Did the US start the Cyber Attack Race?

The US started the Nuclear Arms Race. It continues today as North Korea develops missiles that can deliver a nuke to the US or one of its allies.

To try and stop Iran from developing uranium, the Stuxnet Virus was created and unleashed on Iran, causing damage to Iran's centrifuge program. Was it the US, Israel, UK, or all of them?

Now Iran has one of the largest Cyber Attack teams in the world.

Is Russia sending a message that it too can Cyber Attack at will?
