Seems that "Raptor's V-Soft" http://www.raptorware.com/vsoft.html has taken over background checks at public schools...

This is a trivial piece of news. Because the government believes that it owns the property on which the school is located, it can set rules as to who's gonna come on their property.
I think this is too superficial to warrant any discussion. The real questions are: who are those government people to threaten parents if they don't send their children to school, who are those government people to steal money from those parents (among others) and later hire Raptor. If the parents entered into a contract with those government people and they don't like the treatment, then they are free to exit such contract and be left alone. If the government people won't leave them, the parents can justly resist.
