Was Section 134 the final great message and fulfillment of Josephs Earthly Mission? Once this significant section was revealed was it his last?

No, it has to be his revelations concerning 'baptism for the dead' found in Sections 124, 127, & 128 received in 1841-1842.

Section 128 bears witness to Joseph's Priesthood Authority as a Prophet, Seer, & Revelator. His psalm to the Lord at the end of that Section is without equal anywhere in scripture.

What would be the definition of "the final great message and fulfillment of his earthly mission"?

134 was not a revelation, and the history of it (though I don't have a problem with it and quote it quite often) and Josephs feelings when it was approved by the Church is very interesting.

the sections are certainly not on a timeline order. It was one of the last from Joseph in the D&C. Anyway, I was thinking in ink as I sometimes do looking for additional thoughts :-)

D&C 134 was not even written by Joseph Smith

D&C 134 was written by Oliver Cowdery

So... while D&C 134 was not written by Joseph Smith nor received as a revelation to the Church... IT IS SCRIPTURE, and it still represents latter-day saint beliefs regarding government. I can't think of anything in it that is contrary to other scriptures or statements from modern prophets? And I wouldn't doubt that Oliver Cowdery was inspired when he wrote it.
