Neural Link to the Internet is basically just what the Borg are. The Internet has basically become a collective knowledge of the world and thankfully no one is controlling us completely but laws are being passed that reduce are freedom already.
While what Elon is saying is beneficial, we are slowly loosing individuality and are getting closer to what TNG warned us about with the Borg. Human evolution with the mingling of technology should only go so far. How long would it take for a law to be passed requiring us to have this done so they could monitor our thoughts and if we were going to commit a crime or break the law, they could stop us remotely?! There are so many implications this technology would bring.
