What the Democrats have not understood for more than 50 years is that poverty is not caused by, nor defined as, not having money.
It is caused by not having work. For whatever reason. Alcoholism, drug addiction, or just laziness or lack of understanding how to get a job, or a career.
So there is a project that at least begins to work on a solution, rather than just throwing money and perpetuating the problem.

I think they understand it to the extent of promising cheaper education on the campaign trail. But I would say that it is doubtful how well the government as a whole is willing or understands the magnitude of the situation.
