

However, it said there is a meteor shower called Gamma Virginids that occurs from April 4 to April 21, with peak activity expected on Wednesday and Thursday.

"A large meteorite could have caused the brilliant fireball that has been reported," the National Weather Service said.

The NWS in Quad Cities said that it was unknown if any part of a meteorite hit the ground.

Meteor lights up Q-C sky

A meteor lit up the sky over the Midwest last night prompting calls to police dispatchers from puzzled Quad-City residents.

John Haase, a meteorologist with the National Weather Service at the Davenport Airport in Mount Joy, said the light spectacle could be seen in the Quad-Cities as well as parts of Minnesota, Missouri and Indiana.

What is being said to be a meteor was seen about 10:04 p.m. Wednesday. Witnesses describe the event as a giant ball of light with a trailing tail which exploded and lit up the sky as if it was daylight for several seconds.

Haase said chunks of the meteor hit the ground in southwest Wisconsin where nine fires were reported about the same time within a one-mile radius.

Some people in northeast Iowa reported hearing crackling sounds and sonic booms that shook houses near U.S. 20.

Haase said radar at a National Weather Service office in La Crosse, Wis., captured the smoke trail of the meteor about 6,000 feet above the Earth.

The middle east powder keg is on the verge of exploding. After repeated warnings of possible escalation between Iran and Israel, we get the first official confirmation that the conflict may not be tidy and contained. The Telegraph is reporting that King Abdullah of Jordan has just warned the US that a war between Israel and Hizbollah is imminent and that is could spread across the Middle East. Just like the Great Depression ended in a Great War, so this ongoing Great Depression v2.0 (because -10% GDP when one takes away the government stimulus is precisely that) is likely about to result in another one.

The king, in Washington for President Barack Obama's nuclear summit, gave his warning after Israel claimed that Syria had handed over Scud missiles in its armoury to the Lebanon-based Hizbollah.

His comments, which were made to private meeting of the US Congressional Friends of Jordan caucus were said to be "sobering".

Syria yesterday denied the allegation that it has provided Hizbollah with long-range Scud missiles, which would allowing them to target Israel's cities. The country's foreign ministry said the claims would be used as a pretext by Israel to raise tension prior to a possible attack on Hizbollah.

"For some time now, Israel has been running a campaign claiming that Syria has been supplying Hizbollah with Scud missiles in Lebanon ," a foreign ministry statement released yesterday said.

" Syria strongly denies these allegations which are an attempt by Israel to raise tensions in the region."

However, the statement did not appear to rule out an alternative possibility being raised by defence sources, that Damascus has allowed Hizbollah control of or access to Scud missiles still currently in Syria .

Similar sources say that Syria has trained Hizbollah operatives on advanced anti-aircraft batteries, possibly a more useful tool since Hizbollah – and the Lebanese army - fears the overwhelming air superiority enjoyed by Israeli jets.

The official US position:

"We are obviously increasingly concerned about the sophisticated weaponry that is allegedly being transferred," said Robert Gibbs, the White House spokesman. "We have expressed our concerns to those governments and believe that steps should be taken to reduce any risk and any danger."

And that of Israel:

Ehud Barak, the Israeli defence minister, said that the alleged transfer would alter the strategic balance of power between Hizbollah and Israel, which fought a short but bloody war in 2006.

An aide to Benjamin Netanyahu, the Israeli prime minister, said that the pace of Hizbollah's re-armament and Syria's role in it was causing growing alarm in the Jewish state.

"We are very conscious of the build-up of Hizbollah's military machine," the aide said. "We have unfortunately seen new types and greater quality of missiles. The Syrian role in passing those weapons to Hizbollah is ongoing and is dangerous."

Al-Rai, the Kuwaiti newspaper which first raised the allegations, said a Hizbollah source had confirmed it had access to Scuds but that they were old and unusable. The source said the issue was being blown out of proportion by Israel in order to create a media frenzy.

The newspaper did, however, link the claims to Hizbollah's threat that if Lebanese infrastructure, such as Beirut Airport , came under attack in the event of conflict, Israel would be hit in turn, including towns at the edge of the range of Hizbollah's known missile arsenal.

What is undisputed is that all sides are raising the stakes in the absence of negotiations between Israel and either Palestinian factions or Syria.

The volcano began erupting on Wednesday for the second time in a month from below the Eyjafjallajokull glacier. It hurled a plume of ash six to 11 kilometers (3.8 to 7 miles) into the atmosphere, and this spread south east overnight.

Volcanic ash contains tiny particles of glass and pulverized rock which can damage engines and airframes and an Icelandic volcanologist said on Thursday the eruption was growing more intense.

The Warwickshire and Northamptonshire, Midlands and Derbyshire, Leicestershire and Rutland services were grounded at 1200 BST on Thursday.

Crews from the five helicopters were redeployed in rapid response cars.

Volcanic Ash Clouds To Head Deep Into Europe
The ash clouds from a volcanic eruption in Iceland are set to head further into the continent overnight, forecasts have shown.

Brisk upper north-westerly winds have already blown the ash across the UK, eliminating all air travel.

The drift, south and east from the Eyjafjallajoekull glacier origin, is due to expand across northern Europe overnight, heading towards central and eastern Europe.

Advisory charts from the Volcanic Ash Advisory Centre show the volcanic ash dispersion spreading widely across the continent by the early morning.

The images, hosted by the Met Office, show coverage as far south as Italy and heading west towards Russia by 7am BST.

The majority of Britain will remain covered with only Northern Ireland and the western parts of Ireland and Scotland in the clear.

A Government Takeover of the Financial Sector?

Now, a new bill, referred to by the name of its chief sponsor, the ethically challenged Sen. Chris Dodd of Connecticut, aims to consolidate a federal takeover of the nation’s entire network of financial institutions.

As Peter Wallison of the American Enterprise Institute notes:

Does the bill, as [Republican Senate leader Mitch] McConnell said, “institutionalize too big to fail?” Of course. There can’t be any reasonable doubt about this. The bill authorizes the Fed to regulate all non-bank financial institutions that are “systemically important” or might cause instability in the U.S. financial system if they failed. . . .

The market will see immediately that the government has created Fannie Maes and Freddie Macs in every sector of the financial system where these large companies are designated for Fed regulation, including insurance companies, hedge funds, finance companies, bank holding companies, securities firms, and any other kind of financial institution the government wants to regulate. Since these firms will be too big to fail, they will be seen in the market—as Fannie and Freddie were seen—as ultimately backed by the government and thus safer firms to lend to than small firms that are not government backed. This will permanently distort the financial market, favoring large companies over small ones, and eventually force a consolidation of each market where these firms exist into a few large competitors operating under the benign supervision of the government.

In other words, this is another huge step toward fascistic corporatism, completing a de facto government takeover of today’s nominally “private” financial firms. These corporations would be reduced to the status of politically managed public utilities.

South Park creators to bring The Book Of Mormon to Broadway in 2011

Understatedly described as a “traditional musical comedy with untraditional subject matter,” Trey Parker and Matt Stone’s The Book Of Mormon is officially headed to Broadway in March 2011. The South Park duo have been kicking around the idea for a while, and are said to be currently working on music and lyrics with Tony winner Robert Lopez of Avenue Q (which, to bring it all full circle, was itself heavily influenced by South Park: Bigger, Longer, And Uncut, according to Lopez). In the show, Parker and Stone will be tasked with somehow finding something funny about the Mormon religion, though they’ve already had some experience: The duo’s 1998 film, Orgazmo, examined contemporary Mormonism through the prism of a young missionary who’s forced to navigate secular society armed solely with an orgasm gun; and the 2003 South Park episode, “All About The Mormons” managed to wring laughs out of the tale of Head Mormon In Charge Joseph Smith, the American prophet who once found the true word of God hiding in his hat. The Book Of Mormon’s premise, which juxtaposes the story of two young missionaries with Smith’s, sounds like some combination of the two—though without the orgasm guns, most likely. Whatever the plotline, it should be well worth checking out, considering the best part of Parker and Stone’s projects has long been their original songs, beginning with Cannibal! The Musical through the Oscar-nominated score for Bigger, Longer—as well as the unjustly snubbed soundtrack for Team America: World Police—and 14 seasons of South Park. And if we’re really lucky, the New York Times will be forced to explain what “DVDA” stands for.

China tries to sterilise 10,000 parents over one-child rule

Doctors in southern China are working around the clock to fulfil a government goal to sterilise — by force if necessary — almost 10,000 men and women who have violated birth control policies. Family planning authorities are so determined to stop couples from producing more children than the regulations allow that they are detaining the relatives of those who resist.

About 1,300 people are being held in cramped conditions in towns across Puning county, in Guangdong Province, as officials try to put pressure on couples who have illegal children to come forward for sterilisation.

The 20-day campaign, which was launched on April 7, aims to complete 9,559 sterilisations in Puning, which, with a population of 2.24 million, is the most populous county in the province.

A doctor in Daba village said that his team was working flat out, beginning sterilisations every day at 8am and working straight through until 4am the following day.

The pressure has finally taken its toll: PositiveID (PSID), the microchip implant company formerly known as VeriChip, has hired a PR firm to clear up inaccuracies in the media about its products — many of which originate from PositiveID’s own Web sites and its annual report.

There’s a lesson for managers here: hiding in a bunker and hoping that bad press about your business will go away on its own is a rotten strategy. Only by being upfront, transparent and above all quick in your response to negative coverage can you nip PR challenges in the bud.

PositiveID has suffered for months from dismal headlines about its experiments on elderly Floridians with Alzheimer’s and its plans to inject as many people as possible with RFID-enabled microchips that grant doctors access to their online medical records.

Until now, PositiveID had rarely responded to the press, and even turned down a request by BNET for a Q&A with CEO Scott Silverman to rebut allegations about the company. (The offer still stands.)

Showing Chinese sweatshop workers slumped over their desks with exhaustion, it is an image that Microsoft won't want the world to see.

Employed for gruelling 15-hour shifts, in appalling conditions and 86f heat, many fall asleep on their stations during their meagre ten-minute breaks.

For as little as 34p an hour, the men and women work six or seven days a week, making computer mice and web cams for the American multinational computer company.

This photo and others like it were smuggled out of the KYE Systems factory at Dongguan, China, as part of a three-year investigation by the National Labour Committee, a human rights organisation which campaigns for workers across the globe.

The mostly female workers, aged 18 to 25, work from 7.45am to 10.55pm, sometimes with 1,000 workers crammed into one 105ft by 105ft room.

They are not allowed to talk or listen to music, are forced to eat substandard meals from the factory cafeterias, have no bathroom breaks during their shifts and must clean the toilets as discipline, according to the NLC.

The workers also sleep on site, in factory dormitories, with 14 workers to a room. They must buy their own mattresses and bedding, or else sleep on 28in-wide plywood boards. They 'shower' with a sponge and a bucket.

And many of the workers, because they are young women, are regularly sexually harassed, the NLC claimed.

The organisation said that one worker was even fined for losing his finger while operating a hole punch press.

Microsoft is not the only company to outsource manufacturing to KYE, but it accounts for about 30 per cent of the factory's work, the NLC said. Companies such as Hewlett-Packard, Samsung, Foxconn, Acer, Logitech and Asus also use KYE Systems.

The Eruption of Eyjafjallajökull is causing havoc throughout Europe with experts warning that flights could remain grounded until the 22nd of April. The eruption is still very active and is currently blasting dark ash clouds that have spread over Europe.

Officials at Accuweather are saying that the jet stream winds are brining plumes from the Eyjafjall volcano in Iceland to northern Europe and show no signs of letting up until Wednesday.

Experts are also warning that the Ash eruptions could continue for months which may force European air traffic to ground flights for some time to come.
